ON SYSTEMS LOSS:

*Filipino consumers deserve affordable and stable electricity across the country not just in Metro Manila - LABAN KONSYUMER INC*

Laban Konsyumer, Inc. (LKI) today called on the government to also look into the plight of many Filipinos in the country living with expensive yet erratic power supply instead of focusing its efforts at the cost of electricity in Metro Manila.

Metro Manila, being serviced by Meralco, has experienced close to uninterrupted power supply ever since.

While billing concerns has been the center of debate recently, government should not turn a blind eye to more Filipinos that are experiencing costly yet unreliable electricity in the provinces.

LKI said millions of Filipinos aside from living with high electricity rates, billing concerns, unreliable power supply, and poor service quality for years—long before the high rates issues of MERALCO became the subject of national headlines.

LKI noted that the current discourse has become disproportionately centered on MERALCO, creating the false impression that electricity affordability is a problem unique to Metro Manila.

“The electricity crisis should never been confined to Metro Manila as many consumers in the provinces have suffered longer,” LKI Convenor Jorge Bandola said.

Bandola cited publicly available data that show the top five highest residential electricity rates in the country — that went as high as P24 per kWh in June— are experienced by consumers in Busuanga Island, Kalinga, Catanduanes, Camiguin, Oriental Mindoro, Southern Leyte, Lanao del Norte and Aurora. Some are off-grid areas where consumers also contend with less reliable electricity service.

“Lawmakers conveniently ignore the fact that more consumers are paying higher electricity rates outside of Metro Manila and it seem convenient to them to always look at MERALCO whenever electricity rates becomes the topic of debate,” Bandola questioned.

LKI is not arguing that MERALCO should be exempt from scrutiny. Instead, all distribution utilities and electric cooperatives, including MERALCO, must always be held accountable. Consumers deserve transparency and accountability regardless of who their provider is. But accountability must be applied consistently and not selectively.

Bandola lamented that consumers in areas served by electric cooperatives have long remained at the margins of the national conversation.

“Families in many provinces have quietly endured some of the country’s highest electricity rates. Many have also had to live with recurring brownouts, unstable power supply, billing concerns, metering complaints, and service issues that receive little to no attention. These are not new problems. The difference is that these consumers have largely been invisible in policy discussions,” he said.

LKI further warned against reducing a national issue into what appears to be a Metro Manila debate as he urged the government, especially lawmakers, to craft solutions for Filipino consumers, not just for the voices that reach their echo chambers. Congress does not legislate for one franchise area because every law and every amendment they put forth affect the entire nation.

“Are they saying that consumers in countless provinces just have to wait because they do not generate enough headlines and that their concerns matter less because they do not generate the same noise,” Bandola, who is also a Broadcast Journalist said.

LKI acknowledged the efforts of the Energy Regulatory Commission (ERC) to consistently explain the factors affecting electricity rates, and bringing all other consumers to the conversation and making the discussions — and hopefully the solutions — logical and inclusive.

“The ERC has repeatedly emphasized that the factors driving electricity prices affect consumers across the country. We hope that policymakers will approach the issue with the same national perspective,” Bandola said.

“The measure of our commitment to consumer welfare is not how loudly we speak for those in the Metro Manila, but whether we are equally willing to stand up for consumers in every province, every island, and every community,” he concluded.

Laban Konsyumer sounds alarm over significant rate increases in the provinces

Laban Konsyumer has expressed concern over the significant electricity rate increases recently implemented in several provincial areas, including Iloilo, Negros, and other parts of the Visayas.

These increases place additional pressure on households and businesses already struggling with persistently high prices of basic goods and services.

While distribution utilities like More Power, Iloilo Electric Cooperative, and Negros Power may point to movements in generation and transmission charges as causes, they should also proactively cushion the effect of increases to consumers.

“Electricity is an essential service, and any increase in rates must always be accompanied by strong safeguards to protect consumers from undue burden,” Laban Konsyumer Convenor Jorge Bandola said.

Laban Konsyumer calls on the Department of Energy (DOE) to urgently and decisively address the recurring yellow and red alerts, particularly in the Visayas grid. These reflect structural challenges in ensuring adequate and stable power supply, and they must be addressed through both immediate interventions and long-term planning.

We emphasize that consumers, particularly in the provinces, often bear the brunt of these increases with less visibility in national discourse. It is critical that discussions and accountability measures do not remain centered solely on urban concerns, but instead reflect the realities experienced across all regions of the country.

