On the Killing of Broadcaster Julio "Jaz" Diamante Calo

The Presidential Task Force on Media Security condemns the killing of broadcaster Julio "Jaz" Diamante Calo of La Castellana, Negros Occidental, on March 20. Such an attack on a journalist poses a significant threat to press freedom and the safety of journalists in our country.

We extend our heartfelt condolences to the family, friends, and colleagues of Mr. Calo. His death serves as a reminder of the dangers that media practitioners face in the line of duty. Mr. Calo was known for hosting the “Waswasanay sa Quinto Distrito” program on 88.3 DNN News FM in Himamaylan City and also served as a job order worker in the local government.

The Task Force is fully committed to ensuring that justice is served. We have already coordinated with local law enforcement agencies to prioritize and expedite the investigation of this case.

Initial police investigations revealed that Mr. Calo was standing in front of his house near the road when a white SUV approached from the direction of La Carlota City. An assailant from the vehicle shot Mr. Calo before fleeing toward La Castellana town center.

Safeguarding press freedom is a collective responsibility. We call upon all stakeholders, including media organizations and civil society, to unite in defending the fundamental rights of journalists and ensuring their safety.

We urge the public and the media community to remain vigilant and provide any information that may aid in resolving this case. #

DOST Rolls Out Science-Based Peace Interventions in Former M**F Camps

Lanao del Sur and Lanao del Norte — The Department of Science and Technology (DOST) has strengthened its peacebuilding efforts in Mindanao through the delivery of science- and technology-based interventions in six previously acknowledged Moro Islamic Liberation Front (M**F) camps. This initiative underscores the government’s commitment to inclusive development in former conflict-affected areas.

Led by DOST Secretary Renato U. Solidum Jr., the program was formalized through the ceremonial turnover of technologies and the signing of a Memorandum of Agreement for the project titled “Empowering the Six Previously Acknowledged M**F Camps in Mindanao through the Provision of Science and Technology Interventions.” Activities were held at Camp Bushra in Butig, Lanao del Sur, and Camp Bilal in Tangcal, Lanao del Norte.

The initiative is implemented in partnership with Member of Parliament Basit “Jannati Mimbatas” Abbas, M**F Chairman of Camp Bushra and representative of the Joint Task Forces on Camps Transformation, and the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), headed by Secretary Carlito G. Galvez Jr., who was represented during the event by Presidential Assistant David B. Diciano.

MP Abbas shared that beneficiaries expressed happiness upon learning about the initiative and warmly welcomed the support. He described the program as distinct from other government interventions because of its strong grassroots reach and the personal presence of DOST leadership, which helped strengthen trust and partnership within the communities.

The activity was attended by DOST Undersecretary for Regional Operations Engr. Sancho A. Mabborang, Undersecretary for Special Concerns Dr. Teodoro M. Gatchalian, and DOST SOCCSKSARGEN Regional Director and Project Leader Engr. Sammy P. Malawan, reflecting the Department’s unified support for peace-oriented development.

The initiative covers Camp Bushra, Camp Bilal, Camp Badre, Camp Omar, Camp Abubakar, and Camp Rajahmuda. Interventions were developed in close coordination with local leaders and community members to ensure cultural sensitivity, sustainability, and responsiveness to local priorities.

Key interventions focused on health, water, education, and livelihoods. These include the installation of six solar-powered Level II water systems serving more than 300 households, the deployment of SAFEWATRS water treatment technologies, and the conduct of food safety training, Halal compliance orientation, and basic nutrition activities.

In education, six STARBOOKS Learning Hubs equipped with Starlink connectivity were established, benefiting over 600 learners and educators. Meanwhile, science-based livelihood technologies—such as food processing, dressmaking, weaving, abaca production, and aquaculture initiatives—directly supported more than 300 community members and strengthened local economic self-reliance.

All technologies and facilities were designed with disaster risk reduction and climate resilience considerations, utilizing solar-powered and energy-efficient systems.

Capacity-building activities were conducted from July to October 2025, covering food processing, aquaculture, livestock production, vegetable farming, and enterprise development. Follow-through mentoring and enterprise strengthening activities are scheduled for 2026 to ensure long-term sustainability.

According to Secretary Solidum, “Science is for peace and development,” emphasizing that science provides communities with the tools needed to build sustainable and productive lives.
The initiative is implemented in close coordination with OPAPRU, the Government of the Philippines Peace Implementing Panel, the Joint Task Force for Camps Transformation, local government units, and community leaders.

This is part of its continuing engagement with provincial and local leaders to strengthen science- and technology-driven agriculture in North Cotabato.

The discussion highlighted how Project SARAi—Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines—can support evidence-based planning and policy formulation for the province’s agricultural sector. The team shared how climate, crop, and data analytics generated by SARAi can be translated into practical tools that guide farmers and local decision-makers in improving productivity and climate resilience.

Vice Governor Taliño-Taray welcomed the initiative and stressed the importance of integrating smart agriculture solutions into provincial development programs, noting that access to timely and science-backed information is crucial in empowering farmers and safeguarding livelihoods amid changing climate conditions.

