On 11 February 2026, CFSI together with Bangsamoro Development Agency convened the first Technical Working Group (TWG) meeting for the Bangsamoro Camps Transformation Project, Phase 2 (BCTP/2) at the CFSI Center for Excellence in Humanitarian Service (CEHS) Training Center in Cotabato City.

The meeting gathered representatives from the BWC, OOBC, MTIT, MIPA, MAFAR, Bangsamoro READi, MOST, CSEA, BPDA, TESD-MBHTE, MILG, and BYC. The TWG aimed to facilitate the sharing of expertise and resources among BARMM Ministries, Offices, and Agencies (BMOA) to maximize project impact.

In her opening remarks, CFSI Director for Mindanao Program Noraida Abdullah Karim stated, "The goal is collaboration. For ministries and offices already active in our target areas, let us align our efforts. For those with gaps in coverage, we invite you to extend your programs into these camp communities to ensure no one is left behind in Phase 2."

Key agreements and recommendations include the formation of a Women Advisory Council to establish women's sectors at the community level as well as a regular meeting scheduled to ensure continued coordination. To strengthen moral governance, the group recommended the inclusion of the Bangsamoro Darul Iftah (BDI) as permanent TWG members.

CFSI implements the BCTP/2 in partnership with BDA. The project is funded by the Bangsamoro Normalization Trust Fund (BNTF) administered by the World Bank Group, with contributions from Australia, Canada, European Union, and United Kingdom, to improve access to basic social and economic services in six previously acknowledged M**F camps covering 17 barangays selected from 36 priority barangays identified under the Camps Transformation Investment Plan (CTIP).

On 29 January 2026, CFSI, together with the Bangsamoro Development Agency (BDA, Inc.), has officially launched the Bangsamoro Camps Transformation Project, Phase 2 (BCTP/2) through the signing of the Project Partnership Agreement, marking another shared step forward in advancing peace and development in the Bangsamoro Region.

BCTP/2 continues the work in six previously acknowledged M**F camps to improve access to basic services, strengthening livelihoods, and adopting climate-resilient solutions, building on the gains of the first phase of the BCTP. Guided by community-driven approaches, the project ensures that the priorities and strengths of local communities shape local priorities, in collaboration with BARMM ministries, LGUs, and camp partners.

CFSI Executive Director Steven Muncy stated in his speech, “With BCTP/2, our focus is not on building more infrastructure but on ensuring that existing facilities truly serve the people. We aim to help BARMM ministries and local governments reach those who are often unseen. By the end of this two-year project, we hope to meaningfully improve the lives of 47,000 people, including 19,000 who need birth certificates, immunization, access to basic health services, opportunities for their children to go to school, or support to earn a sustainable livelihood. We want to see these changes and be able to show evidence that this investment has made a real difference.”

Reinforcing this shared vision, BDA Board of Director Mangontawar Macacuna added, “This PPA signing marks more than just a formal agreement, it is a renewal of our vow to transform the six acknowledged M**F camps into centers of peace, productivity, and prosperity. As the implementing arm, BDA recognizes the weight of this responsibility. Our mission is to ensure that the dividends of peace are felt by every family within these camps. We are not just building infrastructure but we are restoring hope and building a future where the Bangsamoro people can thrive in their own lands.”

This project is about supporting families as they rebuild their lives, strengthening community ownership, and nurturing hope for a peaceful, resilient, and productive future, together with the communities served by CFSI and BDA.

CFSI, in partnership with the UNHCR Philippines, handed over six climate-resilient livelihood facilities in the municipalities of Talipao, Omar and Old Panamao in the Province of Sulu.

Dedicated production enables consistency of livelihood activities, such as mat weaving, while the flea market ensures better market access by providing a stable venue for families to sell fish and seaweed products. These facilities are also designed to reduce the vulnerabilities of the Sama Bajau people against risks due to erratic weather and climate- related disruptions.

Local leaders pledged their direct support to ensure the long-term sustainability of these efforts. Hon. Mayor Abdulbaki Ajibon committed to providing essential inputs for Sama Bajau women weavers in Omar as well as mat products from the Sama Bajau weavers in Angilan. Similar commitments were made by Hja. Nur-ada Jairulla and the MDRRMO Head in Old Panamao, while Hon. Mayor Reham Tulawie, expressed her support for a people centered development framework aimed at building self-reliance and sustainable peace in Talipao.

