The Governor acted. We welcome it. And we ask: what comes next?

Oriental Mindoro's dependable power supply stands at only 56.5 MW against a peak demand of over 75 MW. Rotational brownouts continue through June. Relief is expected only in July, contingent on more Emergency Power Supply Agreements, among the most expensive power sources available. The same recurring cycle.

ORMECO cited RE intermittency as part of the problem. We say plainly: the problem is not renewable energy. The problem is a grid never designed around a diversified RE system. Rooftop solar performs at its peak precisely during the hot, dry months when hydro fails. The emergency dialogue has unwittingly made the case for why distributed solar and net metering are structural necessities and not optional additions.

Three weeks ago, seven parishes signed solar contracts for 200 kWp of community-funded capacity. Hundreds of Mindoreños visited the REnew Mindoro Fair asking how to go solar. The community is not waiting.

Governor Dolor's office committed to a Real Property Tax Holiday for RE investors at our April 30 Summit. We ask that this now be acted upon, alongside a Provincial Power Development Plan that centers renewable energy and the immediate implementation of net metering.

The community is ready. Provincial policy needs to catch up.

(Photos below: While Oriental Mindoro navigates its worst power crisis in recent memory, the REnew Mindoro Fair at Xentro Mall Calapan (May 1–3, 2026) showed that the demand for solar energy is already here. Hundreds of Mindoreños — homeowners, small business owners, farmers, and community members — visited the exhibit booths of solar providers and financing institutions, asking one question: how do we get started?)

Two days. And it is not over yet. In fact, it is almost every day.

Yesterday, May 14: an 18.7-megawatt power deficit triggered province-wide Manual Load Dropping across Oriental Mindoro.

Today, May 15: ORMECO is once again preparing consumers for another round of MLD, with controlled power interruptions possible anytime from 8:00 AM to 12:00 midnight.

Mornings and afternoons without electric fans as heat indices climb to dangerous levels. Food spoiling without refrigeration. Hours of darkness in homes, schools, hospitals, and businesses.

This is the price Mindoreños pay for a power grid built around fossil fuels. One with no buffer when conditions change, and no resilience when multiple sources fail at once.

This is not new. And it should not be normal.

Two weeks ago, more than 150 stakeholders gathered at the REnew Mindoro Investments Summit to say clearly: the solutions are already here. Solar. Wind. Hydro. Diversified, distributed, community-driven renewable energy. Mindoro sits on an estimated 34,760 MW of renewable energy potential — 320 times its current peak demand. This is not an energy scarcity problem. It is a transition that needs to move faster.

The current crisis makes that urgency impossible to ignore.

We are grateful that our government partners — Representatives Umali and Panaligan, Vice Governor Perez, and the office of Governor Dolor — expressed strong commitment to Mindoro's energy transition at the Summit. Their pledges on solar expansion, the 10-million rooftop initiative, RE ordinances, and tax incentives for investors are exactly what this moment calls for. We look forward to seeing these commitments move forward .And we stand ready to support every step of the way.

Net metering has been law since 2016. Seven parishes signed solar contracts two weeks ago. Hundreds of Mindoreños visited the REnew Mindoro Fair asking how to get started.

The movement is already moving. It needs the full force of policy, financing, and political will behind it. Now more than ever.

A Mindoro town pushing for Green Energy amidst the power chaos.

Renew Mindoro expresses its support to Sablayan LGU for its initiative to lead the energy transition in Mindoro island through the passing of a Green Energy code.

🍃 “Sablayan treats the power crisis as not new since they are bearing the brunt of its negative impacts, such as unreliability, since 2020. It is great to hear their perspectives and updates, as the members of the TWG shared their insights for the drafting of the Green Energy Code. We appreciate the initiatives in energy scoping and mapping, as well as plans for educational discussions and advocacy campaigns, among others. The PMCJ is glad to assist and look forward to further collaborations to realize the LGU's plans for RE fully,” said Edwin Tesaluna, PMCJ senior RE officer.

During the meeting, Sablayan Mayor Walter “Bong” Marquez stressed the urgency of RE implementation in their province beginning with the urgent passage of the Green Energy Code. He highlighted that the LGU recognizes that the oil price volatility and its impact on the power rates are due to fossil fuel dependency.

Napapanahon.

"The gathering brought together more than 150 participants from Church, government, business, civil society, financing institutions, and local communities, including Bishop Moises Magpantay Cuevas of Calapan.

For years, the Church in Mindoro has spoken about ecological justice and energy access. This time, it signed contracts.

Seven parish communities entered into agreements with renewable energy providers, translating months of fundraising, planning, and community organizing into operational solar projects.

Once installed, the systems are expected to generate up to 1,000 kilowatt-hours of clean electricity daily, enough to significantly cut electricity costs and reduce dependence on diesel-powered grids."

In a decisive step from advocacy to action, the Diocese of Calapan in the Philippine province Oriental Mindoro has formalized solar power contracts for seven parishes, signaling what Church leaders describe as a “concrete beginning” of the island’s transition to clean and reliable energy.
