The Pasig City Youth Development Council (PCYDC) convened its 4th Special Session on August 2, 2026, to deliberate on several matters requiring immediate review and action by the Council.

The PCYDC discussed the possible implementation of Council-initiated activities for Linggo ng Kabataan 2026. The proposed initiatives aim to broaden youth participation and complement the activities being implemented by the Pasig City Youth Development Office (PCYDO) in celebration of Linggo ng Kabataan.

The SK Pederasyon and PCYDC Presiding Officer, Keil Custillas, led the discussion on the potential role of the PCYDC in the transition process of Sangguniang Kabataan (SK) Councils following the 2026 Barangay and Sangguniang Kabataan Elections (BSKE).
The discussion centered on SK Inventory Team, wherein the PCYDC may participate in and witness the formal turnover of records, properties, documents, and other official matters from outgoing to incoming SK Councils. The proposed mechanism seeks to promote an orderly, transparent, and accountable transition between administrations.

Council Member and Vice Chairperson Marnela Baldoza (Education) presented her proposed amendments to the Internal Rules and Procedures (IRP), particularly those concerning the Rules on Ethics governing PCYDC members.
The proposed amendments seek to strengthen the role of the Ethics Committee in monitoring membersโ participation, attendance, and compliance with the Councilโs standards of conduct, as well as to clarify the corresponding sanctions and procedures for violations.
Additionally, Council Member and Chairperson Bryan Sanson (Good Governance and Public Accountability; Global Mobility) presented a comprehensive set of proposed amendments to the IRP to incorporate additional guidelines provided by the National Youth Commission (NYC) under Ad Referendum Resolution No. 27, s. 2026, concerning the election and convening of Local Youth Development Councils (LYDCs), as well as provisions under Executive Order No. PCG-16, Series of 2026, issued by the Office of the City Mayor.
Sanson presented the proposed revisions in their entirety, including the necessary redactions, revisions, clarifications, and additional provisions, to ensure that the Councilโs IRP remains responsive to current national and local policies governing the LYDC.

Council Member and Chairperson Bryan Sanson, Chairperson of the Committee on Good Governance and Public Accountability, delivered a manifestation outlining the Committeeโs commitment to fulfilling its mandate of promoting transparency, accountability, and good governance within the youth sector.
In his manifestation, Sanson raised several concerns regarding the current circumstances confronting SK Councils, including the legal, administrative, and political challenges affecting their operations and responsibilities.
He emphasized the Committeeโs commitment to exercising its functions with diligence and independence, particularly in evaluating the Annual Barangay Youth Investment Program (ABYIP) and other matters within its oversight mandate. He further affirmed the Committeeโs willingness to undertake all appropriate and necessary measures within its authority to ensure that youth governance remains transparent, accountable, and compliant with applicable laws, rules, and regulations.