The meeting also opened discussions on the Knowledge, Innovation, Science and Technology (KIST) Park/Ecozone Program, emphasizing its potential role as a hub for agri-innovation, research collaboration, and technology commercialization in the province. North Cotabato’s participation in the KIST Park/Ecozone orientation held in June 2025 was cited as an initial step toward fostering an enabling environment for innovation-led growth.

The courtesy visit reaffirmed the shared commitment of DOST SOCCSKSARGEN, led by Regional Director Engr. Sammy P. Equipping Young Minds for Disaster Readiness with DOST-PHIVOLCS

Recognizing the efforts of DOST Ilocos Region under the leadership of Regional Director Teresita A. Tabaog, in coordinating and facilitating initiatives for young learners, the MAGHANDA for Kids program continued its activities during the 3rd MANGIDAULO REHIYON UNO: Regional Learners’ Convergence in Bolinao, Pangasinan. Experts from DOST–PHIVOLCS Ms. Lucille Rose D. Sanico, Senior Science Research Specialist and Ms. Kristine Dionne B. Lagunsad, Science Research Specialist I engaged student participants in informative discussions on geologic hazards.

Sessions focused on volcanoes and volcanic hazards, earthquake hazards and preparedness, and the proper reporting of earthquake intensity using the PHIVOLCS Earthquake Intensity Scale (PEIS). Emphasis was placed on understanding local hazards and the importance of preparedness before, during, and after seismic and volcanic events.

To further promote practical and accessible disaster preparedness, participants were introduced to PHIVOLCS-developed digital tools and applications for disaster risk reduction, including HazardHunterPH, How Safe Is MyHouse, VolcanoPH, and the PHIVOLCS website. These platforms highlighted how science and technology can help communities assess risks, make informed decisions, and enhance safety at both the household and community levels.

Through these interactive discussions and digital demonstrations, learners from across Ilocos Region gained valuable knowledge on geologic hazards and disaster preparedness, empowering them to become informed, proactive, and resilient members of their communities. ( Lemuel G. Castigo)

FFCCCII: Revised Economic Targets Must Spur Urgent Reforms

Manila, Philippines – The Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII) called today for urgent national reforms following the government’s recent revision of economic growth targets for 2026–2028.
The government now projects 5–6% growth in 2026, rising to 6–7% by 2028, citing the lingering impact of the DPWH flood-control corruption scandal and global trade uncertainties. FFCCCII warned that these figures must not limit the nation’s ambition.
“To truly transform lives, the Philippines must aim for 8% growth or more,” said [Spokesperson Name], FFCCCII. “Ambition is not optional—it is necessary for meaningful job creation, poverty reduction, and inclusive prosperity.”
While supporting the government’s focus on health, education, and employment, FFCCCII stressed that inclusivity can only emerge from a strong, fast-growing economy. Growth that benefits only a few, they noted, is growth betrayed.
The organization pointed to Vietnam, which achieved 8% growth in 2025 and targets 10% in 2026, as proof that disciplined governance, investor confidence, and strategic reforms yield measurable results.

DOST, Cagayan Province Strengthen Partnership for STI Development

The Department of Science and Technology (DOST), under the leadership of Secretary Renato U. Solidum Jr., welcomed Cagayan Provincial Governor Edgar Aglipay for a courtesy visit, reaffirming a shared commitment to harness science, technology, and innovation (STI) as key drivers of inclusive, resilient, and sustainable growth in the province.

The meeting also brought together DOST Undersecretary for Regional Operations Engr. Sancho A. Mabborang, Cagayan Provincial Board Member Atty. Engelbert “Jojo” Caronan, and DOST Region II Regional Director Virginia G. Bilgera, reflecting strong collaboration between national and local leaders in shaping Cagayan’s development agenda.

A highlight of the discussion was the presentation of DOST’s Three-Horizon STI Economic Strategy (2025–2028), which provides a clear roadmap for transforming the country’s economy. Another key focus of the meeting was data-driven governance. Tools like GATES (Geospatial Analytics and Technology Solutions) enable local governments across the country to make informed decisions, optimize resources, improve disaster response, and harness regional strengths. These initiatives transform long-standing challenges into strategic drivers of development and resilience.

Governor Aglipay expressed strong support for DOST programs, highlighting the province’s commitment to generate high-quality jobs, support returning overseas Filipino workers (OFWs) in establishing enterprises, strengthen partnerships with educational institutions, and develop high-value products through innovation, processing, and efficient logistics.

Representatives from the Department of Science and Technology (DOST) gathered from December 2 to 4, 2025, for the “Collaborate, Translate, Transform” seminar-writeshop to strengthen the department’s capacity to turn research and data into bankable project proposals and evidence-informed policies. The Department of Science and Technology (DOST) is taking significant strides toward strengthening its capacity to transform technical data and research insights into bankable project proposals and evidence-informed policies that drive national development.

The initiative was led by the Office of the Assistant Secretary for Development Cooperation and the Geospatial Analytics and Technology Solutions (GATES) Program, in collaboration with the United Nations Development Programme (UNDP) Philippines, experts from the University of the Philippines - National College of Public Administration and Governance (UP NCPAG), and the National Research Council of the Philippines (NRCP).

