Operation Shelter (or Crypto Shelter), conducted by the French NGO Scaph Pro Marine Research in the Philippines (primarily in the Silago Marine Sanctuary, south of Leyte), is based on several key scientific, ecological, and participatory concepts for revitalizing and restoring degraded seabeds.
1. The "Crypto-Habitat" Concept (The CRYPTO SHELTER 025 Module)
The core technical aspect of the project relies on the deployment of patented, third-generation artificial reefs, called CRYPTO SHELTER 025, designed by the French engineer Dominique Bordes-Sue.
Ecological Mimicry:
The modules replicate the three-dimensional structures of natural coral reefs to provide anchoring, breeding, and feeding areas.
The multiplication of ecological niches:
The design intentionally creates multiple shaded and small cavities (hence the term "crypto") specifically adapted to protect juveniles (fry), cryptic fish, and target species such as groupers and lobsters.
2. The concept of Eco-Design and Bio-Sourced Materials
Unlike massive industrial artificial reefs, Scaph Pro's designs incorporate a respectful and local approach:
Mixed and natural materials:
The structures (like derivative models such as Le Favites or the Coco-Bamboo modules) combine cement, bamboo, coconut, and shell fragments.
Low footprint and integration:
These components facilitate the natural attachment of coral larvae, sponges, and bryozoans, thus accelerating biological colonization.
3. The Concept of Participatory Management (Socio-Ecological Approach)
The NGO does not impose a top-down solution, but applies the concept of community-based conservation:
Involvement of local fishers:
Artisanal fishing communities are directly involved in the manufacturing, assembly, and monitoring of the reef modules.
Awareness-raising and co-management:
The project helps local communities co-manage their Marine Protected Areas (MPAs) to effectively combat destructive illegal fishing (using dynamite or cyanide).
4. The Concept of Rigorous Scientific Monitoring
The Shelter operation applies precise environmental assessment protocols:
Traceability and geolocation:
Each submerged module is numbered and mapped by GPS immediately upon deployment to precisely measure the spatio-temporal evolution of the marine life.
Biomass Monitoring:
Biological inventory campaigns conducted by oceanographers (such as Jean-François Marailhac) and scientific divers measure the rapid increase in the number of vertebrates and invertebrates (biodiversity can triple in just 6 months).
5. The Concept of Economic Sustainability through Ecotourism
To ensure the project's long-term viability and offer viable economic alternatives to overfishing, Scaph Pro relies on the blue economy:
Eco-responsible Diving:
The rapid revitalization of dive sites allows for the training of local people and the development of recreational diving tourism. The revenue generated directly supports the local economy and the funding of sanctuary protection.

Operation Peace for Fish is an ecological restoration and marine conservation program launched by the French NGO Scaph Pro Marine Research in the Philippines.
Its aim is to revitalize seabeds devastated by typhoons and illegal fishing (particularly with dynamite or cyanide).
How does it work?
Artificial reefs:
The NGO designs and deploys sustainable artificial reef modules made from local natural materials, such as bamboo and coconut shells ("Coco Bamboo Modules").
More sophisticated, third-generation modules are also deployed.
Sanctuary creation:
The deployment of the modules serves as a refuge and breeding ground for marine life (fish, lobsters, groupers), increasing biomass and restoring local biodiversity.
The local and social context:
Involvement of fishermen: The NGO conducts sociological studies and surveys with local fishing families before any dive to ensure their support.
The goal is to create protected areas while aligning the project with the needs of local communities.
Partnerships: This initiative is carried out in close collaboration with municipalities and local authorities (such as in Silago, in South Leyte), with the official support of the French Embassy in the Philippines and the French Development Agency (AFD).
The initiative was also awarded a prize at the Franco-Filipino NGO competition organized by the French Embassy in Manila.
