Job Title: Scoping Study on Early Childhood Development (ECD) and Education in the BARMM Consultant

Rationale
BRAC Philippines, in partnership with BRAC International, is committed to delivering inclusive and impactful Early Childhood Development (ECD) and education interventions targeting vulnerable children in BARMM across three key age groups:
● 0–3 years: Responsive Caregiving and Wellbeing for Children and Parents
● 3–6 years: Quality Early Childhood Education through the Humanitarian Play Lab (HPL)
● 6–10 years: Transition to Primary Education and Continuation in Safe, Child-Friendly

To strengthen programme design, alignment with national priorities, and donor requirements, BRAC Philippines seeks to engage an external consultant (or consulting team) to conduct a scoping study. This will provide a situational analysis, stakeholder mapping, and evidence-informed recommendations to inform scale-up strategies and funding priorities over the next three years.

BRAC Philippines is seeking to engage a qualitative research and learning partner to undertake a comprehensive scoping study on Early Childhood Development (ECD) and Education in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The study will generate evidence and insights that will inform programme design, strategic positioning, and partnership building for BRAC Philippines and its stakeholders.

Applicants must have an established physical presence in the Philippines and demonstrate proven expertise in conducting research and studies on ECD and education programmes. In addition, experience working with initiatives that intersect with other thematic areas such as health and nutrition, climate change, livelihoods, and gender equality and social inclusion (GESI) is highly desirable.

Scope of Work
The consultant will:
1. Conduct a desk review of existing literature, national policy documents, donor priorities, and global evidence on ECD and education. Map services, gaps, and opportunities for each age group:
a. 0–3: Responsive parenting, wellbeing (MHPSS, nutrition, health, SEND inclusion).
b. 3–6: Play-based early childhood education, caregiver engagement, educator capacity building, inclusion of children with SEND.
c. 6–10: Transition readiness, child protection, inclusive pedagogy, and safe learning environments.
2. Document government priorities and system linkages, particularly integration opportunities with existing child development workers, health workers, and local government programs.
3. Collect both quantitative (growth rates, enrollment, immunisation) and qualitative (perceptions, cultural practices, barriers, etc.) data.
4. Engage with key informants and stakeholders (government, INGOs/NGOs, communities, donors) to validate findings.
5. Develop a comprehensive scoping report with actionable recommendations, including an indicative 3-year budget framework.

About the Role:
BRAC International (BI) is seeking an HR Manager for BRAC Philipplines who is aligned with it’s ethos of working in partnership with communities to create impact for scale. The incumbent will play a vital role in fostering a supportive, compliant, and high-performing work environment that enables the organisation to achieve its mission. The position will ensure that the Country Office operates with sound HR practices aligned with Philippine labor laws, organisational policies, and country and international standards while promoting a culture of equity, accountability, and staff well-being. The HR Manager will act as a key resource in building and maintaining effective systems for recruitment, performance, staff development, and organisational culture. S/he will also ensure that the core values and mission of BI are upheld, promoted, followed, and applied across BRAC Philippines.

Key Responsibilities:
1. Recruitment and Onboarding
Lead end-to-end recruitment processes including job postings, candidate sourcing, arranging assessments, reference checks, offers and others as required.
Prepare employment contracts and ensure complete pre-employment documentation.
Conduct onboarding and orientation for new hires.

2. HR Operations and Administration
Maintain, monitor HR reports including staff positions, leave records, and personnel file updates.
Ensure timely preparation and submission of HR-related documents (contracts, certificates, reports).
Manage employee benefits including statutory contributions (SSS, PhilHealth, Pag-IBIG), health insurance, and other allowances.

3. Policy Compliance and Employee Relations
Ensure adherence to HR policies and labor laws in the Philippines.
Serve as the first point of contact for employee concerns, grievances, and conflict resolution.
Support in the review and revision of HR policies and procedures as needed.
Promote a collaborative, service-oriented, and high-performing team culture focused on accountability and continuous learning.

4. Performance Management and Staff Development
Foster team development by providing tools, resources, and feedback to improve performance and support career growth.
Coordinate the performance management process including mid-year and annual reviews.
Coordinate learning and capacity-building opportunities for staff.

5. Organisational Culture and Staff Welfare
Promote organisational values, equity, diversity, and inclusion in the workplace.
Conduct regular team structure reviews to align roles and responsibilities with programme needs and budget constraints.
Implement initiatives to improve employee engagement and well-being.
Support team-building and staff recognition activities.

6. Reporting and Coordination
Prepare regular HR reports for the Country Director and/or BRAC International
Liaise with global or regional HR teams for alignment and coordination.
Support audits and due diligence processes by ensuring HR documentation is complete and compliant.

7. Safeguarding Responsibilities:
Establish a safeguarding culture by implementing the safeguarding policies, taking programme decisions with the do-no-harm principle, mitigating safeguarding risks and maintaining a safe working environment where staff feel encouraged to voice concerns without fear of retaliation.
Implement programme decisions keeping the safety and dignity of programme participants/clients at the center, mitigate safeguarding risks and contribute to a safe working environment where staff are respected and feel confident to voice concerns without fear of retaliation.
Receive/ implement mandatory training on the safeguarding policies and reporting channels and have access to policies.
Participate in discussions on the safeguarding agenda in monthly meetings and actively voice concerns without fear.
Report safeguarding incidents witnessed or experiences to the Safeguarding department. For known cases, maintain neutrality, be sensitive and non-judgemental to victims/survivors, and cooperate with organisational investigations providing accurate information as needed.

Academic Qualifications:
Bachelor's degree from a reputed university in Human Resources/ Psychology/ Business Administration, or a related field.

Required Skills, Competencies & Knowledge:
Knowledge of Philippine labor laws and statutory requirements.
Familiarity with safeguarding, gender equality, and anti-harassment frameworks.
Knowledge on HR issues and Payroll Management.
Excellent interpersonal, communication, and problem-solving skills.
Fluency in English and Filipino (written and spoken) and presentation skill in English.
Proficient in MS Office and HRIS platforms (preferred).
High level of integrity, confidentiality, and professionalism.
Capable of working both individually and as part of a team as well as across cultures, with external stakeholders, international colleagues, etc.
Highly Mobile and flexible to work from distant location.
Overseeing and travel to project site when required.
Sensible and adaptive to diverse work culture.
Certification in HR (e.g., CPHR, SHRM, etc.) is a plus.

Experience Requirements:
At least 3–5 years of progressive HR experience, preferably with an international NGO or development organisation.
Experience in managing full recruitment cycles, employee relations and prior experience preferably working in a multicultural, multi-disciplinary team.