In a video message, CFSI Executive Director Dr. Steven Muncy expressed his deepest gratitude to the Sama Bajau communities, LGUs, and UNHCR, emphasizing that these facilities can hopefully serve their purpose of supporting the Sama Bajau families in their livelihood activities while simultaneously facilitating their access to birth documentation for the next generation of Sama Bajau children.

The initiative is part of the Birth Registration Project (BRP), implemented by CFSI and UNHCR Philippines under the Initiative for Promoting Digital Birth Registration funded by the Embassy of Japan in the Philippines 在フィリピン日本国大使館 in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and Sulu. The initiative aims to facilitate the birth registration of 30,000 individuals across 50 municipalities and provide climate resilient and income diversified livelihood support to the 10 Sama Bajau communities in Sulu.

On 28 January 2026, Community and Family Services International in partnership with Central Student Council (CUP), successfully conducted a free and confidential HIV screening for students of City University of Pasay.

Over 60 students participated in the initiative, reflecting strong community engagement. The program aimed to provide safe, private, and supportive space to learn one’s HIV status and increase knowledge about HIV prevention and awareness.

CFSI conducted a series of capacity building trainings on Child Protection and Gender-Based Violence (CPGBV) Case Management for Multidisciplinary Team (MDT) Members, with integrated Birth Registration Interoperability training for partner Local Government Units (LGUs) in the Provinces of Lanao del Sur, Maguindanao, Basilan, Tawi-Tawi, in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and Sulu.

The first training covered key topics including the Initiative on Digital Birth Registration, Statelessness and Birth Registration Interoperability, Child Protection Case Management, and orientation on the Revised CANE+D Protocol and BARMM CPGBV Referral Pathway. This training series will continue through 2026, with the goal of establishing functional MDTs in 62 LGUs in BARMM and Sulu to the strengthen child protection systems in the region.

“This is a first for us, but this has been needed for a long time now. The formal organization of the MDT will indeed ensure that we deliver the highest quality of case management in our AoRs.” said Ms. Jaslin Masbud, Provincial Social Welfare Officer of Lanao del Sur.

The training was conducted through the Birth Registration Advocacy for Vulnerable Population to End Childhood Statelessness (BRAVE) Project, implemented by CFSI with support from UNICEF Philippines, UNHCR Philippines, and Embassy of Japan in the Philippines 在フィリピン日本国大使館. With support from the Provincial Governments of Maguindanao del Sur (MDS) and Maguindanao del Norte (MDN), Community and Family Services International (CFSI) conducted two batches of Training of Trainers (TOT) on the Four Legacies for Children from September 8-11 and September 29—October 2, 2025, at Nursalam Hall, Alnor Convention Center, Cotabato City.

The first batch brought together representatives from 11 municipalities in Maguindanao del Sur, including Datu Abdullah Sangki, Shariff Aguak, Mamasapano, Ampatuan, Datu Saudi Ampatuan, Buluan, Shariff Saydona Mustapha, South Upi, Datu Salibo, Datu Piang, and the provincial government. Each local government unit (LGU) was represented by members of the Local Council for the Protection of Children (LCPC) Core Team, specifically from the LCPC, Municipal Social Welfare and Development Office (MSWDO), Municipal Planning and Development Coordinator (MPDC), and Municipal Local Government Operations Office (MLGOO).

The second batch included participants from 8 municipalities in Maguindanao del Norte, specifically, Talitay, Datu Odin Sinsuat, Datu Blah Sinsuat, Kabuntuan, Northern Kabuntuan, Upi, and the Provincial Government of MDN, as well as Sultan sa Barongis from MDS, with representative from the LCPC, MSWDO, and MLGOO offices.

The training aimed to strengthen LGU capacities under the Child-Friendly Local Governance Audit (CFLGA) framework by guiding participants in developing and updating the Four Legacies for Children: The Local Development Plan for Children (LDPC), Local Investment Plan for Children (LIPC), Local Code on Children (LCC), and the Local State of Children Report (LSCR). Participants formulated re-entry plans for local roll-out and expressed commitment to localize and institutionalize the Four Legacies in line with CFLGA, CFSI will provide technical assistance to municipalities and relevant stakeholders through structured coaching and mentoring sessions. This initiative aims to strengthen the capacities of local government units in implementing child-centered governance practices. In addition, capacity-building training on the Knowledge Management and Data System will be conducted to enhance data driven planning, monitoring, and decision-making for child welfare and development outcomes.

