"Time to move from words to action!"๐Ÿ”Š

This was the powerful call from the youth participants during the discussion today on the flood control project scandal.

Their message was clear: Having a voice is important, but taking action is better.

During the talk, Ms. Ampie Vergara of NCUPFI, also a G-watch monitor and volunteer pointed out that the current issues with flood control projects are a direct reflection of how weak our system of accountability has become. She said that if we want to see real change, we cannot just be spectatorsโ€”we must be proactive.

It is time to work together, demand transparency, and hold those in power accountable.

With Youth Influencing the Historic Educ Budget, All 2026 Budget

Multiply-Ed Philippines (X-Ed) welcomes the Senateโ€™s approval of the โ‚ฑ1.044-trillion budget for the Department of Education (DepEd), which marks the single largest education allocation in Philippine history. It is a recognitionโ€”long fought for by students, teachers, and the civil society: that the classroom is the frontline of national development. But for Multiply-Ed Philippines and the broader youth movement behind the Amplify-Ed Coalition, this moment is more than a number. It is the culmination of months of monitoring, lobbying, research, and public pressure to redirect government priorities towards measurable improvements in the lives of learners. Through these efforts, we sought to ensure that learnersโ€™ basic needs remained central to budget deliberations. While we do not claim sole credit for legislative outcomes, these interventions helped bring youth perspectives into broader conversations around education funding.

Even with this progress, Multiply-Ed has previously pointed out in its statements and in the position papers submitted to the House and Senate that, although the education budget has been sizable in past years, it still did not meet the recommended share of GDP needed to address the structural problems in Philippine basic education. While the allocation may have reached the lower end of the 4โ€“6% of GDP target for education spendingโ€”3.4% of GDP for Basic Educationโ€”it remains below the 6% โ€œSix Will Fixโ€ goal that we, together with fellow education advocates, have long cited.

Precisely because the 2026 DepEd budget is the largest in history, Multiply-Ed Philippines stresses that its implementation must be subjected to even closer monitoring, with strong legislative oversight, transparency in spending, and continued civil society engagement.
In this context, the Senate version makes meaningful advancements over the House proposal, addressing long-standing deficits that Multiply-Ed flagged in our monitoring and position papers. However, these gains will only translate into real progress if the bicameral conference committee preserves them and further strengthens remaining gaps.

This budget rightfully reflects a more learner-centered and equitable approachโ€”but allocations alone do not guarantee impact. Multiply-Ed Philippines through its budget campaign, Amplify-Ed Coalition, remains the only youth-led CSO consistently advocating for a transparent, learner-centered, and accountable education budget. It urges the bicameral conference committee to preserve the Senateโ€™s gains, reject politically-driven or opaque realignments, and strengthen remaining gaps: particularly in securing school sites, fully staffing guidance counselors, and ensuring timely delivery of learning resources. And while the Senate has removed half of the unprogrammed funds from the House version, we reiterate our strong condemnation of the remaining โ‚ฑ100 billion in Unprogrammed Appropriations, and we call on the government to eliminate these discretionary pools from the national budget.

In an October media conference, President Marcos expressed his intent to livestream the bicameral proceedings, which would be a positive step toward transparency. As the date of the actual bicam draws near in December, it is now the responsibility of lawmakers and civil society to ensure that this commitment is upheld and translated into meaningful public accountability. And while a livestream opens opportunities for public scrutiny, Multiply-Ed Philippines emphasizes that transparency should not be limited to livestreams or observation-only access to selected hearings. There remains undeniably significant room for civil society organizations, youth groups, and education advocates to meaningfully engage with legislation and hold decision-makers accountable. We reiterate our call for a truly transparent, participatory, and open budget process.

