The Philippines marks a major milestone in the mission for cleaner air and a more sustainable and competitive transport sector. Clean Air Asia welcomes the signing of the Executive Order 121 series of 2026 providing for the Electric Vehicle Incentive Strategy (EVIS) Program.

Through the GEF-funded DTI-BOI-UNIDO e-mobility ASAP Project, Clean Air Asia has been providing support for the development of the EVIS as one of its central activities since late 2023.

The EVIS aims to accelerate the country’s transition to electric mobility by narrowing the cost gap between electric vehicles (EVs) and traditional motor vehicles, supporting the shift of the local automotive industry toward EV production, and providing targeted fiscal incentives to attract investments in the manufacture of hybrid and battery EVs, specifically passenger cars and commercial vehicles, including their parts and components.

The signing of the EO represents the culmination of years of hard work and collaboration through the e-mobility ASAP Project where Clean Air Asia serves as consortium lead.

Help shape the Philippines’s transition to electric mobility, and ensure transport policies are responsive to the real-world needs of women in the transport sector!

For e-mobility Talks in July, Clean Air Asia is bringing the Women in E-Mobility Network face-to-face with key government agencies for a hands-on discussion: "Add to Cart; Deliver to Future: Co-Designing the ‘Women in E-Mobility’ Agenda in the Philippines" through the e-mobility ASAP Project.

This session builds on previous consultations with the network in March and April of this year, where challenges and opportunities were identified to help create meaningful interventions. This July, industry leaders, cooperative managers, and researchers will gather to "shop" through government gender and development initiatives and decide what to “Check Out” (adopt), what to “Add to Cart” (refine), and what to “Return” (redesign) to ensure public budgets fund relevant real-world transport solutions.

We are opening limited slots to the public to join this free session on July 28, 2026, 1:30-5:00 PM in Makati City. To register, visit bit.ly/emobilitytalksjuly

This is an exclusive, targeted working session, but the insights, "cart items," and breakthroughs will be shared after the session. We hope to see you there!

Clean Air Asia has met with Muntinlupa City Mayor Ruffy Biazon in the Philippines to discuss how the organization can support the local government in its efforts to advance clean air and more sustainable urban development.

The discussion focused on the city's priorities and ongoing initiatives in air quality management and climate action, while exploring opportunities to work together through evidence-based policy support, technical assistance, capacity building, and emissions planning.

“It is something that is in line with our direction so on our part, we need to go over our plans and implementation of different projects,” said Muntinlupa City Mayor Biazon.

Recognizing that cities are the key drivers of clean air action, Clean Air Asia works with local governments through collaborative partnerships that strengthen their capacity to plan, implement and sustain evidence-based air quality management initiatives that deliver long-term benefits for communities.
