A Contingency Plan is a preparedness document that outlines the coordinated actions, roles, responsibilities, and resources needed before, during, and after emergencies or disasters. It enables local governments and stakeholders to respond quickly, efficiently, and effectively to protect lives, livelihoods, and critical services when hazards occur.

The development of Local Government Unit Contingency Plans is anchored on:

โœ… Republic Act No. 10121โ€“ Philippine Disaster Risk Reduction and Management Act of 2010, which mandates LGUs to strengthen disaster preparedness and establish comprehensive disaster risk reduction and management plans.

โœ… National Disaster Risk Reduction and Management Plan (NDRRMP), which promotes proactive disaster preparedness and resilience-building at all levels.

These frameworks ensure that local governments are equipped to anticipate risks, minimize disaster impacts, and safeguard vulnerable populations.

The contingency planning workshops brought together representatives from various LGU offices, response agencies, technical working groups, and key stakeholders to collaboratively review local hazard scenarios, identify available capacities and gaps, define response mechanisms, and develop practical action plans for disaster preparedness and emergency response.

Through the collaboration between the Local Government Units and the CLIMATE CARE Project, the municipalities strengthened their institutional capacity to prepare for climate-induced and disaster-related emergencies while ensuring that community needsโ€”especially those of children and other vulnerable groupsโ€”remain at the center of local planning and decision-making.

This initiative demonstrates the importance of partnerships in building resilient communities that are prepared to respond effectively to future risks.

The CLIMATE CARE Project (Children, Youth, and Other Vulnerable Groups Leading and Influencing Mitigation and Protection Actions Towards Empowered, Protected, Climate-Adaptive and Resilient Communities) is a three-year initiative that aims to strengthen the resilience of children, youth, Indigenous Peoples, and vulnerable communities against the impacts of climate change and disasters.

The project is funded by the European Union in the Philippines and is implemented by ChildFund Philippines, Ha Uman Assn Inc., and XAES Foundation Inc. in partnership with local government units and community stakeholders across Mindanao.

Together, the project promotes climate resilience, disaster risk reduction, child protection, meaningful participation of children and youth, and nature-based solutions for sustainable communities.

The ๐‚๐‹๐ˆ๐Œ๐€๐“๐„ ๐‚๐€๐‘๐„ ๐˜๐จ๐ฎ๐ญ๐ก ๐‚๐ก๐š๐ฆ๐ฉ๐ข๐จ๐ง๐ฌ ๐š๐ง๐ ๐„๐œ๐จ ๐’๐œ๐จ๐ฎ๐ญ๐ฌ from the Municipalities of South Upi and Upi successfully completed the 2-Day ๐‘๐š๐๐ข๐จ ๐‡๐จ๐ฌ๐ญ๐ข๐ง๐  ๐š๐ง๐ ๐€๐๐ฏ๐จ๐œ๐š๐œ๐ฒ ๐“๐ซ๐š๐ข๐ง๐ข๐ง๐  ๐–๐จ๐ซ๐ค๐ฌ๐ก๐จ๐ฉ, strengthening their communication, leadership, and advocacy skills to become effective champions for climate action and child participation.

As part of the CLIMATE CARE Project's Youth Advocacy Plan, the Youth Champions will serve as radio hosts for a series of community radio programs featuring different topics related to climate change adaptation, disaster risk reduction, nature-based solutions, child rights, child protection, youth participation, and community resilience. The programs will also feature invited resource speakers from government agencies, partner organizations, and community leaders to share their expertise and inspire meaningful action.

The radio program will be aired through DXUP 105.5 FM UPI for PEACE RADIO under the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of LGU Upi, through the program "Usapang Katatagan para sa Bidang Upians" every Tuesday, 9:00 am to 10am starting on August 2026. This initiative provides a platform for young people to amplify community voices, promote climate awareness, and encourage collective action toward safer, more inclusive, and climate-resilient communities.

The CLIMATE CARE Project recognizes children and young people as powerful agents of change. By equipping them with the skills to communicate and advocate effectively, the project continues to strengthen youth leadership and meaningful participation in building empowered, protected, climate-adaptive, and resilient communities.

Through the provision of 2,115 Nutribuns, DOST South Cotabato helped provide nourishment and comfort to children affected by the disaster. Through the European Union -funded CLIMATE CARE Project, trained educators conducted Psychosocial Support (PSS) sessions, reaching 1,598 children (751 boys and 847 girls) and 695 adults across partner schools and communities.

This collaboration demonstrates the power of partnership in ensuring that children affected by disasters receive not only essential nutrition but also the psychosocial care they need to recover, regain a sense of safety, strengthen their resilience, and continue learning.

We sincerely thank DOST South Cotabato, the Local Government Unit of Tupi, our partner schools, and all partner stakeholders for standing with the children and families of Tupi during this challenging time. These were the heartfelt words shared by one of the participants during the conduct of Psychological First Aid (PFA) and Mental Health and Psychosocial Support Services (MHPSS) for families affected by the magnitude 7.8 earthquake in Sarangani Province.
Beyond the physical destruction caused by the disaster, many survivors continue to carry emotional wounds, fear, and trauma. Recognizing the importance of mental and emotional well-being in times of crisis, HaUman Association Inc., in partnership with ChildFund Philippines, prioritized the provision of PFA-MHPSS to help children, youth, parents, and caregivers process their experiences, regain hope, and strengthen their resilience in Barangay Lubi and Barangay Sadu Padidu, Malapatan, Sarangani.
