Today, we raise our hands and hearts with pride as we honor the symbol of our freedom — the Philippine flag.

As Scouts, we are reminded that patriotism is not only shown through words, but through discipline, respect, unity, and service to others. May the colors of our flag continue to inspire every Filipino youth to stand proud, stay courageous, and love our nation wholeheartedly.

“𝗢𝗻 𝗺𝘆 𝗵𝗼𝗻𝗼𝗿, 𝗜 𝘄𝗶𝗹𝗹 𝗱𝗼 𝗺𝘆 𝗯𝗲𝘀𝘁.”

Invoking the Scout Oath as his guiding principle in public service, Department of Budget and Management (DBM) Acting Secretary Kim Robert C. De Leon vowed to restore public trust in the country’s budget institution through integrity, accountability, and honest governance.

In his inaugural address before DBM officials and employees, the youngest Budget Secretary in Philippine history said his mission goes beyond keeping his personal record clean — but to help rebuild confidence in government and ensure that every peso entrusted to the State genuinely serves the Filipino people.

A former Secretary General of the Boy Scouts of the Philippines, Acting Secretary De Leon emphasized that the values of honor, discipline, and service have long shaped his leadership style, stressing that public office must always be anchored on trust, responsibility, and results.

“As a true blooded scout, I am guided by the Scout Oath—always and in all ways,” he said. “On my honor, I will do my best.”

Madaling tanungin ang iba kung ayos lang sila, pero kapag sarili na ang kaharap, biglang walang masagot.

May mga laban kang hindi mo na kinukwento.
Mga gabing hindi ka makatulog, kakaisip kung sapat ka pa ba—kung kakayanin mo pa ba.

Araw-araw kang gumigising, pilit binubuo ang sarili mo, kahit may mga parte mo nang unti-unting napapagod. Patuloy kang lumalaban—hindi lang para sa sarili mo, kundi para sa mga taong umaasa, naniniwala, at nagmamahal sa’yo.

Kahit minsan, ikaw mismo hirap nang maniwala sa sarili mo.

Ngumingiti ka, kahit mabigat. Nagpapatuloy ka, kahit pagod na pagod ka na. Pinipili mong kayanin—kahit hindi ka na sigurado kung kaya mo pa nga.

Pero sana, kahit saglit, huminto ka. Pakinggan mo ang sarili mo. Kumustahin mo ‘yung puso mong matagal nang tahimik.

Hindi ka mahina kung napapagod ka.
Hindi ka kulelat kung kailangan mong magpahinga. At lalong hindi ka nawawala—nagpapahinga ka lang.

Para sa batang ikaw, maraming salamat.
Hindi mo siya binigo.
