Families of Individuals with Neurodevelopmental Disabilities - Philippines FIND Philippines is a parent led group advocating for neurodiversity and neurodevelopmental issues.

Families of Individuals with Neurodevelopmental Disabilities (FIND) Philippines is a parent-led organization registered in June 2019 and is dedicated to supporting and advocating for families with members who have neurodevelopmental disabilities (NDDs). FIND aims to unite and empower families through various programs and activities, while collaborating with government agencies, NGOs, and professio

nals in the field. They work towards promoting inclusivity and understanding of NDDs in society, advocating for policy changes, and seeking partnerships to enhance their initiatives. FIND also actively engages with international NDD groups and other disability organizations to strengthen the overall support for individuals with disabilities.

FIND Phils, in collaboration with the ML Party List, represented by Michael Non, conducted the second part of the Round Table Discussion on Employment of Neurodivergents on June 3, 2026 in the Quezon City Persons with Disability Affairs Office Conference Room.

It was a spirited discussion on the provisions of the draft bill, with the participation of:

Youki Sunaga and Ronalyn Veloso from QC PDAO
Rosebelle Mercurio and Jerrold Hernandez from Carmona, Cavite PDAO
Dr. Rhodora Palomar-Fresnedi and Ma. Rhodora Veloso from the Association for Adults with Autism, Phils.
FIND Phils President Alex Cabason, VP Edgar Allan Linsangan, Auditor Rose Caballero, Secretary Marivi Cabason, and members Chyril Carino, Menchie Dailo, Gigi Jintalan, Dulce Pecho and Edward Yanez.

Ms Debbie Dacanay, QC PDAO head, elaborated on the programs of Quezon City for persons with disabilities, which has hired more than 700 employees with disabilities, representing 3% of City Hall's total workforce, higher than the 1% required by law.

Dr. Fresnedi founded Project Inclusion of Unilab and obtained her doctoral degree from University of California, with employment of neurodivergents as the topic of her doctoral dissertation. Ms Rhodora Veloso is a late-diagnosed autistic individual.

The discussion will lead to the finalization of a draft bill which will give neurodivergents more opportunities for employment in the public and private sector with ร ppropriate and reasonable accommodations. The bill will be filed in the House of Representatives.

FIND Phils conducted its first Disability Awareness and Inclusion Training for employees of the National Development Company on May 22, 2026 via Zoom.

Alex Cabason and Dr. Anawi Tolentino presented information on physical and neurodevelopmental disabilities. Ms Rhodora Veloso, a member of the Association for Adults with Autism Philippines (AAAP) and Mr. Danielle Lina, a blind neurodivergent member of the Philippine Neurodivergent Self-Advocates (PhiNSA) shared their lived experiences as neurodivergents in a world that is largely unprepared to accept and accommodate them.

The seminar was well-received and appreciated by the NDC employees.

FIND Phils can conduct similar awareness and inclusion seminars for government, non-government and business organizations upon request.

FIND Phils. President attended the Joint hearing of the House of Representatives Committee on Health and Committee on Persons with Disability yesterday, May 25, 2026 at the Ramon V. Mitra Building. The Committees discussed the 46 Autism Care bills filed by several legislators.

National government agencies, disability organizations, and professional organizations were invited to give their comments on the bills.

Although most supported the Autism Care bills, Mr. Cabason expressed his support for HB 8828, filed by Cong. Leila de Lima, which seeks to include Autism, ADHD and Down Syndrome in the types of disabilities in the Philippine Registry.

Representatives of the Filipino Alliance for Neurodiversity, of which FIND Phils is part, pushed for a unified, rights-based framework, instead of a fragmented approach to neurodivergent conditions. Ms Wilma Ligot, representing Boundless Possibilities Foundation Inc, and Dr. Terry Arias, representing The Psychological Association of the Phils - Persons with Disability Special Interest Group, as well as neurodivergents Alfonso Dacumos and Ashley Aquino manifested their support for a more comprehensive neurodivergent rights framework. They expressed the need to harmonize the autism bills with the Neurodivergent People's Rights Act, which FAN has been promoting since 2023.
