RAO SUBIC BAY QUICK UPDATE

Our early bird renewal for cy 27 will begin on 15 Sept. You can save up to P400 by renewing early. The CY 27 renewal on Jan 1 will be P5200. We had to do the small increase based on higher overhead as a result of a rise in transportation, and utiity costs. We are doing all we can to hold them down.

15-30 Sept cost is P4800 a savings of p400
01 - 31 Oct is p4900
01 - 30 Nov is p5000
01 - 31 Dec is p5100
and 01 Jan is p5200

Annual renewal occurs on 1 Jan if not renewed prior. A 30 day grace period is given and any boxes not renewed prior to 1 Feb, will be suspended and the box numbers will be reissued to new members.

Continuation of research regarding Online PTSD counseling.
As aforementioned in Newsletter 8a-2026,
Further research on this online only counseling for Veterans who need mental health counseling has produced the following results; This is an entity named (Peace and Hope) which provides therapists and counselors for those Veterans who have been clinically diagnosed with need for care, for PTSD, depression, anxiety, relationship stress, life transitions and the challenges of living abroad. The staff are U S licensed doctoral level professionals or highly qualified therapists with extensive clinical experience. They also provide professional support for independent psychological evaluations, including narrative reports, applicable DBQ’s and Nexus letters for clinical documentation needs.
If the Vet is qualified for FMP reimbursement for treatment, they will file the FMP claim and be reimbursed for services, and the Vet will not be charged any up-front payments. They do direct billing to FMP. They also accept other insurance programs such as Blue Cross Blue shield, United Healthcare Global, Aetna International and other insurance providers.

NEW TREATMENT PROGRAM THRU FMP
I had mentioned a new program which just came on line regarding Veterans who are rated under PTSD for alcohol and drug dependency. After meeting with the reps of Miracles Asia, I find it an exciting program, that can do a lot of good for our Vets and also offers world class treatment at the price of a plane ticket.
The program has been extremely successful in Thailand and a part of it, is now available here in the Philippines in Angeles City, Pampanga. It offers Inpatient treatment in Thailand and outpatient and Intensive outpatient programs in the Philippines. Specialized programs are tailored to Veterans needs addressing Depression, Anxiety, PTSD, and family relationship issues related to substance use. They also offer, flexible outpatient services in a confidential and supportive environment.
How do you qualify?
You must have a disability rating for PTSD, which also includes alcohol and or drug dependency. For the Thailand treatment program, you will need to buy a plane ticket which is in the area of $250.00 round trip. You will spend on average a period of 60 to 90 days in Thailand at their facility which has a full daily schedule, which includes beach days, hiking etc.

Upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), and in view of the Heavy Rainfall Warnings issued by PAGASA relative to the continuous heavy rainfall associated with the Southwest Monsoon, government offices in the National Capital Region and the provinces of Zambales, Bataan, Bulacan, Pampanga, Tarlac, Nueva Ecija, Cavite, Batangas, Rizal, Laguna, Quezon, and Occidental Mindoro are directed to shift to appropriate alternative work arrangements starting 12:00 PM on 17 August 2026.
Agencies delivering basic and health services, disaster preparedness/response, and other vital services shall continue their operations and render the necessary services. Alternative learning modes shall be implemented for classes at all levels in public and private schools in the aforementioned areas.
The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

Starting August, 2026, paper payments in local currency will no longer be available in your area. Only payments in U.S. dollars will be issued going forward – either by mail or electronically via direct deposit. What Does This Mean for You? If you are ever owed claim reimbursement from TRICARE Overseas, it will be mailed to you in U.S. dollars unless you sign up for direct deposit. If you sign up for direct deposit, the payment will be made in U.S. dollars and deposited into your bank account instead of mailed to you. This means faster, more secure payments with no waiting for payment in the mail. Do You Need to Do Anything? Yes – if you would like to receive payment via direct deposit, please sign up using our secure online portal Please note that direct deposit enrollment must be completed separately for each eligible family member. Air Force Recruiting Trip- Subic Bay

U S Airforce is planning a trip to RAO Subic Bay on 26 August from 10am to 1 pm.
To join the Air Force as an enlisted Airman, you must be between the ages of 17 and have not reached your 42nd birthday, a current U.S. citizen and have obtained either a high school diploma or GED. Applicants can’t have any serious law violations or drug use or serious health problems. Additionally, you must pass the Armed Services Vocational Aptitude Battery (ASVAB) test and a physical. The ASVAB covers four critical areas: arithmetic reasoning, mathematics, word knowledge and paragraph comprehension. This is used to determine whether you’re a good fit for the Air Force and the best career field to place you in.



RAO SUBIC BAY CLOSURES

Recently RAO has had to close due to heavy rains and flooding. We make every attempt to be open as per our long-established hours of M-F 9am to 3pm, but on occasion we must suspend services. We must consider the safety of our members and staff. The RAO was one of the first buildings built in Baretto and sits about 2 feet below the street level. So when heavy rain and high tides coincide, we get water inside. Also effecting our schedule is the weather between here and Manila. Extreme flooding in the Manila area, effects our picking up the mail. We will announce via email and FB (RAO SUBIC Bay), when we must close.

HAPPENING TOMORROW AT RAO
An Optimologist from AAGO will be available at the Rao beginning at 10:00 on 29 July to offer free eye exams. He will have a wide selection of frames and options available at a great discounted price. Additionally, for every purchase AAGO will donate glasses to 3 students at a local school.

POSSIBLE NEW PROGRAM VISION IMPAIRED VETS
We are investigating a possible new program provided by Va in Hawaii, which provides rehabilatIve care for low vision and blind Vets. Awaiting confirmation that the program can be used here. More to come…

Miracles Asia
New program confirmed regarding treatment for PTSD, drug abuse and alcoholism. A company (Miracles Asia, operating out of Phukett Thailand provides inpatient treatment for the maladies listed Is available thru FMP. The inpatient program is between 60-90 days. They state that there are no up front costs, all you pay is for a plane ticket there and back. They submit the claims. They also are in planning for an aftercare facility in Angeles City.
