𝟑𝐫𝐝 𝐓𝐢𝐦𝐞'𝐬 𝐭𝐡𝐞 𝐂𝐡𝐚𝐫𝐦! 🌱

There was a time when free, quality tertiary education felt out of reach for many Placeriños. State universities and colleges seemed like distant dreams, with only a handful of students earning admission each year. Opportunities were limited, course options were few, and many simply settled for what was available because they believed they had no other choice.

Two years ago, the 𝐏𝐥𝐚𝐜𝐞𝐫 𝐀𝐝𝐯𝐨𝐜𝐚𝐭𝐞𝐬 𝐟𝐨𝐫 𝐘𝐨𝐮𝐭𝐡 𝐢𝐧 𝐀𝐜𝐭𝐢𝐨𝐧 𝐆𝐫𝐨𝐮𝐩 (𝐏𝐀𝐘𝐀𝐆) dared to change that narrative. We launched 𝐒𝐢𝐛𝐨𝐥, a project born from the belief that every deserving Placeriño deserves a fair chance to pursue higher education. True to its name, Sibol was envisioned to nurture young minds and help them grow into the future professionals and leaders who will one day serve our community.

What once seemed like an ambitious dream has now become a story of hope and achievement. Over the past two years, Sibol has helped produce successful scholars and passers in:

These milestones remind us that when opportunities meet preparation, dreams become possible.

This year, despite time constraints and unavoidable delays, Sibol continues its mission. To make the program more accessible, we are shifting to a 𝐡𝐲𝐛𝐫𝐢𝐝 𝐚𝐩𝐩𝐫𝐨𝐚𝐜𝐡 that combines 𝐨𝐧𝐥𝐢𝐧𝐞 𝐥𝐞𝐚𝐫𝐧𝐢𝐧𝐠 𝐰𝐢𝐭𝐡 𝐠𝐮𝐢𝐝𝐞𝐝 𝐫𝐞𝐯𝐢𝐞𝐰 𝐬𝐞𝐬𝐬𝐢𝐨𝐧𝐬 while maintaining the same passion, dedication, and commitment to preparing our future scholars for college entrance examinations.

The Bicol University Admissions Office (BUAO) is pleased to announce that, upon approval of the Office of the SUC President IV, the Bicol University College Entrance Test (BUCET) Online Application Portal is now open for School Year 2027–2028.

All aspiring applicants are encouraged to review the application guidelines, eligibility requirements, and documentary requirements before completing their online application. These requirements are attached to this advisory for your guidance. To ensure a smooth application process, applicants are advised to:

•​Read and follow all instructions in the online portal carefully.
•​Provide complete, accurate, and truthful information.
•​Submit all required documents within the prescribed period.

Please be reminded that any false, misleading, or falsified information or documents submitted during the application process shall be grounds for automatic disqualification from taking the BUCET.

This advisory is issued for the information and guidance of all concerned.

BUCET 2027-2028
Bicol University College Entrance Test

Incoming first year college students are required to take the BUCET. It is a three-hour examination consisting of sub-tests in Language Proficiency in English, Mathematics, Science, and Reading Comprehension.

Admission shall be based on the applicant's Bicol University College Entrance Test (BUCET) Composite Rating consisting of the BUCET score and his/her general weighted average (GWA) in grades 9 to 11, and socio-economic profile

APPLICATION PROCESS
I. GENERAL REQUIREMENTS
• Students of DepEd-recognized high schools who are high school seniors expecting to graduate at the end of the school year; OR
• Senior high school graduates who have not taken and/ are not taking any college subjects/s or ALS graduates who have not enrolled in any college course are eligible to apply.

