[UPM UEB 2026: Election Period]

The election period for the 𝟰𝟳𝘁𝗵 𝗨𝗣 𝗠𝗮𝗻𝗶𝗹𝗮 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝝾𝘂𝗻𝗰𝗶𝗹 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗘𝗹𝗲𝗰𝘁𝗶𝝾𝗻𝘀 is now officially open.

The University Electoral Board calls on all members of the UP Manila electorate to actively participate in this important event. From 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟮𝟱, 𝟮𝟬𝟮𝟲, 𝗮𝘁 𝟭𝟮:𝟬𝟬 𝗣𝗠, 𝘂𝗻𝘁𝗶𝗹 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟮𝟴, 𝟮𝟬𝟮𝟲, 𝗮𝘁 𝟭𝟮:𝟬𝟬 𝗣𝗠, all eligible voters are encouraged to exercise their right to vote and take part in shaping the future of student leadership at UP Manila.

[UPM UEB 2026: Voting Guidelines]

As the 47th University Student Council Special Elections approaches, the University Electoral Board encourages all members of the UP Manila Community to take time to review and familiarize themselves with the official voting guidelines.

This guide provides essential information on voter eligibility, and the voting procedure to ensure that every voter is adequately informed and prepared to participate in the electoral process.

Before casting your ballot, make sure you understand the voting process and have reviewed the necessary guidelines.

In line with UPM USC Memorandum – CJAS 47-02, the University Electoral Board (UEB) will retain the guidelines it has formulated on the treatment of blank ballots. Under these guidelines, blank ballots will not be counted toward the 50% + 1 threshold.

With this, the 47th UPM Special Elections will proceed as scheduled from September 25 to 28, 2026.

The UEB remains committed to upholding genuine student representation and ensuring that the electoral process reflects the participation and choices of the student body.

At the same time, the UEB recognizes the importance of the consultation process initiated by the Local Student Councils on this matter. The concerns, perspectives, and recommendations raised through this process will be carried forward and considered in the succeeding Student Council Elections.

UEB STATEMENT ON THE TREATMENT OF BLANK BALLOTS

The University Electoral Board (UEB) recognizes the concerns raised regarding the treatment of blank ballots in the 47th UPM General University Student Council Elections.

In light of these concerns, the UEB is issuing this statement to acknowledge its procedural lapses, clarify the circumstances surrounding the interpretation of blank ballots, and explain its position on their treatment in determining the required majority for University Councilors.

The UEB likewise provides an account of the discussions and consultations that have taken place among the UEB, Local College Electoral Boards, the University Student Council, and Local College Student Councils, and outlines the steps being taken moving forward.

For transparency and reference, the Minutes of the Meeting documenting the discussions and deliberations on this matter are also made available alongside this statement.

UP MANILA UNIVERSITY ELECTORAL BOARD GENERAL RESOLUTION NO. 2026-004

A Resolution Postponing the Election Period of the 2026 Special Student Council Elections of the University of the Philippines Manila
The University Electoral Board (UEB) holds the interests of the student body in high regard, particularly on the matter of the proper treatment of blank ballots in the 2026 Special Student Council Elections.

In light of the standstill in reaching a consensus on this matter, the UEB intends to postpone the election period to September 25, 2026. This postponement shall provide sufficient time for the concerned stakeholders to deliberate further on the matter and arrive at a proper and mutually considered conclusion.

The UEB remains committed to upholding a fair, transparent, and credible electoral process that safeguards the interests of the University of the Philippines Manila student body.