Policymakers and lawmakers should also remember that consumer protection must be comprehensive and consistent. While we commend ongoing efforts to hold utilities accountable and promote transparency in the energy sector, such initiatives must not be selective or geographically limited.

“Accountability must apply across all distribution utilities and electric cooperatives and all regions, including those outside Metro Manila,” said Bandola. “Consumer relief must reach all Filipinos, not just those in highly visible areas.”

Laban Konsyumer expresses serious concern over the objective of the National Electrification Administration (NEA) in managing electric cooperatives (ECs), which appear to be gradually drifting away from the interests of member-consumers.

Example of which is the implementation of the Regional Procurement Hub (RPH), which centralizes key procurement decisions at the NEA level. Instead of strengthening cooperatives, this approach weakens their ability to respond to local needs.

NEA’s claim that the RPH promotes “efficiency” and “cost savings” is not enough, especially given the lack of clear explanation and meaningful consultation surrounding these policies. Under these circumstances, it is reasonable to ask: whose interests are ultimately being served?

NEA’s idea of centralization carries serious consequences which may lead to loss of autonomy among ECs, potential delays due to more bureaucratic processes, reduced flexibility in addressing local conditions, and the risk of procuring unsuitable materials. Ultimately, these issues will be felt by consumers through higher costs and poorer service.

More concerning is that this approach does not appear limited to the RPH alone, but reflects a broader pattern where transparency, accountability, and public participation are sidelined. Such a pattern only deepens concerns about whether these policies are truly aligned with the public interest.

As the true owners of electric cooperatives, member-consumers must have a voice in decisions that affect their future. NEA must remember that its mandate is not only to implement policies, but to ensure that these are fair, transparent, and genuinely serve the public.

In light of this, Laban Konsyumer calls on NEA to provide a clear and comprehensive explanation of its policies, including the RPH, to conduct open and meaningful consultations with ECs and their member-consumers, and to respect the principle that cooperatives are owned and governed by their members.

Electricity is a basic service. It must not be managed in a way that removes power from the very people who depend on it.

Without transparency and accountability, public trust will continue to erode—and it is the consumers who will ultimately bear the cost.

LABAN KONSYUMER SUPPORTS 20-PESO PER KILO RICE PROGRAM BUT...

Laban Konsyumer Inc., welcomes the Marcos administration's 20-peso per kilo rice program.

While we understand that the program is heavily subsidized, we commend the government's effort to push for the realization of this 2022 campaign promise.

We hope that other sectors will support the program at least until the subsidy lasts.

If expanded well, LKI believes that the program benefits all sector and not just the poorest of the poor communities.

For LKI, we support the administration's rice subsidy program instead of 'pouring' these resources to 'questionable ayuda' programs.

Similarly, LKI continue to encourage the Marcos administration to invest more on the development of agriculture in the country and cutting taxes on fertilzers and fuels and other farm inputs while bringing more investment in agro-industrial enterprises, agricultural by-products, fisheries and forestry.

This is to keep the momentum and make the 20-peso per kilo rice a truly sustainable program.

*LKI welcomes ERC decision on Meralco refund application; calls for timely action on rate reset of power distributors to maximize consumer benefits*

Laban Konsyumer Inc. (LKI) welcomes the Energy Regulatory Commission’s (ERC) decision that allowed MERALCO to proceed with its refund petition —a much-needed relief for millions of consumers.

“The P20-billion refund will be effective in the next three years, entitling residential customers with P0.20/kilowatt-hour reduction in electricity bills. This is a timely and positive development for the pockets of consumers already burdened by the rising costs of goods,” LKI Convenor Jorge Bandola said.

While we commend the ERC’s decision on this matter, we also urge the regulator to act swiftly on the long-overdue rate reset of MERALCO and other distribution utilities to maximize the benefits of timely regulatory reviews.

The years-long delays in the rate reset proceedings have hindered consumers from fully benefitting from the promised benefits of performance-based regulation, which is supposed to hold distribution utilities accountable for fair and reasonable power rates, as well as quality of service.

“In the interest of consumer welfare, we urge the ERC to conduct a review of electricity rates charged by other power distributors to ensure that all consumers—not just those being serviced by MERALCO—benefit from transparent and reasonable rates,” Bandola said.

“We will strictly monitor the rate reset proceedings and we expect the ERC to uphold consumer welfare by observing timeliness, fairness, and transparency in its regulatory actions,” he concluded. #
