To become a catalyst in promoting a multi-disciplinary, and holistic community-based inclusive development for children and adult with disabilities in the Bicol Region through meaningful and sustainable partnership with communities, governme

nt and non- government entities. To ensure access to health, education, welfare and development of children and adult with disabilities in an inclusive setting adopted to the culture and sensitivity of the community and geared towards fulfilling their potential with equal rights, opportunities, dignity, respect and autonomy. To develop into a Center for Research and Development for policy recommendation, teaching and training on current intervention methods that translate knowledge into workable programs and services for individuals with disabilities across all economic strata. To educate service providers and families to recognize their roles as the most vital resource in promoting the welfare of individuals with disabilities.

Kamp Padangat Camp and Learn 3

Day 1 kicked off with big smiles and even bigger energy as we celebrated National Intellectual Disability Week (February) and International Developmental Disability Awareness Month (March 2026)! 💙

We were inspired by the heartfelt message of our beloved City Mayor, Maria Leonor G. Robredo and officially opened the fun with the lighting of the torch right after.

The day was packed with action, relays, games, and basketball with the Eagle Scouts Association of Cam Sur, exciting zipline adventures, and creative moments through arts, crafts, and puppetry.

A day filled with learning, laughter, inclusion, and empowerment!

JANUARY IS THE CELEBRATION OF NATIONAL AUTISM CONSCIOUSNESS IN THE PHILIPPINES🤗

Duty-bearers from government agencies and rights-bearers from civil society organizations and advocate institutions are one with the nation in celebrating the Philippines' 30th National Autism Consciousness Week from 19 to 25 January 2026. President Fidel Ramos' Proclamation 711 of 1996 made this annual observance possible by fostering genuine, organic acceptance, accommodation, and appreciation of persons on the autism spectrum in our society and global community. The week's activities promote action by the public and private sectors towards enabling persons on the autism spectrum to live with dignity, enjoy equal rights and access, function independently, and contribute productively. Our society should strive beyond “consciousness” or “awareness” and inspire genuine inclusion—through acceptance, accommodation, and appreciation! Public and private institutions are encouraged to spearhead creative activities, events, and programs toward building opportunities for our neurodiverse population nationwide.

This year’s theme: “Mula Kamalayan Tungo sa Gawa: Pag-unlad ng Autism-OK Philippines” (English: "From Awareness to Action: Developing an Autism-OK Philippines”) calls for moving beyond basic understanding of autism and committing to concrete steps that make everyday environments more inclusive, accessible, and supportive. It emphasizes shared responsibility across society—government, institutions, families, and communities—so that Filipinos on the autism spectrum can thrive, participate meaningfully, and live with dignity.

The theme calls for turning autism "consciousness" into concrete action across schools, workplaces, communities, and public systems. It highlights accessibility, empathy, and the removal of barriers, emphasizing shared responsibility among government, institutions, families, and citizens to build an Autism-OK Philippines where autistic individuals are supported, included, and able to thrive.

𝗥𝗘𝗖𝗔𝗣 | The HELP Learning Center Foundation, Inc. (HLCFI), in collaboration with NORFIL Foundation and the Local Government Unit of Naga City, organized a joint celebration for the National Disability Rights Week and National Disaster Resilience Month at the Naga City Ecology Park in San Felipe, Naga City. Held on July 15, 2025, the event embraced the theme “Building an Inclusive and Stronger Filipino Well-Being Towards Disaster Resilience, One Community at a Time.”

The celebration featured lectures and workshops for health workers, community leaders, persons with disabilities, parents of children with disabilities, caregivers, youth both with and without disabilities, and some members of the Boy Scouts of the Philippines.

The overall experiences and insights gained from the event, through group presentations and open forums, sheds light on the lived realities of community workers, parents, children, and youth in Bicol when facing various calamities.

While efforts exist, the participants recognized the need for continued improvement in disaster preparedness and response to make it more effective, efficient, and inclusive.
