[Admin Dee] Good evening, everyone. May I have your attention, please? We have a serious matter to discuss involving one of our students.
As some of you know, a few of the administrators and moderators of the group [Universidad de Manila - Merlions] are alumni and students. I want to assure you that our identities are secure with these individualsโexcept for one, who was removed last April.
You may have noticed that Winter, Summer, Primo, and I have been removed as administrators and moderators from this group. It appears that someone among us leaked the identities of the administrators and moderators. While we are not personally in danger, I am deeply concerned about what has happened to one of them.
I was shocked to learn that this student was called to the Office of Student Discipline. Initially, he was unaware of the reason for the visit until he reached the Board of Discipline room, where he was informed that a complaint had been filed against him as a moderator of this group.
I cannot disclose all the details shared to me, but I am disturbed by how these officials treated the student while trying to gather information about our identities. He reportedly felt coerced when shown screenshots of alleged conversations between us four, was pressured to provide our personal information and was asked to open his social media account in front of these officials to prove his honesty. This treatment lasted almost an hour and caused him to the point of crying in front of these officials.
This behavior clearly violates Article 286 of the Revised Penal Code (Grave Coercion), they intimidate the student and compels him to act against his will, such as unlawfully gathering information about us.
Also, the officials claimed to have connections with someone in the Law Enforcement Agency who could issue a cyber warrant against this student, allowing access to his device and social media accounts. The physical and mental distress this situation has caused the student is extremely disturbing, the repeated intimidation, especially considering that it coincides with his preliminary exams.
Furthermore, these officials clearly misused their authority within the university to intimidate the student and failed to provide him with due process. There should have been a formal complaint and a proper procedure to ensure that the student's rights were upheld. This situation contradicts E.O. No. 170, 1969 (Manual of Student Rights and Responsibilities), and the Education Act of 1982 (Batas Pambansa Blg. 232), both of which require a respectful relationship between school authorities and students, safeguarding students' rights to fair treatment and a safe environment. CHED issues guidelines and memoranda that likewise protect student rights. These include academic freedom, and due process in cases of disciplinary proceedings.
The alleged complaint was never shown to him; rather, he was coerced while crying in that room to spill information. Which may result anytime for him to file a honorable dismissal.
Moreover, the act of gathering our personal information without our consent, as suggested by the screenshots, is a criminal offense as it violates our data privacy . I have a suspicion about who may be responsible for this, but I am still giving that person the benefit of the doubt. I do not understand his motive for acting as a "complainant," especially since we have not done anything wrong or posted anything against him nor anyone. I had my suspicions when this individual was removed by the administrators of the group and then continued to ask me to rejoin as a moderator, even though I no longer have access.
Lastly, I will support the student in seeking a psychological evaluation as these allegations have caused him mental anguish and anxiety. I hope the University officials can act on this matter and investigate the officials who interrogate the student.
