SFI rolls out FS 101 Workshop and ODK Monitoring and Evaluation Training in ZDN

On April 21–22, SFI conducted a Food Security 101 Workshop and ODK Monitoring and Evaluation Training for 21 health and nutrition officers from President Sergio Osmeña, Zamboanga del Norte.

The initiative supports the Provincial Government’s Hapag Kapitbahayanan Tugon sa Nutrisyon, a program led by Gov. Darel Dexter T. Uy to improve household food access and dietary diversity. As the lead NGO partner, SFI trained the participants to:

Understand Food Security: Addressing the impact of food insecurity on 104 nutritionally-at-risk households in Barangays Marapong, San Antonio, and Bagumbayan.

Utilize Digital Tools: Implementing SFI’s digitized Open Data Kit (ODK) for accurate, mobile-based household profiling and baselining.

Form Action Teams: The trained barangay nutrition scholars, barangay health workers and barangay nutrition action officers shall comprise the Barangay Food Security and Nutrition Team responsible for program implementation with the provincial and municipal LGUs.

SFI and Mahintana Foundation, Inc. Strengthen M&E Partnership

The SEAOIL Foundation, Inc. (SFI) continues to enhance its monitoring and evaluation (M&E) system through a long-standing partnership with the Mahintana Foundation, Inc. (MFI). Central to this collaboration is the use of Open Data Kit (ODK) to digitize its M&E system. This transition has been lauded by partner LGUs for streamlining data collection and has improved SFI's overall program analysis.

SFI is upgrading its ODK M&E system this year, again with the help of MFI, to accommodate additional needs for its Tugon sa Gutom program and upcoming initiatives in environmental protection and safety.

SFI extends its sincere appreciation to MFI President Martiniano Magdolot and Executive Director Liza Duropan Lopez for their continued support and generosity.

SEAOIL Foundation, Inc. initiated early this year its community development work in Barangay Coronon, SPI's host community in Sta. Cruz, Davao del Sur.

On February 24, the SFI team and SPI Terminal Manager Engr. Daniel Pasion joined the community walkthrough and dialogue led by Barangay Captain Jemer Ramos and members of the barangay council.

During this activity, the Barangay Captain shared that the communities adjacent to the Terminal/Depo, Puroks Bougainvillea and Camia, are beset by limited access to potable water.

Purok Bougainvillea, for instance, has only 3 of the 25 distribution taps that are needed to adequately serve the needs of 362 families for potable water, hygiene and sanitation. Water supply runs only from 7pm to 7am.

While the Barangay LGU has a long
term investment plan for the installation of Level 3 water systems in all its 13 puroks, resources are limited. It is in this context that Barangay Captain Ramos welcomes any support from SPI and SFI to augment its investment in water system development. Barangay Captain Ramos said that providing water pipe connections from the source to these 2 communities, estimated at P 150,000, would be most strategic and helpful to their efforts.

To bring in additional support, SFI approached 2 other corporate foundations operating in the area. In a meeting held also on February 24, the Sustainable Coconut Supply Chain Foundation led by its Executive Director Joemil Montebon and Dole's Kasilak Development Foundation, Inc. expressed their interest and willingess to support the installation of more water distribution taps and provision of soap and hygiene kits for children, respectively.

The Provincial Government of Zamboanga del Norte, together with SEAOIL Foundation, Inc. secured the commitment of the municipal LGUs of Pres. Roxas, Pres. Osmen̈a, Mutia, Sirawai and Sibuco for the implementation of the HAPAG Kapitbahayanan Tugon sa Nutrisyon Program. These municipalities maintain high prevalence of malnutrition among under 5 year old children.

HAPAG Kapitbahayanan is the province's food security and nutrition flagship program with DILG implemented by the Offices of the Provincial Agriculturist, Veterinary and Nutrition Action Officer. As institutional partner, SEAOIL Foundation will be providing the needed training support and technical assistance in the implementation, monitoring and evaluation of said program.

Now on its third year of implementation, at least 400 households with malnourished children will be covered by the program. Added this year are the municipalities of Mutia, Sirawai and Sibuco. The last 2 are located farthest from Dipolog City - Sirawai at 253 kms. and Sibuco at 269 kms.

