The Department of Information and Communications Technology (DICT) Capiz, in collaboration with Capiz State University Pontevedra - Community Extension Services Office, successfully conducted 𝒂 𝑻𝒉𝒓𝒆𝒆-𝒅𝒂𝒚 𝒕𝒓𝒂𝒊𝒏𝒊𝒏𝒈-𝒘𝒐𝒓𝒌𝒔𝒉𝒐𝒑 𝒐𝒏 𝑮𝒓𝒂𝒑𝒉𝒊𝒄 𝑫𝒆𝒔𝒊𝒈𝒏 𝒖𝒔𝒊𝒏𝒈 𝑪𝒂𝒏𝒗𝒂 𝒂𝒏𝒅 𝑶𝒇𝒇𝒊𝒄𝒆 𝑷𝒓𝒐𝒅𝒖𝒄𝒕𝒊𝒗𝒊𝒕𝒚 𝑻𝒐𝒐𝒍 𝒖𝒔𝒊𝒏𝒈 𝑮𝒐𝒐𝒈𝒍𝒆 𝑾𝒐𝒓𝒌𝒔𝒑𝒂𝒄𝒆 for employees and personnel of the Local Government Unit of Pontevedra.

The activity was held on April 13–15, 2026, at the LGU Pontevedra Tech4Ed Center. The training served as an avenue for participants to explore current technologies that can help enhance workplace efficiency, improve digital communication, and strengthen productivity in delivering public services.

Through hands-on sessions and guided workshops, participants gained practical knowledge in creating visually engaging materials using Canva and utilizing Google Workspace tools for document preparation, collaboration, data management, and online communication. The activity also highlighted the importance of digital literacy and innovation in promoting more responsive and efficient local governance.

The activity was graced by Ms. Marion Balasa, Municipal Planning and Development Coordinator, who delivered the opening remarks and emphasized the importance of the activity as part of Local Government Unit’s initiatives to enhance and digitalize its services.

Ms. Lavena Gee Boluso and Mr. Roden Pelegrino, both faculty members of the Computer Department of the campus, served as the resource speakers for the sessions on Google Workspace. They shared their expertise and guided the participants in maximizing the features of various productivity tools for efficient office operations and collaboration.

Meanwhile, Mr. Schweizer Joenz Servero, OIC Provincial Head of DICT Capiz, demonstrated technical expertise and provided practical tips on the effective use of Canva for creating professional and visually engaging designs.

The Fisheries Department of Capiz State University (CAPSU) Pontevedra successfully conducted its second project activity titled “𝑬𝒙𝒑𝒂𝒏𝒅𝒊𝒏𝒈 𝑶𝒑𝒑𝒐𝒓𝒕𝒖𝒏𝒊𝒕𝒊𝒆𝒔 𝒕𝒉𝒓𝒐𝒖𝒈𝒉 𝑽𝒂𝒍𝒖𝒆-𝑨𝒅𝒅𝒆𝒅 𝑷𝒓𝒐𝒄𝒆𝒔𝒔𝒊𝒏𝒈 𝒐𝒇 𝑩𝒍𝒂𝒄𝒌 𝑴𝒖𝒔𝒔𝒆𝒍 𝒊𝒏𝒕𝒐 𝑺𝒊𝒐𝒎𝒂𝒊, 𝑳𝒖𝒎𝒑𝒊𝒂, 𝒂𝒏𝒅 𝑭𝒆𝒓𝒎𝒆𝒏𝒕𝒆𝒅 𝑷𝒓𝒐𝒅𝒖𝒄𝒕𝒔” on April 8, 2026, at Brgy. Intongcan, Pontevedra, Capiz.

This initiative is part of the PES to PES (PESTE to PESOS) Project, which aims to promote the utilization of un- and underutilized aquatic invasive species, particularly the black mussel (Mytella strigata), locally known as 𝒌𝒖𝒓𝒚𝒂𝒑𝒐𝒕. Kuryapot is invasive in nature since it can alter natural habitats and displace native shellfish such as green mussels and clams, negatively affecting traditional shellfish farming activities.

According to studies by B***e and Tiad (2025) and Benliro (2024), this species is highly abundant in Brgy. Intongcan, Pontevedra, Capiz, and Brgy. Binaobawan, Pilar, Capiz, presenting both ecological challenges and livelihood opportunities for local communities.

The activity focused on capacitating fisherfolk beneficiaries by introducing value-added processing techniques, transforming black mussels into marketable products such as siomai, lumpia, and fermented goods. Through this approach, the project seeks to enhance income opportunities while contributing to sustainable resource management.

