✅ 1. Wildlife Culture Permit (WCuP) — DENR
This is the core permit from the Department of Environment and Natural Resources (DENR – Biodiversity Management Bureau) that legalizes your cultivation, harvesting, and trade of agarwood (Aquilaria spp.) since it’s a regulated species under wildlife laws in the Philippines. �
What it covers:
✔ Plantation cultivation of Aquilaria trees
✔ Legality for planting and harvesting agarwood
✔ Needed for domestic sales & pre-condition for further permits
Where to apply:
DENR BMB or the regional DENR office that has jurisdiction over your farm’s location.
✅ 2. CITES Export Permit — DENR (BMB)
All Aquilaria species (including cultivated trees and by-products) are listed in CITES Appendix II, meaning international trade requires a CITES Export Permit to ship agarwood products abroad. �
Products covered: ✔ Agarwood chips
✔ Agarwood oil/resin
✔ Powder, sawdust, seeds, seedlings
✔ Finished products (e.g., incense, essential oils)
Main requirements include: • CITES Export Permit application form (DENR form)
• Proof of legal origin (harvest records, tree inventory)
• Copies of business registration, local permits
• Buyer’s contract or purchase order
• Photographs & product descriptions
✅ 3. Local Transport Permit — DENR (CENRO / PENRO)
Before moving harvested agarwood from your farm to processing facilities or to the port, you may need a Local Transport Permit from your nearest CENRO / PENRO. �

✅ 4. Business Permits — Domestic
These aren’t specific to agarwood but are necessary to operate legally as a seller:
✔ DTI / SEC business registration – register your business name (sole prop or corporation)
✔ Mayor’s Permit – from your city/municipality
✔ Barangay Clearance – local barangay permit
✔ BIR registration – for tax compliance and issuing official receipts
These are standard requirements for any legitimate commercial seller in the Philippines.
✅ 5. Phytosanitary Certificate — Bureau of Plant Industry (BPI)
For plant products (especially seedlings, seeds, live plant parts), many importing countries require a phytosanitary certificate confirming the goods are plant-health cleared. �
Check with the BPI National Plant Quarantine Services Division (NPQSD) for export inspection and certification procedures.
✅ 6. Customs Export Documents
Before export, you’ll need to prepare:
• Export Declaration (EED / Electronic Export Declaration)
• Packing list & commercial invoice
• Certificate of Origin (optional, depending on destination)
• Clearance from Philippine Bureau of Customs
