The CAAP Employees Union (CAAPEU) expresses its condolences on the passing of our member, Billy Ferrer, ALPT assigned at the Tagaytay Radar Facility.

Burial assistance in the amount of PHP 135,000.00 was extended to his family in accordance with the Union’s established benefits. The assistance was personally handed over by Sir Ricardo Sison, Facility-in-Charge, to the wife of Sir Billy on behalf of the CAAPEU.

We offer our prayers for the eternal repose of Billy’s soul and extend our sympathies to his loved ones during this time of loss.

We extend our sincere condolences to his family. His son, Ian Ashley Bermejo, has received the CAAPEU burial assistance (P135,000.00) in accordance with the Union’s established benefits.

The Civil Aviation Authority of the Philippines Employees Union (CAAPEU) marks a significant milestone with the release of aid through the CAAPEU Burial Assistance Project, representing the first support provided under the program.

This project underscores CAAPEU’s commitment to extending mutual support, compassion, and solidarity to its members and their families during times of bereavement.

On December 18, 2025, CAAPEU, through its Area IX Focal Person, Ms. Jennifer Cecille A. Buencuchillo, together with CAAP–Zamboanga International Airport (ZIA) Acting Airport Manager Engr. Roderick V. Tugade, formally turned over a check amounting to One Hundred Thirty-Five Thousand Pesos (₱135,000.00) to the wife and daughter of the late Jeffrey H. Alpapara, a CAAP Firefighter assigned at Zamboanga International Airport.
The assistance was provided in recognition of his active membership in the CAAP Employees Union and in honor of his service and dedication.

This initiative is implemented under CAA-EU Board Resolution No. 2025-006, which provides that all active CAAPEU members contribute ₱50.00 per member to the Burial Assistance Fund, to be deducted from payroll upon the death of a member.

Through this program, CAAPEU continues to uphold its commitment to the welfare of its members and their families by providing timely support and assistance during difficult times, embodying the true spirit of the holiday season.

The CAAPEU extends its deepest gratitude to our dear Director General and the CAAP Management for their swift and considerate actions on the issues raised by the Union.

On November 24, 2025, CAAPEU officers met with the CAAP Management, represented by DDGA Danjun Lucas and his staff, to discuss key concerns of our members, including:
1. Tax Deduction on November-December salaries and year end bonus
2. CAAP Main Office Parking issue
3.CNA Incentive Preparation
4 Food Provisions for Personnel on Duty during Typhoon
5. Establishment of CAAP Provident Fund

This meaningful dialogue demonstrates that CAAPEU is listening to you — and taking action.

CAAPEU Joins KAMAGFFI!

CAAPEU officially becomes affiliated with KAMAGFFI — Kapisanan ng mga Manggagawa sa GOCCs at GFIs.

This affiliation strengthens our collective voice as government employees, uniting us with an organization dedicated to protecting workers’ rights and advancing welfare across GOCCs and GFIs.

The presentation of our membership was held during the KAMAGFFI National Convention on November 14–15, 2025 attended by our very own CAAPEU President Maria Edda Lamarca together with the Board of Directors Ms Melina Reyes and Ms. Lynie Lariosa.

The CAAP Employees Union (CAAPEU) extends its deepest condolences to the family and loved ones of our co-employee, Mr. Jeffrey Herrera Alpapara, Firefighter I assigned at Zamboanga International Airport.

We mourn the loss of a dedicated public servant who faithfully performed his duty in the service of aviation safety. His kindness and commitment will always be remembered by his colleagues and friends.

Our thoughts and prayers are with his family during this difficult time.

CPCS 2 Update

The Governance Commission for GOCCs (GCG) has announced that the Implementing Rules and Regulations (IRR) of the Compensation and Position Classification System (CPCS) 2 have been duly signed
and will be published soon.

The Civil Aviation Authority of the Philippines (CAAP) now awaits the
issuance of the Authority to Implement (ATI) from the GCG.

Let us all join hands in prayer that CAAP’s submission is found fully compliant and merits the prompt issuance of the ATI.

CPCS UPDATE!!

CAAPEU together with the various employees’ associations under KAMAGFFI visited the Governance Commission for GOCCs (GCG) today (October 7, 2025) to follow up on the pending implementation of the Compensation and Position Classification System (CPCS) 2.

In attendance:

1. CAAPEU and other KAMAGGFI Unions
2. GCG Commissioners:
• Atty. Marius P. Corpus
• Atty. Geraldine Marie B. Berberabe-Martinez
3. GCG Technical Team

Highlights of the Discussion:

1. The Implementing Rules and Regulations (IRR) for CPCS 2 are currently awaiting the signatures of the DOF and DBM.

2. While waiting for the IRR approval, the GCG is preparing the Authority To Implement (ATI) documents for concerned GOCCs.

3. The GCG Commissioners expressed confidence that CPCS 2 will be implemented before Christmas.

4. There are still lumped positions under the current structure:

• Salary Grades (SG) 20–21 will correspond to Pay Grade (PG) 20
• SG 22–23 will correspond to PG 21

5. Medical allowance will be given IN cash, check with NBC for medical allowance implementation

6.CPCS2 is benchmarked with SSL 6

7. The ATI will outline the transition from current SG or Job Grade (JG) to the new PG classification for each position.

8. Also today, CAAP, submitted to GCG the requirements for the processing of ATI. GCG committed to inform CAAP if the submitted documents were complete and compliant.

9. KAMAGGFI Unions expressed appreciation to the GCG Commissioners for their continued efforts and reiterated the importance of the immediate implementation of CPCS 2 to uplift employee morale and ensure fair and standardized compensation across GOCCs.

In addition..

In the implementation of the Compensation and Position Classification System (CPCS) 2, all affected personnel will retain their current step increment under the new system.

This means that whatever step level you currently hold under CPCS 1 will be carried over to CPCS 2.

For example:
If you are currently CPCS 1 – Step 3, your new placement under CPCS 2 will also be at Step 3 of your designated salary grade or position level.

This ensures continuity and fairness in the transition to CPCS 2, recognizing the service and step progression that each employee has already earned under the existing system.
