It was established in 2012 and was formally recognize starting 2019 by the local government of Paracelis through its Sanguniang Bayan Accreditation. The same year, it was also registered to the Securities and Exchange Commission. Since 2012, it was led by 5 consecutive Pangat (tribal leader)
and now currently chaired by Pangat Gregorio Danggalan
VISION:
We envision an empowered ethnic community with long lasting and cherished culture, who conserve, promotes, and assert our ethnic heritage; a prosperous ethnic group united under a harmonious atmosphere of peace, solidarity and teamwork; being respected as human with inherent worth and dignity; with guaranteed fulfilment of our individual and collective rights as Indigenous peoples; and living reciprocally with nature for sustainability and well-being
MISSION:
We commit ourselves to work towards preservation and promotion of our culture, protection and fulfilment of our rights as indigenous peoples and exercise our self-governance and self-determination for sustainable development
GOALS:
1. To establish a structure as a mechanism in uniting our people as one community assuring the attainment our common ideals, aspirations, interest and welfare;
2. To assert our existence and identity as Licoy indigenous peoples by defining and writing our history, delineating our ancestral domain; and documenting our indigenous knowledge systems and practices (IKSPs) and towards preservation, revitalization, innovation and promotion;
3. To develop and implement sustainable development plans in protecting, promoting and fulfilling the rights and interest of the Ganak and in managing our ancestral lands guided by our cherished good customs and traditions;
4. To ensure full and effective participation of all members in all processes, programs and projects particularly in the formulation of agenda in matters internal to the group and in dealing with external entities that affect the Ganak; especially in acquiring their Free, Prior and Informed Consent (FPIC) therein.
5. To continually create ways for the effective transfer and upholding of our good values and Indigenous knowledge systems and practices to the younger generations and succeeding generations to come;
6. To determine and strengthen, and if necessary, amend customary laws and other governing systems in managing conflicts, other social problems, social engagements and cooperation to other political bodies e.g., the state as mechanisms in ensuring equality and achieving justice, peace and order;
7. To Empower and strengthen all members especially the women, youth and other marginalized sectors of our communities;
8. To actively represent our ethnic group in all political arenas in seeking and accessing programs and any other assistance or support from the government and other concerned agencies for the attainment of any development plans and or programs towards sustainable economic, social, educational, political and cultural development of the Ganak;
9. To engage the services of any duly organized and accredited non-government organization and other civil society organization which has an established record of effectiveness and acceptability in the discharge of its function for technical assistance and other services to work with the Ganak in any activities agreed upon;
10. To undertake measures and command cooperation/support from the Ganak members in carrying out tasks/programs that seek to bring about development in the Ganak; and
11. To perform any other agenda and activities for the general welfare of the Ganak da Ilicoy.