The 2026 DepEd budget should be seen not as a final solution but as a platform for sustained reform. While the Senateโ€™s approval of a historic allocation is meritorious and worth acknowledging, such milestones are hollow if funds are ultimately diverted, delayed, or mismanaged. To ensure that this budget delivers tangible benefits, we must have the space to hold lawmakers and implementing agencies accountable and to be able to rigorously monitor disbursement. We urge lawmakers, implementing agencies, and civil society actors to exercise sustained vigilanceโ€”not only over the flow of funds, but also over DepEdโ€™s ability to deploy them efficiently, responsibly, and transparently. Historical precedents, such as flood control projects that received substantial allocations yet were later compromised by inefficiencies and corruption, demonstrate the risks that accompany large budgets without strong monitoring. It is therefore essential that similar challenges be avoided in the education sector.

Only through sustained oversight and actual participatory engagement can this historic allocation fulfill its potential to serve Filipino learners nationwide.

Advocacy group Philippine Legislatorsโ€™ Committee on Population and Development (PLCPD) commends Senator Risa Hontiveros and Akbayan Partylist Representatives Perci Cendaรฑa, Chel Diokno, and Dadah Kiram Ismula, and Dinagat Islands Rep. Kaka Bag-ao for filing anew the Teen Pregnancy Prevention Bill in the 20th Congress.

The Akbayan bill was filed today, October 27th, while Senator Hontiverosโ€™ bill was filed last July 10, 2025. Similar bills were earlier filed by Representatives Krisel Lagman (1st District, Albay), Michael Carlos Dy (5th District, Isabela), Paolo Ortega (1st District, La Union), and Renee Co (Kabataan Partylist) and Antonio Tinio (ACT Teachers Partylist).

Together with other civil society organizations, champion legislators and advocates are having renewed hope that the bill, which is more than a decade in the making, will finally be passed into law.

โ€œWe admire the courage and dedication of these legislators in protecting the Filipino children and youth, especially girls, from early and unintended pregnancies, sexual abuse, and sexually transmitted infections such as HIV,โ€ said Ms. Au Quilala, Executive Director of PLCPD.

PLCPD is the Convenor of the Child Rights Network (CRN), the largest alliance of organizations and government agencies advocating for child rights laws. Teen Pregnancy Prevention is one of the primary advocacies of CRN.

The Teen Pregnancy Prevention Bill will institutionalize a data-driven and evidence- and rights-based strategy to end the national social emergency of teen pregnancy โ€“ as declared by the National Economic and Development Authority (NEDA), now Department of Economy, Planning, and Development (DEPDEV), in 2019:

โœ… Age- and development-appropriate Comprehensive Adolescent Sexuality Education
โœ… Protection against gender-based violence
โœ… Access of youth to reproductive health services, including modern family planning, to prevent teen pregnancies and repeat teen pregnancies
โœ… Social protection (continuing education, health services, livelihood) for teen parents and their children

โ€œThe bill is a product of comprehensive consultations with children and young people, non-government organizations, including faith-based groups, legislators, the academe, local government units, and stakeholders in education and health who are united in aspiring for a future where there are no more children having children,โ€ said Ms. Quilala.

The Philippines still has one of the highest rates of teen pregnancies in Southeast Asia. But whatโ€™s more disturbing is the data in the 10-14 bracket, wherein the number of children born to 10 to 14-year-old girls has been increasing. In 2023, it went up to 3,343 children from 3,135 in 2022 and 2,113 in 2020.

โ€œThe number of very young girls getting pregnant is not even the saddest story. Data shows that most of these pregnancies may involve statutory r**e, as the men who impregnated the girls were practically adults or significantly older than them,โ€ said Ms. Quilala.

โ€œWe hope that the legislators will unite in protecting our children, especially girls, and pass the Teen Pregnancy Prevention Bill. To the 20th Congress: Listen to evidence and heed the peopleโ€™s call. The Philippines is losing P33 billion yearly in potential income because many girls are forced to drop out of school and miss economic opportunities.โ€

โ€œLetโ€™s help Filipino girls and boys reach their dreams and full potential. Let us pass the Teen Pregnancy Prevention Bill now!โ€ ended Ms. Quilala.