A Vision for Data-Driven Governance

In his speech, DOST Secretary Renato U. Solidum, Jr. emphasized that the department's goal is to evolve into an agile, data-driven, and future-ready organization that transforms information into national value. He underscored that decisions must be firmly grounded in evidence to ensure they align with global cooperation priorities and national development goals.

"Data must be connected. It must speak a common language. It must move from information to insight to action," Secretary Solidum stated. "As the Department that leads innovation, we must also lead in harmonization, integration, and translation".

Strengthening Proposal Development for Global Competitiveness

In collaboration with the UNDP Philippines, the first two days of the series focused on developing high-impact project proposals.

Experts guided participants through problem framing and stakeholder mapping to create a pipeline of project concept notes addressing three strategic areas: human capital development, innovation and economic development, and climate change and disaster risk reduction.

UNDP Resident Representative Knut Ostby noted that improving the ability to leverage Official Development Assistance (ODA) and external financing positions science and technology initiatives as catalysts for private-sector engagement and domestic investment.

“This is about scaling innovations where they are needed most,” Otsby said.

DOST Assistant Secretary for Development Mr. Rodolfo J. Calzado, Jr. also encouraged participants to further develop their group outputs into full draft concept notes, as these will serve as a preparatory step for the proposed one-on-one coaching sessions with the UNDP team scheduled to begin in the early months of 2026, refining the outputs into investment-ready project concept notes.

Bridging Research to Policy and Open Data

The final day of the series, conducted with experts from the UP-NCPAG, focused on the research-to-policy landscape.

Participants explored pathways to translate technical findings into actionable insights for national and sectoral policies while discussing the institutionalization of open data to advance good governance and transparency

Asec. Calzado, Jr. concluded that while the DOST system generates a wealth of geospatial data and technical knowledge annually, impact only occurs when that data is translated into strategic, people-centered action.

By maximizing the use of its organizational data through the GATES Program, DOST continues to reinforce its commitment to a data-driven government that provides solutions and opportunities for all Filipinos.

Through the "Collaborate, Translate, Transform: Seminar and Writeshop Series on Partnership and Proposal Development, Research Translation, and Policy Development," held from December 2 to 4, 2025, the Department gathered representatives from its Central Office and attached agencies to bridge the gap between information generation and actionable results.

Ending 2025 Stronger as DOSTOneSCIGLAT Family: DOST Ilocos Region’s Year-End program with a Purpose

The Department of Science and Technology Ilocos Region (DOST Ilocos Region) meaningfully closed the year 2025 through its Year-End Program held on December 18–19, 2025, at EM Royalle Hotel and Beach Resort in Taboc, San Juan, La Union. The two-day activity brought together employees not only to celebrate the year’s accomplishments but also to reflect, give back, and prepare for the year ahead.

Through the guidance and leadership of Regional Director Teresita A. Tabaog, the Year-End Program emphasized unity, appreciation, and shared purpose. Director Tabaog encouraged everyone to take time to reflect on both individual and collective efforts that contributed to the successful implementation of DOST programs and services across the region.

One of the key activities was the 2025 Individual Performance Accomplishment Review for Contract of Service (COS) employees. This activity provided a platform for employees to reflect on their accomplishments, strengthen accountability to their assigned tasks, and share innovative ideas, actions, and initiatives implemented throughout the year.

The spirit of the holidays was also shared with the community through a Corporate Social Responsibility (CSR) Gift-Giving Activity held at San Fernando South Central Integrated School. The activity brought joy and meaningful support to learners under the Learners with Special Educational Needs (LSEN) Program, highlighting the DOST Ilocos Region’s commitment to inclusive and people-centered service.

Adding excitement to the celebration was the Search for Mr. and Ms. SCIGLAT 2025, where six candidates confidently represented their respective teams. The event showcased confidence, creativity, and teamwork, with strong support from colleagues. Dr. Ismael D. Gurtiza, former Assistant Regional Director for Field Operations and current member of the Regional Technical Evaluation Committee (RTEC), served as one of the board of judges together with Director Tabaog and Ms. Carla Joyce B. Cajala, SRS II of DOST Ilocos Region.
Team spirit continued with indoor and outdoor team-building activities, where participants took part in physical and mental challenges designed to promote collaboration, trust, and camaraderie. The friendly competitions fostered stronger connections among team members and reinforced the value of working together toward common goals.

Beyond celebration and reflection, the Year-End Program also focused on future planning. A review meeting was conducted under the leadership of Director Tabaog in preparation for the 2026 Regional Science, Technology, and Innovation Week (RSTW). The meeting served as an important first step to ensure smooth planning, effective coordination, and informed decision-making, drawing insights from the successful conduct of the 2025 National Science, Technology, and Innovation Week (NSTW).

As DOST Ilocos Region closes 2025, the Year-End Program stands as a strong reminder that its greatest strength lies in its people. United as DOSTOneSCIGLAT family, the region moves into 2026 with renewed purpose, strengthened partnerships, and a clear focus on bringing science, technology, and innovation closer to communities, creating meaningful impact and lasting change for the region 1.
