While we often think of our digital lives as existing in the cloud, the physical reality is located on the ocean floor. Over 95 percent of international internet traffic and vital energy corridors are anchored to the seafloor. This space has become a hidden frontline for global security.

The report from the 2025 Germany-Philippines Strategic Dialogue written together with the Foundation for the National Interest (FNI) and the German Institute for International and Security Affairs (SWP) reveals how this shared vulnerability links the security fates of two distant regions. From the Baltic to the South China Sea, the protection of these invisible economic arteries is a primary reason for forging new and diverse partnerships.

The findings provide a roadmap for resilience by examining why the seafloor is a critical point in modern security and how geography no longer serves as a buffer against digital disruption. This research establishes a strategic framework for German-Philippine maritime cooperation to protect the vital lines that power our world.

The 13th batch of the Academy of Political Management (APM) spent a week in Iloilo examining what democratic leadership requires at a time when governance demands are becoming more complex, public expectations are rising, and political actors are expected to navigate deep social and economic pressures.

Across sessions on political systems, governance, public finance, sustainability, peace and security, gender justice, and political organization, fellows explored how institutions function in practice and how leaders across government, civil society, media, and the private sector shape public trust, policy outcomes, and democratic accountability. The programme also examined the realities of governing in environments shaped by inequality, competing interests, polarization, and rapidly changing political and economic conditions. Discussions challenged fellows to think beyond technical solutions and consider the broader institutional, social, and political dimensions of leadership and reform. The leadership democracy can rely on is built long before public office, through the kind of sustained formation work programmes like APM are designed to do.

The Academy of Political Management (APM) is Friedrich-Ebert-Stiftung Philippinesโ€™ flagship leadership programme, bringing together emerging leaders committed to social democracy, ethical governance, and meaningful reform. Now in its 13th batch, the programme continues to strengthen a growing network of individuals working across sectors who recognize that democratic governance depends on institutions capable of responding to public needs while sustaining accountability, participation, and long-term reform.

May rider sa likod ng bawat order ng pagkain o package sa app. Pero bihira ang customer na nag-iisip kung anong panganib ang hinaharap ng mga ito. Para sa mga platform company, independent contractors lang ang mga rider, kaya nasa labas sila ng proteksyon ng Labor Code. Sapat na ang isang reklamo ng customer para sila ay mapatawan ng automatic suspension. Pag na-ban, hindi na kikita ang rider. Hindi kailangan ng pormal na imbestigasyon para mangyari ito, at walng proseso para umapila.

Itoโ€™y pamilyar na pangyayari sa mga manggagawang Pilipino. Dati, ENDO ang ginagamit ng mga employer (short-term contracts para hindi maabot ng manggagawa ang regularisasyon at ang mga benefit na kaakibat nito). May mga trabahador ngunit walang pananagutan dito. Ganito rin ang ginagawa ng mga platform company ngayon, sa pamamagitan ng klasipikasyon at algorithm. Ang resulta ay dumadami ang mga manggagawang nakasalalay nang buo sa algorithm ang kabuhayan.

Every time a Filipino orders food or a package through an app, a rider takes on the work. Most customers never consider what that rider risks. Platform companies classify riders as independent contractors, placing them outside the Labor Codeโ€™s protections. A complaint from a customer can trigger an automatic suspension, and a ban ends their income permanently with no formal investigation or appeals process required.

Filipino workers have seen this logic before. ENDO employers once structured short-term contracts to keep workers just short of regularization, maintaining a workforce while avoiding accountability to it. Platform companies have done the same through classification and algorithm, and the result is a growing number of workers whose livelihoods depend entirely on an algorithm.

The FES Academy of Political Management (APM) Batch 13 conducted a learning visit on April 22, 2026, at the Province of Iloilo, held at the Casa Real de Iloilo.

The visit aimed to provide fellows with deeper insights into the provinceโ€™s social justice agenda, particularly its flagship development framework, MoRProGRes Iloilo. Through engagements with provincial leadersโ€”including Governor Arthur Defensor Jr., Vice Governor Nathalie Ann Debuque, and Sangguniang Panlalawigan Members Jason Gonzales and Rolando Disturaโ€”participants explored how local governance translates policy into concrete programs that advance inclusive and people-centered development.

Sessions highlighted key initiatives in legislation, population and development, public health, education, and renewable energyโ€”demonstrating Iloiloโ€™s integrated approach to governance and sustainable development.

