"𝗪𝗮𝗹𝗮𝗻𝗴 𝗣𝗼𝗹𝗶𝘁𝗶𝗸𝗮, 𝗪𝗮𝗹𝗮𝗻𝗴 𝗣𝗶𝗻𝗶𝗽𝗶𝗹𝗶"

Binigyang-diin ni Executive Secretary Ralph G. Recto sa kanyang pahayag na ang development support program ni Pangulong Marcos Jr. para 42,011 na barangay sa buong bansa ay mahigpit na nakabatay sa pagsunod sa mga itinakdang requirements at hindi sa anumang konsiderasyong politikal.

Sa ilalim ng programang "Bawat Bayan Makikinabang", makatatanggap ang bawat barangay ng P200,000. Kalahati nito ay maaaring gagamitin para sa mga proyektong pangkaunlaran at pangkaligtasan at ang natitirang kalahati at para sa "finisher program" para sa mga estudyanteng magsisipagtapos ng pag-aaral na nanganganib huminto.

Upang masiguro ang transparency, accountability, at mabilis na pagpapalabas ng pondo, sinusunod ng programa ang malinaw at pinasimpleng proseso ng implementasyon, kabilang ang pagsusumite ng mga kinakailangang dokumento alinsunod sa mga patakaran at regulasyon ng Commission on Audit (COA).

Dagdag pa niya, sa Batangas, 980 sa 1,078 barangay ang nakatanggap na ng suporta, habang ang iba ay ilalabas ang pondo sa oras na makumpleto at masuri ang kanilang mga dokumento.

Ayon sa tala, ang mga tseke para sa mga barangay sa Nasugbu ay naihanda na para sa release ngunit hindi na-claim dahil sa hindi pagdalo sa turnover. Sa Taal naman, nagkaroon ng pagkaantala dahil sa hindi pagsusumite ng mga kinakailangang dokumento. Gayundin, hindi pa lahat ng barangay sa Lipa, Batangas City, Calaca City, Tanauan, Lobo, Sta. Teresita, at Mabini ang nakatanggap ng ayuda dahil sa kakulangan sa requirements.

Pinabulaanan din ni Executive Secretary Recto ang paratang ng isang maling impormasyon na may 84 barangay, karamihan sa Nasugbu at Taal, ang hindi nabigyan ng tulong dahil sa pulitika. Muling niyang iginiit na ang pagsunod sa requirements, hindi politika ang batayan sa paglabas ng pondo.

𝐎𝐅𝐅𝐈𝐂𝐈𝐀𝐋 𝐒𝐓𝐀𝐓𝐄𝐌𝐄𝐍𝐓

The Provincial Government of Batangas reiterates that the release and implementation of the Socio-Civic Projects Fund (SCPF) under the President's barangay support program is governed strictly by compliance with documentary requirements, existing rules, and the guidelines set by the Office of the President and concerned national agencies.

As clearly emphasized by Executive Secretary Ralph G. Recto, this program is not political in nature. It is intended for the benefit of the people, particularly our barangays and students who need support. The release of assistance is based on completion and review of required documents, not on political affiliation, favoritism, or personal preference.

We wish to make it clear that the Office of the Governor is not part of the process, evaluation, or approval of the SCPF Fund. The Governor does not determine which barangays are approved or disapproved. The role of the Provincial Government, upon instruction of the Office of the President, is to assist in the proper, orderly, and prompt implementation of the program in accordance with established rules and requirements.

In Batangas, 980 out of 1,078 barangays have already received support. For the remaining barangays, the release of assistance will proceed once the necessary documents are completed, submitted, and reviewed. In certain cases, checks were already prepared but remained unclaimed due to non-attendance during the scheduled handover. In other areas, delays were caused by incomplete or non-submission of requirements.

For this reason, any allegation that barangays were denied assistance due to politics is baseless and unfair to the process. Compliance, not politics, governs the release of funds.

The Governor's duty is to follow the instructions of the Office of the President and to ensure that programs intended for the people are implemented diligently, properly, and without delay. Public service must not be obstructed by political noise or misleading narratives.

We, therefore, call on all concerned officials and stakeholders to stop politicizing a program that is meant to help communities. Let us not use government assistance as a tool for political grandstanding. The people of Batangas deserve service, not politicking.

The Provincial Government of Batangas remains committed to supporting the directive of President Ferdinand R. Marcos, Jr. for fast, fair, transparent, and inclusive implementation of programs for every barangay.
