From March 23 to 26, 2025, ULAC Chairperson Alfredo Zabate Jr. managed the deployment of a Payaw, provided by investor OUP, aboard the Mother Boat Frinceway. The placement of this fish aggregating device was situated 108 nautical miles offshore and aims to increase the income of the cooperative's members.

The operation done by Chairperson Zabate Jr. and a team of experienced fisherfolk, involved the deployment, secure anchoring, and stability testing of the Payaw. This represents a significant move for ULAC in its commitment to sustainable marine resource management.

The successful deployment of the Payaw marks an achievement for ULAC, contributing to improved fishing productivity and the establishment of sustainable livelihood opportunities. This initiative highlights ULAC's commitment to uplifting its members through participative and environmentally responsible practices.

Masinloc, Zambales – The IMPL Project Philippines successfully conducted a two-day "Social Media Workshop: Organizing a Public Campaign" for the Zambales Unified Livelihood Agriculture Cooperative (ULAC), held on March 19-20, 2025, in North Poblacion, Masinloc, Zambales.

The workshop, facilitated by Mr. Nikki Bryce Roque, Program Manager of IMPL Project Philippines, provided ULAC members with essential skills and knowledge to leverage social media for livelihood promotion, advocacy, and effective public campaign organization. Mr. Roque's expertise in digital strategies proved essential in the workshop's success. Participants engaged in hands-on training sessions covering the utilization of facebook, Tiktok and other social media platform

This training equips ULAC members to expand their online presence, attract wider audiences, and amplify their voices in support of sustainable fishing practices and cooperative growth. The workshop highlights IMPL Project Philippines' commitment to empowering fisherfolk communities through digital literacy and strategic communication.

The Unified Livelihood Agriculture Cooperative (ULAC) is proud to announce the construction of a new floating cottage designed to improve the seaweed farming practices. This initiative, endorsed by the ULAC Board of Directors and cooperative members, will significantly enhance the efficiency and sustainability of seaweed cultivation.

The floating cottage will provide a dedicated space for seaweed farmers, offering protection from the elements and improving productivity. This innovative structure will also serve as a central hub for storage, processing, and research activities, which will improve the cooperative's commitment to sustainable aquaculture.

The new structure is scheduled for completion in the coming months and will serve as the operational area for ULAC's seaweed farm. This initiative reinforces the cooperative's dedication to community-based resource management and sustainable agriculture.

IBA, Zambales (December 12, 2024) – The Provincial Cooperative Development Office (PCDO) of Zambales successfully conducted its Cooperative Year-End Performance Assessment and Planning activity for 2025 today. The event, held in Iba, Zambales, convened cooperative representatives, stakeholders, and key officials, including those from the Unified Agriculture Cooperative (ULAC), to evaluate the past year's achievements and strategically plan for the year ahead.

Participants engaged in a comprehensive review of 2024 accomplishments, identified areas for improvement, and established priorities for 2025. Cooperative representatives presented detailed reports outlining their financial standing, community impact, and overall performance throughout the year.

PCDO officials delivered closing remarks, commending the cooperatives for their dedication and emphasizing the role of collaboration and innovation in achieving the province's developmental goals.

This activity highlighted the commitment of Zambales Cooperatives to driving economic growth and strengthening community bonds. With strategic plans firmly in place, the province anticipates a productive and impactful 2025.

On December 11, 2024, representatives from the Bureau of Fisheries and Aquatic Resources (BFAR) Manila conducted an inspection visit to the Unified Livelihood Agriculture Cooperative (ULAC) in Zambales to assess the progress of the Seaweed Farming Project. The BFAR delegation, led by Marlon Alejandro, Kenneth Harvey Bolados, and Lindsay Ann Gabriel, engaged in discussions with cooperative members to gather information on cultivation methods, challenges encountered, and the growth performance of the seaweed species.

The inspection included a comprehensive evaluation of the seaweed farm, where the BFAR team collected samples of three cultivated seaweed species for analysis of growth metrics and productivity. The team also assessed the overall farm conditions, including water quality, equipment, and maintenance practices.

This visit facilitated a productive exchange between BFAR and ULAC, enabling both parties to discuss ongoing improvements and address potential challenges. The insights provided by BFAR officials will be crucial in optimizing ULAC's operations and ensuring the long-term sustainability of the seaweed farming initiative.

A workshop promoting the implementation and effective use of Vessel Monitoring Systems (VMS) was held on December 9-10, 2024, at the Travelers Hotel in Subic Bay Freeport Zone, Olongapo City, Philippines. VMS technology uses satellite-based monitoring to track the location and movement of commercial fishing vessels, playing a crucial role in sustainable fisheries management, combating illegal, unreported, and unregulated (IUU) fishing, and ensuring compliance with regulations. This event was organized by BFAR RFO 3 with support from USAID Fish Right. It convened various stakeholders from the province, including key representatives from the Unified Livelihood Agriculture Cooperative (ULAC).

The workshop highlighted the importance of collaboration between government agencies, local stakeholders, and international organizations in ensuring the effectiveness of VMS implementation.

Look: Boat Captain and Motorman Training

The Maritime Industry Authority (MARINA) conducted a Modified Basic Safety Training, Boat Handling & Safe Navigation, and Engine Operation & Maintenance for fish workers onboard commercial fishing vessel, on August 27-30, 2024, at the Subic Sports Complex in Zambales. It was supported by the USAID Fish Right Program and organized by the Subic Commercial Fisher's
Association Incorporated (SCOFAI).

This four-day training was attended by the selected officers of Unified Livelihood Agriculture Cooperative (ULAC)-Alfredo Zabate Jr., Vicente Berosil, Rolando Fuentes, and Crispin Castaño. Upon the completion of the training, they are entitled to get a license for boat captains. This training is a significant benefit to ULAC since it is a requirement in the operation of the mother boat and light boat, which the cooperative is looking forward to have. Also, part of the training is Typhoon Awareness and Preparedness wherein the participants learned fundamental skills such as emergency procedures, first aid, fire prevention, and the use of safety equipment like life jackets and flares.

ULAC is always grateful for the training or programs that benefit the cooperative and coastal communities.

August 02, 2024. We are pleased to announce the launch of the Eyes on Our Waters Training Program, a comprehensive resource designed to empower fishers in the fight against illegal, unreported, and unregulated (IUU) fishing and aggressive vessel behavior (AVB) in the Indo-Pacific region.

This program is specifically tailored for both small-scale and commercial fishers, providing them with the knowledge and tools necessary to identify and report these detrimental practices. Their active participation in reporting IUU fishing and AVB is crucial for safeguarding our marine resources and ensuring the long-term sustainability of our fisheries.
