PAVIA, ILOILO β The Municipality of Pavia has enacted a comprehensive Responsible Pet Ownership Program ordinance to curb rabies, manage stray animals, and safeguard animal welfare. Authored by Councilor Dr. Kervin Matthew Zaldarriaga, the measure mandates compulsory registration and annual anti-rabies vaccination for all dogs and cats through barangay offices for a β±50 fee.
Under the Ordinance, owners must supply adequate healthcare, food, and shelter. Pets are prohibited from roaming unattended, must be leashed in public, and waste must be cleaned immediately. Furthermore, owners bear full financial and legal liability for injuries, medical costs, property damage, or lost income caused by their animals.
Enforced by local barangays, municipal offices, and the Philippine National Police, non-compliance carries strict penalties: a warning for the first offense, a β±1,500 fine for the second, and a β±2,500 fine for the third offense.
