The Civic Action Team (CAT) of Marikina was organized during July to October 1971, officially founded on October 30, 1971 and held its initial induction. Officially Incorporated on September 20, 1990 with SEC Registration No. 181601

Objective of the Organization are as follows;
A. To encourage and promote greater citizen participation, awareness and concern in the community and its problems. To foster friendship and cooperation between the law enforcing agencies and the citizenry. To involve civic-spirited citizens in the reporting, surveillance and prevention of crimes in the community. To help improve the morale and efficiency of the different government agencies and assist them in the maintenance of peace and order. To promote discipline, youth developments and health services. F. To coordinate with the different agencies, government or private, in providing help during times of disaster and similar emergencies. G. To participate in the civic undertakings of other organization and cooperate with the government in the implementation of laudable community projects. H. To unite the members in the bond of friendship, fellowship and mutual understanding with encouragement to serve with the legal possession of official functions and duties.