The activity was led by Ms. Alessandra Nicole B. Falalimpa, Extension Coordinator, together with Assistant Professor Gelene Roda I. Alvarez, Assistant Professor Cezarie L. Golingay, and Associate Professor Leah B. Yakit, who provided technical guidance and hands-on demonstrations during the training.

PROJECT CHALK PURSUES ACTIVITY WITH PARENTS

The College of Education, Arts, and Sciences (COEAS), through its Project CHALK (Comprehensive and Holistic Approach in Uplifting Struggling Learners’ Knowledge), conducted a one-day capacity-building activity for the parents of its beneficiaries on March 26, 2026, at Hipona Elementary School. The activity, titled “Empowering Parents: A Holistic Capacity Building Training on Literacy and Numeracy Intervention for Struggling Learners,” aims to equip parents with positive parenting practices and sustainable livelihood skills, enabling them to provide holistic academic, emotional, and financial support to their children. Through this initiative, Project CHALK strengthens the crucial role of parents in enhancing learners’ literacy and numeracy development.

The activity formally started with messages from various stakeholders. Dr. Anamae Blancaflor, Principal of Hipona Elementary School, delivered the Welcome Remarks, followed by Dr. Mary Ann Decrepito, Project CHALK Proponent, who provided the overview of the day’s activity. A Message of Support was also shared by Hon. Ariel Reyes, Barangay Kagawad of Brgy. Hipona Local Government Unit, along with Dr. Sandra Escabarte, COEAS Extension Coordinator, who expressed the college’s continued commitment to empowering parents and supporting struggling learners.

The activity was divided into two major parts. The morning session focused on parenting and responsible parenthood, as discussed by Dr. Matilde Tonel and Dr. Carmelie Grace Daquin. Their session highlighted several essential topics, including:

•Positive parenting strategies that support literacy and numeracy development

•Creating a structured and supportive home learning environment

•Encouraging children’s reading habits and numeracy practice

•Strengthening parent–child communication and emotional support

•Enhancing parent–teacher relationships to promote learner success

In the afternoon, a livelihood skills training was conducted for the parent beneficiaries. The session was spearheaded by Mr. Romjun Plamiano and Ms. Raymalyn Robles, both faculty members of the College of Management. Before the hands-on practicum, Ms. Robles discussed the importance of maintaining proper hygiene in food handling. She emphasized that in any business—especially in the food sector—ensuring the cleanliness of food preparation is essential to maintaining product quality.

Meanwhile, Mr. Plamiano provided an engaging discussion on the key steps and essential tips in bangus deboning, which served as a preparatory orientation before the actual demonstration. His session allowed parents to observe and practice the technique, equipping them with a potential livelihood skill they can use to generate additional income.

𝗣𝗦𝗔 𝗖𝗮𝗽𝗶𝘇 𝗮𝗻𝗱 𝗖𝗔𝗣𝗦𝗨 𝗣𝗼𝗻𝘁𝗲𝘃𝗲𝗱𝗿𝗮 𝗰𝗼𝗻𝗱𝘂𝗰𝘁 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽 𝗼𝗻 𝗕𝗮𝘀𝗶𝗰 𝗦𝘁𝗮𝘁𝗶𝘀𝘁𝗶𝗰𝘀 𝗳𝗼𝗿 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲

A three-day Training Workshop on Basic Statistics for Local Government Units (LGUs) for Evidence-based Local Governance was successfully conducted on March 11–13, 2026 by the Philippine Statistics Authority (PSA) Capiz in collaboration with Capiz State University (CAPSU) Pontevedra Campus. The activity was attended by PSA personnel, faculty members from the College of Management of CAPSU Pontevedra, extension staff, and personnel from various Local Government Units (LGUs), who served as the primary beneficiaries of the training. Generally, the activity aimed to empower the beneficiaries to utilize their acquired knowledge and skills in statistical analysis to promote data-driven development at the local level and support evidence-based local governance.

The activity formally opened with a registration of participants followed by an opening program. Joevel Q. Cobrador, Supervising Statistical Specialist of PSA Capiz, delivered the welcome remarks emphasizing the importance of statistical literacy in strengthening evidence-based decision-making in local governance. This was followed by Mr. Fred A. Feliciano, Jr., who presented the rationale and introduced the resource persons and facilitators.

