EMBOA EMBOA was established to address local "problem areas" believed needing swift resolution.

Ermita-Malate Business Owners Association (EMBOA) is a private, non-profit association duly formed, organized and existing under Philippine laws, dedicated to the improvement of the business environment in Ermita and Malate, Manila. These issues include: 1) Strengthening Peace and Order; 2) Reclaiming "Walkable Sidewalk"; 3) Improvement of Street Lighting; 4) Enforcement of Proper Parking Regulations; 5) Flooding; 6) City Beautification.