The learning visit forms part of APMโ€™s commitment to bridging theory and practice, equipping emerging leaders with grounded perspectives on effective governance in action.

Every Saturdy of March, the 13th batch of the Academy of Political Management's met online for the first cluster of the program, entitled "From Polarization to Participation: Bridging the Identity Divide".

The sessions opened with an orientation, followed by a deep dive with Dr. Diwa Malaya Quiรฑones into how identity shapes political behavior. She discussed how our sense of "we" influences beliefs, what we're willing to hear, and how we engage. Dr. Nicole Curato then introduced deliberative democracy as a practical framework for moving beyond polarization through structured listening, dialogue, and collective decision-making.

How we see ourselves shapes what we're willing to hear, who we trust, and how we participate in political life. Emerging leaders who want to build more inclusive politics need to understand identity and polarization, and the deliberate spaces that make genuine dialogue possible.

FES Asia-Pacific just wrapped a two-day Future of Work Conference in Bangkok, bringing together trade unions, AI experts, and labour policy specialists to tackle one of the most pressing questions in the region: can platform economies grow without pushing more workers into precarity?

Across the region, countries are beginning to act. Singaporeโ€™s Platform Workers Act came into force in January 2025, and Malaysia passed the worldโ€™s first comprehensive Gig Workers Bill in September 2025, covering over 1.2 million workers. These are early but meaningful signals that the region is starting to take platform worker protection seriously.

As a country with one of the fastest-growing platform and gig workforces in the region and one of the highest rates of informal digital labour in the world, the Philippines has every reason to be part of this conversation, and to turn regional momentum into protections that reach millions of workers at home.

Key issues discussed in Bangkok, including the upcoming ILO Convention on Platform Work, AIโ€™s role in supply chain governance, and what fair digital labour standards could look like in practice, are exactly the questions that matter for workers and policymakers here at home.

From 23-27 March 2026, we launched the Women in Security Programme 2026, bringing together emerging Filipina leaders in the security sector.

Over five days, participants engaged in intensive discussions on maritime security, geoeconomics, civil-military relations, and the blue economy, alongside critical conversations on human security, climate change, and gender in security institutions. The workshop featured leading experts from academia, government, and the security sector, creating a dynamic space for learning and exchange.

Security policy shapes who gets protected, how threats are defined, and whose experiences count as a risk worth responding to. When women are excluded from that process, the gaps show. The Women, Peace and Security Index, which ranks 181 countries on women's inclusion, justice, and security, finds that where women are excluded from policymaking, security analysis develops blind spots, missing critical early warning signals and consistently underaddressing threats to civilian communities.

The Philippines is on track to massively expand renewable energy. That's the good news. The risks that come with that expansion however โ€” risks to communities, ecosystems, and livelihoods โ€” are harder to see. Left unaddressed, they become the very thing that slows the transition down: opposition, delays, projects that stall.

Governance is what will close this gap. On 19 March, REI Philippines presents six prototypes to government โ€” practical interventions co-designed with 50+ leaders across industry, civil society, and communities to address these barriers head-on.

Security debates are often shaped within a narrow circle. Yet the challenges facing todayโ€™s policy community are increasingly complex, requiring perspectives that reflect the diversity of the societies they seek to protect. Despite the vital role women play in peacebuilding, governance, and public service, they remain underrepresented in many of the institutions where national security and foreign policy discussions take place.

The ๐—ช๐—ผ๐—บ๐—ฒ๐—ป ๐—ถ๐—ป ๐—ฆ๐—ฒ๐—ฐ๐˜‚๐—ฟ๐—ถ๐˜๐˜† ๐—ฃ๐—ฟ๐—ผ๐—ด๐—ฟ๐—ฎ๐—บ๐—บ๐—ฒ was created to help address this gap. Each year, it brings together emerging Filipina leaders from across government, academia, civil society, and media who are already engaging with the evolving questions shaping the countryโ€™s security landscape.

Over the coming months, the 2026 fellows will take part in workshops, mentorship, and policy dialogues designed to deepen their expertise while strengthening the networks that sustain thoughtful and inclusive security conversations.

Investing in early-career leaders matters. The ideas and relationships built at this stage often shape the policy debates of the years ahead. Follow the cohortโ€™s journey over the coming months as they engage with the evolving questions shaping security and governance in the Philippines.
