At the heart of the HUE BELONG campaign lies a deliberate and unwavering commitment: not only to celebrate diversity, but to confront the structural gaps that continue to leave many students unseen, unheard, and unprotected. One of our primary objectives is to strengthen existing university policies by critically examining their limitations and bridging these gaps through a carefully crafted, survivor-centered framework one that does not merely exist on paper, but actively reflects the lived realities, vulnerabilities, and nuanced experiences of every student within the academic community.
We recognize that policies, while essential, often fall short when they are detached from the voices they are meant to protect. Thus, our approach is grounded in the belief that true inclusivity demands more than symbolic gestures it requires intentional, informed, and responsive systems that uphold dignity, ensure accountability, and prioritize the safety and well-being of all, especially those at the margins.
From our initial stages of research, dialogue, and critical readings, to boldly advancing our advocacy through the lobbying of the โUniversity Policy Upholding an Inclusive and Safe Campus by Addressing Homophobia and Discrimination under the PSEAH Framework,โ our journey reflects a continuous pursuit of institutional transformation. This policy initiative is not simply a proposal; it is a call to action an effort to embed principles of protection against sexual exploitation, abuse, and harassment (PSEAH) into the very fabric of university governance, ensuring that mechanisms for support, reporting, and accountability are survivor-centered, trauma-informed, and non-discriminatory.
Our advocacy has extended beyond campus grounds, reaching the office of Senator Risa Hontiveros, principal author of Republic Act No. 11313, or the Safe Spaces Act. This engagement signifies our intent to align grassroots student-led initiatives with national legislative frameworks, reinforcing the idea that safe spaces are not optional they are a right. By situating our campaign within this broader legal and social context, we strengthen both its legitimacy and its impact.
Ultimately, HUE BELONG stands as more than a campaign it is a movement that insists on belonging as a fundamental condition of education. Because a university cannot truly be a space for learning if it is not also a space where every identity is respected, every voice is valued, and every individual feels safe enough to exist fully and authentically.