In the inception meetings held during the past 2 weeks, the Hon. Lorrymir S. Adasa of Mutia and Hon. Aljazar Janihim of Sirawai personally expressed their appreciation to the province for the inclusion of their municipalities and thanked SFI for its training support and technical assistance.

Pre-implementation will start this June with the creation of municipal and barangay food security teams, orientation on food security and nutrition, and training on the use of SFI tools for profiling, baselining , monitoring and evaluation.

Early this year, the Datu B. Balunto National High School formally and wholeheartedly expressed its sincere gratitude to the SEAOIL Foundation, Inc. for its support in the construction of the much needed water system and irrigation facility.

The availability of a reliable water supply has allowed the school to implement its programs more effectively and integrate agricultural education into the curriculum- benefiting this school year's 109 senior high school students. Majority of the students belong to the Blaan and T'boli indigenous communities.

With the improved water system in place, the school was able to revive and strengthen its vegetable production, poultry and livestock production, fruit orchard, and other farming initiatives. These activities now serve not only as sources of food and sustainability but also as practical learning experiences that enhance students’ agricultural knowledge and skills.

In yesterday's monitoring visit, the School Head, Amid S. Dumdum, said with much appreciation that SFI's assistance has paved the way for the school to move closer to its goal of becoming an effective Farm School in Region XII, serving as a model of partnership, sustainability, and community development.

SEAOIL Foundation, Inc. joins the Provincial Government of Zamboanga del Norte's Office of the Provincial Agriculturist, the DA Regional Office and the Provincial Offices of DTI and PCA in the technical discussion and proposal development for the establishment of a coconut oil mill in the province. The project would provide coconut farmers with the opportunity to own and manage a crude coconut oil production facility and benefit from it.

This opportunity will also allow them to effectively participate in the value chain of the local coconut industry, including the production of coco methyl ethanol for biofuel production.

The project proposal and other requirements will be submitted to the World Bank-funded DA - Philippine Rural Development Project before the year ends.

SEAOIL Foundation, Inc. (SFI) formally concluded last week its operations in the Municipality of Pilar, Sorsogon after ten (10) years of partnership with the Local Government Unit (LGU) on water, sanitation and hygiene (WASH), zero open defecation (ZOD) and food security (Tugon sa Gutom Program).

SFI, in a formal exit meeting, thanked the Local Chief Executive, Hon. Dennis Reyes, and the former Mayor and now Municipal Administrator Carolyn Sy-Reyes for the support the LGU and its offices had extended to the Foundation in accomplishing the objectives of its programs.

The distribution of toilet bowls under its Water and Sanitation and Zero Open Defecation (ZOD) Program increased sanitation coverage from 48% in 2018 to 69% in 2020, benefiting approximately 18,500 individuals. Consequently, 17 barangays were declared and certified as Zero Open Defecation.

Under the Tugon sa Gutom Program, 865 households from 22 barangays were trained on sustainable agriculture and assisted in the establishment of family farms to improve household food access. Of these, 276 households were provided with agri-livelihood assistance for additional sources of income.

Exit meetings were also held with selected partner communities and national high schools whose agriculture training under the Technical-Vocational- Livelihood track was supported by the Foundation.

The Foundation thanked Barangay Captain Mario Almen and Principals Jessica Ascaño and Cherry Daco Luces and Gulayan sa Paaralan Coordinator Maria Asela Logia of the Calongay Elementary School for their support in the pilot testing and continuity of SFI's Tugon sa Gutom Program. Joining the exit meeting were Vice Mayor Celso Lao, Jr. and Barangay Captain Lilibeth Lagrosa Lao of Barangay Banuyo.

SFI also acknowledged the support of the Office of the Municipal Agriculturist (OMAg) headed by Danilo M. Ocmer Jr., as well as the Municipal Nutrition Office, represented by Shyramie Tuquero, and the Gender and Development Office, represented by Michael Ryan Literal, for their active collaboration throughout the implementation period.
