𝗔𝗖𝗧𝗜𝗢𝗡, 𝗜𝗻𝗰. 𝗮𝗻𝗱 𝗡𝗮𝘃𝗼𝘁𝗮𝘀 𝗖𝗶𝘁𝘆 𝗖𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗲 𝘁𝗼 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻 𝗔𝗳𝘁𝗲𝗿-𝗖𝗮𝗿𝗲 𝗦𝘆𝘀𝘁𝗲𝗺 𝗳𝗼𝗿 𝗖𝗜𝗖𝗟 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝘁𝗵𝗲 𝗥.𝗘.𝗔.𝗖.𝗛. 𝗙𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸
𝙈𝙖𝙠𝙖𝙩𝙞 𝘾𝙞𝙩𝙮, 𝙋𝙝𝙞𝙡𝙞𝙥𝙥𝙞𝙣𝙚𝙨 — ACTION, Inc., in partnership with the City Government of Navotas, successfully concluded a four-day After-Care Workshop for Children in Conflict with the Law (CICL) held on November 11–14, 2025, at St. Giles Hotel, Makati City. The activity was attended by City Social Welfare and Development Office social workers, Barangay Council for the Protection of Children (BCPCs) focal persons from 16 barangays, houseparents and children representatives from the Bahay Pag-Asa, and representatives from different offices and agencies within Navotas such as the Schools Division Office of Navotas, Alternative Learning System, City Health, Social Hygiene Clinic, Family Court Branch 9 of Navotas City, Youth Development Office, NavotaAs Training Institute, TESDA-NavotaAs Training Institute, Navotas Polytechnic College, Navotas Child's Rights Advocates, Navotas Anti-Drug Abuse Council, Public Employment Service Office/Hanapbuhay Center, among others.
Navotas City, which has long implemented its own After-Care Program for CICL, sought ACTION’s technical support in establishing a more organized and consistent model for case management and reintegration. As the city’s consultant, ACTION recommended that instead of standardizing the content of After-Care, given that children’s needs vary widely, LGUs should adopt a standardized process. This approach promotes coordinated service delivery across offices while ensuring that each child receives a plan tailored to their unique needs, risks, and goals.
To strengthen this process, ACTION introduced the R.E.A.C.H. Framework, a child-centered and system-oriented conceptual framework and planning tool developed by social workers Lani Bayron-Llanes and Evangeline Grace Balais-Tiglao. The framework guides implementers through five essential steps: reviewing a child’s functional needs, evaluating available services, aligning interventions to child-specific goals, creating the After-Care Checklist and Contract, and harmonizing monitoring mechanisms across agencies.
Participants were also equipped with the Functionality Assessment Tool, likewise developed by Bayron-Llanes and Balais-Tiglao, enabling BCPCs and partner offices to conduct structured and holistic assessments of a child’s vulnerabilities, strengths, and environmental conditions prior to reintegration.
The workshop served as a collaborative platform to refine and enhance Navotas City’s existing After-Care process. Through case discussions, workflow mapping, and inter-agency dialogue, BCPC focals, social workers, barangay personnel, and representatives from different LGU offices and stakeholders clarified their roles, addressed gaps, and integrated the R.E.A.C.H. Framework into the city’s After-Care system.
In addition to this, ACTION and Navotas City also incorporated the Gabay System** into the After-Care process, strengthening the city’s monitoring and reintegration support through community-based volunteers who assist in tracking compliance, conducting follow-ups, and providing structured guidance to children and families. The integration of the Gabay System adds an essential layer of accountability and grassroots support, reinforcing Navotas’ commitment to a more connected and participatory reintegration approach.
As part of the next steps, Navotas City will further refine the updated After-Care process and work toward its formal adoption by the local council. This initiative marks a significant step in strengthening the city’s reintegration services, anchored in the assessment of children's unique needs, collaboration of stakeholders, and restorative practice.

**Gabay System is part of the Project Aiming to Establish a Community-Based Juvenile Intervention Facilitator System which is currently ongoing for the LGUs of Navotas, Malabon, Olongapo, and Valenzuela.
