HINDI KAMI PROBINSYA. HINDI KAMI KOLONYA. HINDI KAMI TATAHIMIK



May mga sandaling ang bansa ay kailangang magsalita nang malinaw, kahit nanginginig ang paligid, kahit may mga barkong bakal sa abot-tanaw, kahit may mga water cannon na nakatutok sa ating mga mangingisda.

This was one of those moments.

When Sen. Kiko Pangilinan told the Chinese Embassy - “We are not and will never be a province of China” - hindi iyon simpleng clapback.
That was a line drawn on water that has been slowly turning into territory theft.

Hindi ito isyu ng ego.
Hindi ito isyu ng pride.
Ito ay isyu ng soberanya.

China can insist on its One China Policy.
Fine.

But respect is not a one-way street.

UNCLOS is not a suggestion box.
And our 500,000 square kilometers of EEZ is not Beijing’s buffet table.

Kapag sinabi ni Kiko:

👉 “We respect the Chinese people but we will never bow down to Xi Jinping’s illegal claims.”

Ang sinasabi niya talaga ay ito:

We choose law over fear.
We choose maps over myths.
We choose fishermen over flags.

At doon nagiging malinaw ang laban.

Because what China is doing in the West Philippine Sea is not “assertiveness.”
It is not “misunderstanding.”
It is not “gray zone diplomacy.”

It is occupation by paperwork.
Colonization by coast guard.
Imperialism with a smile.

90% of an international sea cannot become yours just because your printer says so.

At dito lalong tumitigas ang punto ni Kiko:

Noong 1991, sinabihan ng Senado ang Estados Unidos - ang pinakamalakas na superpower noon - na umuwi na.
Not because America was weak.
But because sovereignty is stronger.

So kung kaya nating tumanggi sa Washington,
why should we suddenly kneel to Beijing?

Hindi tayo nagmana ng watawat para isuko.
Hindi tayo nagbuwis ng dugo para yumuko.
Hindi itinayo ang republika para maging probinsya.

At kung hindi malinaw ang mensahe:

This is not about China vs. Philippines.
This is about Empire vs. Law.
This is about Might vs. Right.
This is about whether the sea belongs to cannons - or to constitutions.

Kaya hindi ito pambabastos.
Hindi ito kapusukan.
Hindi ito “provocation.”

This is memory speaking.
This is history standing up.
This is a nation saying:

“Don’t me. Don’t us.”

Hindi kami probinsya.
Hindi kami kolonya.
Hindi kami tahimik.

At lalong hindi kami takot. 🇵🇭

𝗡𝗮𝗴𝗮 𝗲𝗻𝗳𝗼𝗿𝗰𝗲𝘀 “𝗡𝗼 𝗚𝗶𝗳𝘁 𝗣𝗼𝗹𝗶𝗰𝘆” 𝗶𝗻 𝗟𝗚𝗨’𝘀 𝗼𝗳𝗳𝗶𝗰𝗲𝘀

All offices of the city government will soon be displaying “No Gift Policy” posters in their entrances and public areas, following Mayor Leni Robredo’s issuance of Executive Order No. 58, which institutionalizes a comprehensive prohibition on the giving and receiving of gifts in any form.

The directive mandates that the “No Gift Policy” be prominently displayed in all city offices and integrated into contracts, bid documents, and official correspondence. This move reinforces the city government’s ongoing commitment to ethical public service and good governance.

Mayor Robredo said the measure aims to instill among Nagueños—especially city employees—the value of serving the public with “utmost responsibility, integrity, loyalty, and efficiency,” emphasizing that gifts are unnecessary in obtaining government services.

One of the key provisions cited in the order is Presidential Decree No. 46, which criminalizes both the giving and receiving of gifts by reason of official position, regardless of the occasion, including Christmas. The directive also reiterates provisions under Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act), Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), and the Administrative Code of 1987, all of which prohibit the solicitation or acceptance of gifts, favors, or anything of monetary value in connection with official duties.

Robredo underscored that the policy does not only prohibit acts of corruption but also those that may create even the appearance of impropriety, recognizing that public servants must always remain above suspicion and reproach.

The new order builds upon the city government’s earlier Executive Order No. 1, which reaffirmed Naga’s commitment to good governance through a framework anchored on accountability, transparency, and ethical leadership.

“The institutionalization of a comprehensive ‘No Gift Policy’ is a safeguard against conflicts of interest, corruption, and even the appearance of partiality or undue influence. Public office is a public trust, and we must always uphold that trust,” Robredo said. I via Jason B. Neola
