# **BISCAST LABORATORY HIGH SCHOOL SECURES 50-YEAR GOVERNMENT RECOGNITION FROM DEPED**

# # # **Milestone affirms BISCAST’s sustained commitment to quality basic education and institutional excellence**

The **Bicol State College of Applied Sciences and Technology (BISCAST) Laboratory High School** has attained another significant institutional milestone following the conferment of **Government Recognition by the Department of Education Regional Office V (DepEd RO V)**, formally authorizing the institution to operate its **Junior High School Program for a period of fifty (50) years beginning School Year 2026–2027**.

The recognition covers **Grades 7 to 10** and represents a consequential affirmation of the Laboratory High School’s capacity to provide junior secondary education within the standards and regulatory framework prescribed by the Department of Education.

The Government Recognition was formally conferred on **July 30, 2026**, during a ceremonial presentation held at the **BISCAST Board Room**.

Representing the Department of Education, **Ms. Nancy A. Morada, Education Program Specialist II of the School Governance and Operations Division – School Management, Monitoring and Evaluation**, formally presented the recognition to BISCAST.

Present during the conferment were **Dr. Apolonia C. Sebello, Vice President for Academic Affairs; Dr. Rosalie S. Magistrado, Dean of the College of Education; and Dr. Eleonor C. Jarapa, Supervisor of the Laboratory High School**, whose participation underscored the collective institutional stewardship behind the continuing development of the Laboratory High School.

As part of the official engagement, Ms. Morada also paid a courtesy call on **SUC President II Prof. Charlie P. Nacario, PhD**, at the Office of the President, further marking the significance of the occasion to the institution.

Following the formal presentation, the **Government Recognition plaque was installed at the Laboratory High School Gabaldon Building**, in the presence of President Nacario, Dr. Jarapa, and members of the Laboratory High School faculty. Its placement within the historic Gabaldon Building serves not only as a visible testament to regulatory recognition, but also as a meaningful symbol of institutional continuity—linking BISCAST’s enduring educational heritage with its continuing responsibility to prepare succeeding generations of learners.

The grant of a **50-year Government Recognition** carries significance beyond administrative compliance. It represents institutional confidence in the capacity, governance, academic direction, and long-term viability of the BISCAST Laboratory High School as a provider of basic education. More importantly, it strengthens the foundation upon which the Laboratory High School may continue developing young learners through an educational environment informed by academic rigor, responsible citizenship, character formation, and readiness for an increasingly complex and rapidly evolving world.

Achieved under the administration of **President Charlie P. Nacario**, this milestone further reinforces BISCAST’s continuing pursuit of educational quality across the spectrum of its academic mandate. The Bicol State College of Applied Sciences and Technology announces the extension of the enrollment period for the First Semester of Academic Year 2026–2027.

In consideration of the declaration of August 5–6, 2026 as a Wellness Break, the deadline for enrollment has been extended until 𝗧𝗵𝘂𝗿𝘀𝗱𝗮𝘆, 𝗔𝘂𝗴𝘂𝘀𝘁 𝟭𝟯, 𝟮𝟬𝟮𝟲.

Students who have not yet completed their enrollment are strongly advised to use the extended period to submit all required documents and comply with the necessary enrollment procedures.

Students who do not yet have an active ASTEAN account may complete their enrollment manually by submitting the required enrollment documents directly to the appropriate or concerned offices.

To prevent delays in the evaluation, processing, and updating of student records, all concerned students are encouraged to complete their enrollment on or before 𝗔𝘂𝗴𝘂𝘀𝘁 𝟭𝟯, 𝟮𝟬𝟮𝟲.

Students are also advised to coordinate with their respective colleges, departments, or designated enrollment offices for specific requirements, procedures, and other enrollment-related concerns.

# BISCAST ALUMNI ASSOCIATION CONDUCTS CBL REVIEW AND CONSULTATIVE MEETING

The **BISCAST General Alumni Association, Inc.** conducted a comprehensive review and consultation on its proposed Constitution and By-Laws, or CBL, as part of its continuing institutional development and preparation for formal corporate registration.

Participants reviewed the proposed CBL section by section to ensure that its provisions are clear, inclusive, lawful and consistent with the objectives of the Association and the requirements governing non-stock, non-profit corporations.

The consultation began with the proposed Preamble. While some participants suggested shortening or consolidating several portions, the body generally agreed that its essential message should be retained. The Preamble reflects the alumni’s commitment to unity, institutional advancement, mutual support, transparency, accountability, integrity and faithful stewardship.

Article I, covering the Association’s corporate name, legal nature and principal office at the BISCAST campus in Naga City, was accepted without substantial objection.

A major discussion under Article II concerned the word **“charitable”** in the Association’s stated purposes. Participants observed that alumni assistance, disaster response, scholarships and community support may already be covered by educational, civic, social and developmental activities. The meeting consequently recommended removing the term to avoid creating an unnecessarily broad organizational mandate.

The provision authorizing the Association to establish and sustain local, national and international linkages, chapters and networks was clarified and retained. Participants also affirmed the need for strict financial controls, proper documentation, conflict-of-interest disclosure, transparent assistance criteria and regular auditing of Association funds.

Under Article III on membership, the meeting recommended deleting the word **“qualified”** before “graduate.” Participants emphasized that every legitimate graduate of BISCAST or any of its predecessor institutions becomes an alumnus by virtue of graduation. Registration, payment of dues and good standing may determine voting rights and eligibility for office, but should not determine whether a graduate is considered an alumnus.

The meeting also recommended further clarification of honorary membership. This category may cover non-graduate faculty members, retired employees, former officials, partners and other individuals who have rendered distinguished service or significant support to BISCAST or the Alumni Association.

The proposed qualifications for members in good standing, including official registration, payment of dues and compliance with lawful Association rules, were generally accepted.

Participants also examined the provision allowing members to exercise other rights granted by law or the CBL. Because of concerns over possible interpretation, the Board agreed to seek a clearer legal or technical explanation before finalizing the wording.

The duties of members, maintenance of a secure membership registry and due-process requirements in suspension or expulsion proceedings were likewise reviewed. Questions regarding the reinstatement of expelled members were recorded for further clarification under the disciplinary provisions.

Under Article IV on the General Assembly, the meeting affirmed that the General Assembly shall be the Association’s highest deliberative body. It shall exercise powers reserved to the members, including the election of trustees, approval of major policies and amendment of the CBL.

The meeting also corrected an inconsistency involving proxy voting. Because another provision prohibits voting by proxy, the word **“proxies”** will be removed from the section concerning the record date and certified voting list.

The consultation proceeded through a working lunch and reached the opening provisions of Article V, which identifies the Board of Trustees as the Association’s governing body. The proposed CBL stresses that the Board must exercise its authority solely for legitimate institutional purposes and not for personal, political or factional interests.

The meeting demonstrated the Association’s commitment to participatory governance, legal compliance and institutional accountability. All recommendations, proposed revisions and matters requiring legal clarification were recorded for integration into the final draft.

Through this consultative process, the BISCAST General Alumni Association moves closer to establishing a credible, transparent and sustainable organization that will unite its graduates, support BISCAST and preserve the proud legacy of the institution.
