is perhaps best known for its campaign work and investigations into syndicates and pa******le rings, s*xually exploiting children; it's successful rescue and treatment of these children and for bringing prosecutions against offenders both Filipino and foreign that ended in convictions. The quest for justice and decency for Filipinos is the main goal of the PREDA team of dedicated and committed Fil

ipino human rights workers. Today there are 87 professional social workers, psychologists, investigators and others who make up the PREDA Team. The original goal was to help teenagers from broken homes who were trying to forget their problems through substance abuse. They were further punished by society and their families until PREDA Foundation was set up to help them deal with their family problem and rehabilitate the parents and restore family unity, respect and love. PREDA was started in 1974 by Fr. Shay Cullen, an Irish Columban Missionary, and Merle & Alex Hermoso, a Filipino couple dedicated to helping Filipino youth. Whilst the project began with a tiny budget and a few donations, The Foundation has since grown and expanded its work. Today the majority who took the course of personality development are successful in life. PREDA's work has expanded into preventive education, community development, livelihood development, fair trading activities and many more related projects.

Celebrating the success of our scholars!

The PREDA Foundation family shares with immense pride the success of our scholars who successfully hurdled the March 2026 Licensure Examination for Professional Teachers. This milestone is not merely a professional achievement; it is a powerful testament to the power of education and the unwavering spirit of our youth. Jenny Flores and Jelisa Solano, now both licensed professional teachers, are daughters of mango farmers from the Aeta indigenous people’s (IP) community in Zambales being helped by Preda Fair Trade. Jenny is the first degree holder in her family, while Jelisa is now a teacher in the St. Francis Learning Center in Subic, Zambales. These scholars were supported by PREDA throughout their college years. They also served as administrative aides in the Preda office before focusing on their preparation for the board exam.

These victories belong not only to the passers but also to the mentors, social workers, and sponsors who walked beside them. By passing the board exam, these individuals have equipped themselves with a powerful tool to further advocate for child protection and community development.

As you embark on this new chapter of your careers, may you continue to be partners in our mission to protect the vulnerable and empower the marginalized.

On May 11, 2026, the Preda Foundation and ACTION, both non-government, child rights organizations, renewed their commitment to helping the Department of Education Schools Division Office (SDO) of Zambales ensure that all schools in the province are child-friendly, school-based duty-bearers are pro-actively taking steps to protect children’s rights, and that the rights of all learners to special protection are upheld particularly in the context of basic education, by signing a memorandum of agreement (MOA).

The Preda Foundation, represented by its president, Francis B. Bermido Jr. and information officer, Jazriel Ignacio, committed to helping implement the Child Protection and Cyber-safety in Schools Project by conducting a series of trainings for guidance counselors and advocates and teachers to raise their awareness on various child protection issues and mandatory protocols in
responding to disclosures of abuse, exploitation and bullying.

Following the signing of the agreement, representatives of the three offices held a meeting forthwith to discuss plans for the upcoming school opening this June 2026, starting with the conduct of the Brigada Eskwela.

The Preda Foundation is able to extend these services through the support of its partners, particularly Space Lama based in Germany and the provincial government of Saarland, Southwest Germany.

Every child who suffers abuse deserves more than sympathy — they deserve justice, protection, and the chance to heal.

Fr. Shay Cullen speaks about the heartbreaking reality faced by many abused children in the Philippines whose cases are delayed for years, leaving them waiting, hurting, and unheard.

He renews the call for the Supreme Court to establish special children’s courts so young victims can receive faster justice and protection from their abusers.

At the Preda Foundation, children continue therapy, healing, and the difficult journey toward recovery — while hoping the justice system will not fail them.

Clean water is a fundamental right, yet many Aeta communities in the province of Zambales still encounter significant barriers to access it— a challenge PREDA and Weltladen-mitterfelden aim to address through collaborative effort and sustainable solutions.

We at PREDA and Weltladen-mitterfelden—headed by Rosemarie Pscheidl, are thrilled to share the progress of our latest Water System Project at Sitio Yangil, Maloma, San Felipe, Zambales that will benefit around 60 families or around 300 individuals.

To celebrate the completion of the Water System Project last 24 April 2026, the PREDA Fair Trade team along with members of the community gathered around and drank the fresh water from the newly installed water faucet.

By constructing sustainable, community-managed infrastructure, we are able to improve the health of the local community by providing potable water that eliminates waterborne illnesses and empowering the community to manage and maintain their own resources.

This project isn't just about pipes and tanks—it’s about dignity, health, and a sustainable future for the indigenous people’s community.

Community education against child abuse.

A total of 77 4Ps beneficiaries of Barangay Manggan-Vaca, Subic participated on a Family Development Session that focused on parenting styles, good touch & bad touch, and women’s and children’s rights. The session, held on April 17, 2026, was jointly facilitated by PREDA Foundation’s advocacy team and Department of Social Welfare and Development Office of Region three (3).

PREDA Advocacy Officer Jezreel Joy Malit led a session on "Good Touch and Bad Touch," highlighting the importance of early personal boundaries. Malit reiterated that children should begin bathing themselves by age five to foster the autonomy necessary to protect against potential abuse. Meanwhile, Jazriel Ignacio, PREDA project officer, provided insights on women’s rights—discussing different kinds of abuses, how to recognize its signs, and where to report it.

In summary, the PREDA Foundation’s advocacy team shared its expert knowledge that will benefit not only the participants and their families but also impacts their communities.

The 4Ps (Pantawid Pamilyang Pilipino Program) is a poverty reduction program by the Philippine Government spearheaded by the Department of Social Welfare and Development (DSWD). The program provides cash aid to the poorest household. Beneficiaries must meet specific conditions to remain eligible for the program.
