On October 14, 2025, the Cebu Technological University - Main Campusโs (CTU-Main) Student Affairs and Services (SAS) hosted an online meeting with all of the accredited student organizations of the campus to discuss the guidelines and protocols concerning organizational activities as well as the presentation of the latest Student Handbook. During the meeting, student leaders raised concerns about the Haircut Policy upon hearing of its reintegration into the manual but were merely deflected saying that the handbook is the will of the administration and, therefore, must be respected and followed.
Efforts to abolish these oppressive policies began as early as 2023 and only managed to get a foothold by this yearโs April following the implementation of the CTU-Main Student Supreme Governmentโs (SSG) โCebu Technological University Comprehensive Anti-Discrimination Actโ within the institution, which includes protection from discrimination based on sexual orientation, gender identity, and expression (SOGIE). Yet even now, as the student manual is being revised, the administration claims ignorance of these concerns and that the policies, in the first place, were never properly implemented in the manual.