The training covered key topics such as introduction to statistics, types and sources of data, data collection and quality, and data visualization during the first day. The topics were discussed by Dr. Ferdinand Anabo, Asso. Prof. Maritess D. Villanueva, Asso. Prof. Krizzaline D. Barua, and Dr. Janita T. Dariagan. The second day focused on descriptive statistics including measures of central tendency, measures of dispersion, introduction to statistical tools, and interpretation of statistical results. Asso. Prof. Maritess Villanueva served as the main lecturer. On the final day, the discussions emphasized the application of statistics in local planning, particularly in SDG monitoring and sectoral planning, followed by a workshop on data analysis and presentation where participants demonstrated their learning through group outputs. The presentations were delivered by Dr. John Keneth A. Ada and Dr. Mae Ann A. Balbino.

The closing program featured a message from Ms. Rosiebelle A. Beluso, Senior Statistical Specialist and Officer-in-Charge of PSA Capiz, who expressed appreciation to the partner institution, resource persons, and participants for their active engagement and support in making the activity successful.

Aside from the resource persons, CAPSU Pontevedra also extended its technical team and facilitators, namely: Dr. Domar Parcon, Dr. Pet Roana Batacandolo, Asso. Prof. Stephanie Uy, Asso. Prof. Cleotilde Dela Cruz, Asso. Prof. Cleo Villanueva, Assi. ATM: Attending the Public Hearing for the proposed Ordinance requiring all food vendors to undergo Annual Training on Food Hygiene, Safety, and Sanitation in the Municipality of Pontevedra as a prerequisite for securing a Business Permit and for other related purposes.

The Public Hearing was presided over by SB Member Vincent Bolina, Chairperson of the Committee on Health, who facilitated the discussion and encouraged stakeholders to share their insights, concerns, and recommendations regarding the proposed measure. The activity gathered representatives from the local government, food vendors, and other concerned sectors to ensure that the ordinance will promote proper food handling practices, safeguard public health, and strengthen sanitation standards within the municipality.

The discussion emphasized the importance of regular training for food vendors to enhance awareness and compliance with food safety protocols, thereby protecting consumers and supporting a healthier community.

PONTEVEDRA ELEMENTARY SCHOOL HANDS IN RECOGNITION TO CAPSU PONTEVEDRA

On February 25, 2026, during 100th Founding Anniversary Celebration of Pontevedra Elementary School, the Community Extension Services (CES) Office of Capiz State University Pontevedra Campus was formally recognized as a valuable partner in enhancing the literacy and numeracy outcomes of the school’s learners.

The recognition highlights the significant contribution of the extension initiative of the College of Education, Arts, and Sciences (COEAS) titled Project RESCUE. Launched in March 2023, the project has served a total of 148 student-beneficiaries from Grade 1 to Grade 6. It adopted an Adopt-a-Child Scheme, providing focused and personalized support through daily tutorial sessions aimed at strengthening foundational reading and mathematics skills.

Key contributors to the successful implementation of the program include the COEAS faculty members and Bachelor of Elementary Education (BEED) students, under the leadership of Dr. Mary Ann L. Decrepito, Project Proponent. Their collective efforts ensured that learners received consistent academic guidance and mentoring throughout the duration of the project.

Through the collaborative partnership between the university and the elementary school, the initiative has contributed meaningfully to improving student performance and further reinforced the university’s commitment to community engagement and academic extension.

Present to receive the Certificate of Recognition were Dr. Mary Ann L. Decrepito, Dr. Sandra B. Escabarte, Ins. Bryan B. Rone, and Mr. Jiro Emmanuel J. Bangud.

BSABE Department at AMIA Village

On February 18, 2026, the Agricultural Biosystems Engineering Department conducted an orientation and initial assessment at AMIA Village in Barangay Jolongajog, Pontevedra, Capiz. The activity introduced the various technologies and extension services that the department can provide to support the community’s agricultural development initiatives.

During the session, faculty members and staff presented potential interventions in solid waste management, product processing, postharvest technologies, and climate-resilient agricultural practices. The initial assessment also provided the team with a comprehensive overview of the needs and priority concerns of AMIA Village, ensuring that future programs and projects are responsive, relevant, and community-centered.

The presentation was graciously welcomed by the members of AMIA Village, led by their President, Mr. Guillermo B. Alvarez.

The team was headed by Engr. Francis Belle Lampong, BSABE Program Coordinator, together with Engr. Marty C. Delfin, Engr. Job Y. Caabay, Dr. Dario A. Cidro, and Mr. Jiro Emmanuel J. Bangud.
