APRIL 2026 TRANSPARENCY REPORT

As the season of summer La Nina continues, across the world, the effects of the direct US-Iran conflict that started a month ago still reverberates across the global economy; resulting in higher costs of logistics and disrupting many routes and schedules.

Our work in Library Hub Philippines was definitely affected as well since our deployments and engagement missions try to come as close to the actual experiences felt by our community program partners.

One case in point is our continuing support of the Dumagat communities of Nayon, Rizal who traverses the mountain region of Sta Ines to Malate Manila just to be able to trade their kalakal. Though we have not visited their terrestrial abode for some time, their participation at the St Scholastica IP Farmers' Market is an opportunity for us to engage with some of the key representatives of their community and to also financially support their livelihood program. The conflict in the ME has made this arduous and often dangerous journey of theirs less feasible now due to the ballooning cost of transporting people and cargo from the province of Rizal.

In other deployments, the sending of unaccompanied cargoes via bus lines have also been disrupted as bus and shipping companies have resorted to lesser trips and more maxed out loading strategies in light of higher fuel costs and lesser passengers. These adjustments consequently adds an additional uncertainty and loss of transparency in how and when remote deployments are handled to and from Manila.

Despite these current setbacks, LHP was still able to remotely deploy to six existing programs across various provinces.

Currently, public schools are still within their 2 month summer break while some of the administrative and leadership staff are within the process of initiating themselves to what will be another transformational change in the next school year, that being the transition to the tri semestral format.

Moreover, most of the country is dealing with a very hot La Nina season that is proving to be the precursor to drought in many areas. We have also gotten some reports of one of our programs in Pandan, Catanduanes suffering from a fire accident resulting in the total loss of their reading center (and thus all our past donations as well). πŸ™ For this, we will eagerly await their rebuilding and we will definitely serve their needs again once the opportunity arises.

This coming month of May is slated to be one filled with lots of developments as more trainings and orientations for the new school format are expected as well as the Brigada Eskwela season. We also have other engagement missions scheduled as the summer season still provides many community programs time for other activities. We pray that the middle east conflict will in time resolve and that our government will act accordingly to help alleviate the unprecedented disruptions caused in our country.

We would like to thank once again all our existing programs and all their contributors for taking on this work of service and direct form of nation building.

Apr 29-30 2026 DEPLOYMENT REPORT

An exhaustive fact-finding mission last March 2026 led to the referral of a new logistics lead in the name of Waydo Sabulao Trucking which services the island of Samar.

We were able to dispatch the culmination of three school partnership programs withing two separate day trips to their truck station somewhere in the Banawe QC area.

For our 2nd remote deployment to Matarinao School of Fisheries we were able to curate and pack 9 boxes = 847 books + 196 materials representing a wide range of materials fit for their technical and vocational specialties as well as their JHS and SHS readers.

Hopefully this new lead will lead to further deployments in this isolated island in the province of Eastern Samar.

Woke up to the bad news that one of our program partners at the island of Catanduanes just suffered from a fire last night.

Located at Tabugoc, the barangay is at the most remote area of the municipality of Pandan on the Northernmost tip of the island of Catanduanes. Our Library Hub Philippines program with Leandro I. Verceles Sr. National HS was initiated in August 2023 and to date we have had three successful remote deployments there to help serve the community of more than 800 students and almost 40 educators and staff.

As we wait for further developments we hope that the damage was only limited to property. Given its location, it is at a disadvantage in having access to quick and ready resources from their local BFP.

Our thoughts and prayers extend to those affected. πŸ™πŸ™πŸ™

ATM: Sunog sa Leandro I. Verceles National High School, Tabugoc Pandan, Catanduanes.

Let's pray for LIVSRNHS and our friends in Tabugoc.πŸ™

20 April 2026 New Community Partnership: Katipunan Elementary School

Location: Brgy Katipunan, San Miguel Municipality, Catanduanes

Geographically located at the South Eastern quadrant of the of San Miguel, a 5th class and notably the only landlocked municipality in the province of Catanduanes, it also has a poverty incidence of 29.06%.

"Partly mountainous this area was first inhabited by the early mountaineers and the part of the Malayan race that were pushed to the open valley with the coming of the Spanish Colonizers." (Wiki)

Near the Southern tip of San Miguel is the barangay of Katipunan (formerly Sitio Dalongdongan) and its elementary school which narrates a history of deep community roots, continued perseverance, and noted challenges from its humble origins since1953.

1953
- The Katipunan Primary School is established by Felipe Mariano, a local and resident teacher
- Early education programs were run teachers' residences and makeshift classrooms
- Sitio Dalongdongan is officially recognized as Barangay Katipunan

1970s-2003
- 1970s a 2,888 sq mtr parcel of land was formally donated for the purpose of building a permanent school in the barangay
- In 1973 the very first permanent structures (3) are build and Katipunan Elementary School is formally established
- Additional buildings (2) were added through community efforts
- 2004 DEPED constructs an additional school building

2012
- Katipunan ES is recognized by the DEPED as a mother school for Boton PS and Solong PS
- Pavement and added infrastructural works are improved for greater accessibility and safety

2016-2018
- A health center was partially constructed near the PTA building
- Dec 2016 Typhoon Nina destroys the PTA building
- SY 2017-18 Temporary Learning Spaces were erected due to the typhoon's destructive consequences
- June 2018 ABS-CBN Lingkod Kapamilya Foundation formally turnsover a two-room school building to DEPED
- A mini covered court and canteen were added to the campus

2020- present
- Nov 2020 Super Typhoon Rolly hits the whole province of Catanduanes resulting in damage to the school
- Nov 2025 Super Typhoon Uwan strikes the province severly affecting the school's facilities and loss of their stored resources
- Current administration is implementing their rehabilitation campaign named 'Pages of Recovery' spearheaded by School Head Teacher Mrs. Jane T. Tuplano

The origins of the school's humble yet profound namesake Katipunan can be traced to its definition as a place of association and gathering. The school has become a beacon and center of development that early settlers and locals have strongly identified as an essential need in the community.

From these simple yet essential beginnings up to the present times, Katipunan ES still holds the distinction of being the central educational hub within its immediate area in San Miguel, despite its relative isolation and climatic vulnerabilities.

We at Library Hub Philippines are deeply humbled and blessed to have this opportunity to serve this community not only in its present state of rehabilitation but we also seek to maintain our mandate of promoting the love of reading and learning in the future years to come.

Grateful to Ma'am Tuplano and Ma'am Marife B. Brequillo of the DEPED Catanduanes Social Mobilization & Networking division for making this partnership possible.

Our work with Katipunan Elementary School begins.

16 April 2026 DEPLOYMENT REPORT

8 boxes were dispatched today at the Cubao Dela Rosa Bus Terminal which is the annex station of Bicol Isarog Lines. From here the latest collection for Madamba Integrated School, with a lead time of 3-5 days, will travel via land and sea to the island of Masbate and then take another land trip towards the district of Catangian East into the municipality. 16 April 2026 DEPLOYMENT REPORT

116 books were dropped-off at the Quezon City Public Library

This collection represents books of a highly technical nature. It is indeed a blessing to know that the QC Public Library is open to offering these resources to those who are in need for more specialized areas of study and research.

In this way we ensure that the preloved books will find a second home. :)
