But almost no one talks about the people actually driving the boats.

Welcome to the ultimate macroeconomic chokehold.

Right now, roughly 90% of all global trade—your iPhone, your crude oil, your cars, and your food—is moved by sea. And an estimated 25% of all the merchant mariners on Earth are Filipino. There are roughly 400,000 Filipino seafarers operating the engine rooms, navigating the bridges, and maintaining the massive cargo ships that keep the global economy from collapsing.

This is an absolutely unprecedented level of global leverage.

If the United States Navy parks a ship, one military loses power. If Filipino seafarers went on a sudden, synchronized global strike, the entire planet would freeze. Cargo ships would be stranded in the Panama Canal. Oil tankers would sit idle in the Persian Gulf. Global retail would run out of inventory in two weeks.

The Philippines doesn't own the cargo, and they don't own the ships. But they have achieved a complete monopoly on the human capital required to run the ocean.

Yet, despite holding the keys to the global economy, these seafarers are currently facing an existential threat. The European Union has repeatedly threatened to ban Filipino sailors, citing that local maritime academies are failing to meet international training standards.

The Philippines has built the ultimate geopolitical weapon, but they are critically underfunding the schools required to keep it.

JMG Joint Statement of Support for Filipino Seafarers

Amid the ongoing tensions in the Middle East and the designation of certain maritime areas as high-risk and warlike zones, including the Strait of Hormuz, the Joint Manning Group (JMG), an umbrella organization of the country’s leading maritime associations, has submitted a Joint Statement of Support for Filipino Seafarers to President Ferdinand “Bongbong” Marcos Jr. on 07 April 2026.

The Joint Statement underscores the JMG’s unwavering commitment to safeguarding the continued employment, protection, and overall welfare of Filipino seafarers, who remain a vital pillar of the global maritime workforce. It reaffirms the industry’s adherence to the highest standards of safety, security, and compliance with international maritime regulations, particularly in navigating high-risk environments.

In light of the evolving security situation, the JMG emphasized its close and proactive coordination with key government agencies, including the Department of Migrant Workers (DMW), the Department of Transportation (DOTr), the Department of Foreign Affairs (DFA), and the Maritime Industry Authority (MARINA), as well as with local and international partners and stakeholders. These collaborative efforts aim to ensure the timely provision of assistance, the issuance of relevant advisories and operational guidance, and the prompt repatriation of affected seafarers, when necessary.

Recognizing the indispensable role of Filipino seafarers, who comprise a significant portion of the global maritime workforce, the JMG called for sustained support and cooperation among all stakeholders and the government to ensure their safety and well-being.

The JMG remains steadfast in its mission to uphold the rights and welfare of Filipino seafarers, particularly during times of uncertainty, and to work closely with government and industry partners in addressing the challenges posed by the current global security situation.

The Department of Migrant Workers (DMW) reminded licensed manning agencies (LMAs) and shipowners to ensure the safety and security of Filipino seafarers by avoiding “warlike operations areas” and upholding their right to refuse sailing.

Migrant Workers Secretary Hans Leo J. Cacdac reiterated the call as projectiles hit three vessels in the Persian Gulf, two of which have Filipino crew on board—one with 21 Filipino seafarers and the other with 17. Fortunately, the crew are unharmed, and the ships are now in transit to safer ports.

“We have advised licensed manning agencies and ship owners to take care of our seafarers and to not put them in harm's way. We are constantly monitoring ships in the Middle East, and have ascertained the safety of 7,313 Filipino seafarers,” Secretary Cacdac said.

Filipino seafarers have the right to refuse sailing in warlike areas, which now include the Persian Gulf, Strait of Hormuz and Gulf of Oman following the declaration by the International Bargaining Forum (IBF).

“In line with the declaration made by international maritime labor authorities, sisiguruhin natin ang paggalang sa right to refuse sailing ng ating mga tripolante. And for our seafarers, please exercise your right if you feel the need to do so, without fear of job loss or charges ” Secretary Cacdac said. # # #

Following the recent escalation of hostilities between the United States and Iran in the Middle East, MARINA is closely monitoring the navigational status and positional data of Philippine-registered vessels operating in international waters.

As part of its ongoing oversight, MARINA has conducted an assessment of the Philippine-Registered Overseas Fleet (PROF), with particular attention to vessels operating within or transiting through areas of geopolitical concern.

In this regard, MARINA has issued Advisory No. 2026-08 directing shipping companies to strictly implement precautionary security measures in accordance with guidance from relevant international maritime authorities.

MARINA is closely monitoring the situation and urges shipping companies to remain vigilant and exercise caution. Philippine-registered ships are advised to avoid transiting the affected areas.

The status of affected Filipino seafarers is being monitored by the Department of Migrant Workers (DMW) and the Department of Foreign Affairs (DFA).

MARINA remains vigilant and ready to take further necessary measures to safeguard Philippine-registered vessels and Filipino seafarers.