II. SPECIFIC REQUIREMENTS
1. Correctly and completely accomplished BUCET Application Form;
2. One (1) copy of 2”x2” recent, unedited or unfiltered studio- taken photograph of the applicant in white background with applicant’s signature and name tag to be uploaded to the iBU portal.
3. Grade 9 to Grade 11 High School academic ratings affixed at the reverse side of the BUCET Application Form and duly signed by the School Principal and has a school dry seal;
4. For Senior High School graduates who have not taken any college subjects, submit authenticated photocopies of SF10 (formerly Form 137) for Grades 9 to 11 and SF9 (formerly Form 138) for Grade 12. For ALS graduates, submit your ALS Certificate of Rating and Certificate of Completion.
Note: Applicants are required to bring the original copies of the documents for authentication purposes.
5. Photocopy of Person with Disability (PWD) ID, pursuant to RA No. 7277 (if applicable);
6. Valid and unexpired copy of parent's Solo Parent ID, pursuant to RA No. 11861 (if applicable);

7. Submission of Income Tax Return (ITR) 2025 / Certificate of Tax Exemption (CTE) & Related Documents
A. If both parents are working:
-Submit ITR 2025 of both parents.
B. If only one parent is working:
-Submit ITR 2025 of the working parent and CTE of the non-working parent.
C. If both parents are not working:
-Submit CTE for both parents.
D. If parent/s is/are an OFW:
-Submit latest Certificate of Employment Contract with the corresponding salary or compensation indicated.
E. If member of 4P’s (Pantawid Pamilyang Pilipino Program) or Listahanan 3.0:
-Submit Oath of Commitment.
F. If parent is retired:
-Submit CTE
G. If parent/s is/are deceased:
-Submit the Death Certificate of the deceased parent/s.

H. If living with a guardian:
- Submit an Affidavit of Guardianship and the corresponding financial documents of the guardian, such as ITR or Certificate of Tax Exemption (CTE), depending on the guardian’s employment status or source of income.

8. Accomplished NCIP - COC Form 4 or downloadable Certificate of Membership from the National Commission on Indigenous Peoples (NCIP) Regional Office, if applicant is a member of ethno-linguistic groups (Indigenous Peoples groups);

Pang-LIMA sa PAYAG,
LIMA katuig nga padayon ang PAG-USWAG!

Five years ago, when the Placer Advocates for Youth-in-Action Group (PAYAG) was still in the process of creation, we already had a clear and unwavering vision of the purpose that would become the core of our organization. Little did we know that along the way, there would be setbacks, obstacles, and challenges that would test and shake the very foundation of the abode that we have built. But when a home is built upon the foundation of courage, faith, and genuine intention, outside forces are nothing more than challenges that reinforce its core. It does not break. It only grows stronger.

Just like that, our humble PAYAG has turned FIVE. Five years of empowering the youth. Five years of steadfast dedication in service to the Placeriños. Five years of bringing comfort during and after typhoons. Five years of changing lives, one volunteer at a time.

Hundreds of relief packs distributed, more than 20 students now accepted into scholarships and state universities, and five years later, we stand firm. We are, we have been, and we will always be TRUE to our purpose.

Here’s to our LIMA and to countless more years of PAG-USWAG 🥂

OFFICIAL STATEMENT OF PAYAG REGARDING AN INCIDENT INVOLVING ONE OF ITS FOUNDING MEMBER

In light of the recent events involving one of our founders, the Placer Advocates for Youth-in-Action Group (PAYAG) reaffirms its commitment to its core values: youth empowerment, integrity, respect, and responsibility.

We are deeply saddened and disturbed by what transpired in the video. Such actions stand in direct opposition to the principles we uphold as an organization, and we do not tolerate any form of violence or behavior that undermines our mission.

In line with our internal policies and commitment to accountability, the individual involved has been placed under suspension as a founding member and as part of the Board of Directors while further review and appropriate actions are being undertaken

We urge the public to remain vigilant and allow due process to take its course. At the same time, we respectfully ask that our organization not be implicated in this matter, as the actions in question were carried out in a personal capacity and do not reflect the values or stance of PAYAG.

We remain steadfast in our mission to empower the youth through integrity and responsible leadership, and we will continue to stand for what is right.