Implemented by CFSI in collaboration with UNICEF Philippines, with funding support from the Government of the Republic of Korea and the Korea International Cooperation Agency Philippines - KOICA 필리핀사무소, and in partnership with the Regional Sub-Committee on the Welfare of Children (RSCWC), Ministry of Social Services and Development (MSSD), Ministry of the Interior and Local Government (MILG), and other local stakeholders, this initiative contributes to improving child-centered governance and ensuring better outcomes for children in the Bangsamoro Region.

CFSI, together with the municipal civil registrars, assisted at least 2,615 individuals during a 2-week Mobile Birth Registration mission in 6 municipalities in the Province of Basilan, specifically in the Lantawan, Sumisip, Albarka, Tipo-Tipo, Ungkaya Pukan, and Haji Muhtamad.

These targeted efforts play a critical role in ensuring that every person receives proper birth documentation, which is the foundation for securing a legal identity. By bringing registration services directly to these communities, the initiative breaks down barriers to access and paves the way for individuals to claim their right to social protection — including access to healthcare, education, social welfare programs, and other essential services that are vital for their well-being and development.

Yesterday, CFSI Executive Director Steven Muncy and Comprehensive Sexuality Education (CSE) Focal Jenny Torzar participated in the launch of the Médecins du Monde France (MdM) project "Prevention of Adolescent Pregnancies in Mindanao (Regions X, XI, and XII)", hosted by the Embassy of France to the Philippines and Micronesia.

The event gathered Sexual and Reproductive Health advocates, NGOs, government agencies, and diplomatic representatives to discuss two vital themes: policy and programmatic barriers to reducing teenage pregnancy in the Philippines, and strategic and multi-sectoral actions to effectively address adolescent pregnancy.

Jenny presented the accomplishments and lessons of the Sexual and Reproductive Health Project implemented by CFSI from 2020-2023, in partnership with MdM and with support from the European Union (EU). The project reached over 3,700 young people, 326 gatekeepers, and 2,000 parents in Pasay City through CSE covering family planning, advocacy of education on STIs including HIV/AIDS, and gender-based violence.

The key outcomes of the project included the establishment of a youth-friendly clinic in Pasay City (R-Talk), and an ASRH Ordinance. CFSI continued to support these achievements beyond the project, through the finalization of the Implementing Rules and Regulations (IRR), demonstrating its commitment to sustainable, youth-led ASRH initiatives.

In Jenny’s words, "CFSI's efforts create long-term impact and I'm proud to say that I am one of its outcomes. From being a child participant to a youth volunteer and now serving as a CSE Focal, I've seen firsthand how meaningful and life-changing this work can be. Let's join forces to keep investing in our young people because when we nurture and empower them, the impact goes beyond a project; it transforms lives, just like it did mine."

A groundbreaking ceremony was held today at the People’s Palace in Cotabato City to mark the beginning of construction for the Harmony Learning Center (HLC).

“The center will provide a sense of belongingness and responsibility. Children [with special needs] are often viewed as overly dependent, but when their capacities [and their families’ capacities] to manage themselves are restored, we can see that they can also greatly contribute to the community. Right now, we lack a venue for that, and the goal of this center is to provide a dedicated space for the participation of children with special needs.”—CFSI Director for Mindanao Programme Noraida Abdullah Karim

The Harmony Learning Center will be the first facility of its kind in Cotabato City, envisioned as a safe, inclusive, and nurturing environment that supports the growth and well-being of children with special needs who can learn, grow, and explore. The facility will offer a wide range of services, including educational and recreational activities, therapeutic and psychosocial interventions, and capacity-building programs for parents and caregivers who can be confident that their children are being cared for in a supportive system. The HLC is built with generous support from Zapanta Realty and Development Corporation, and contributes to strengthening child protection and social inclusion by providing access to specialized education services and facilities that promote the healthy well-being of children with special needs.

City Mayor Mohammad Ali "Bruce" Matabalao, delivering his message of support, stated that the "HLC is a safe space where children can learn, play and heal. It is also a place where parents can find support and rebuild their family."

The event was led by CFSI Director for Mindanao Programme, Noraida Abdullah Karim, and attended by representatives from the Office of the City Social Welfare and Development (OCSWD), Office of the City Administrator, Office of the Persons with Disabilities Affairs (PDAO), and the City Planning and Development Office.
