READ: The Bangko Sentral ng Pilipinas (BSP) and the International Monetary Fund (IMF) co-hosted the 2024 Systemic Risk Dialogue on 19-20 November 2024 in Mactan, Cebu.

In his welcome remarks, BSP Governor Eli M. Remolona, Jr. noted that the organizers deliberately took “the road less travelled” by focusing on the
non-bank financial sector and the emerging technological innovations. Governor Remolona noted that there are many aspects of systemic risk that the conference explored. The discussion on the non-bank financial sector, for example, recognized that “there is much diversity within [this] sector, just as there are interlinkages between non-banks and banks.”

The Governor likewise described technology as “an enabler for the non-bank financial market,…something that banks have embraced, and… is redefining the demands of the consumer.”

Bangko Sentral ng Pilipinas (BSP) Governor Eli M. Remolona, Jr. said the systemic risks posed by artificial intelligence (AI) and the growth of the non-bank financial sector are increasingly important issues for regulators.

While AI is redefining consumer demand by influencing behavior, preferences, and expectations, it also makes it easy to spread false narratives and herd mentality, the Governor said at the BSP-IMF Systemic Risk Dialogue on 19-20 November 2024 in Mactan, Cebu. Better communication is needed to counter this, he said.

Separately, Governor Remolona said the fast growth of the non-bank financial institutions (NBFIs) since the Global Financial Crisis is beneficial because it provides a complement and alternative to banks. The links between NBFIs and banks, and among NBFIs, produce new opportunities as well as risks, he said.

The Financial Stability Coordination Council ( ) has released its 2024 (FSR). It highlights the resilience and stability of the Philippine financial system despite global headwinds driven by geopolitical tensions and policy shifts.

The report underscores key factors that contributed to this stability. These factors include declining inflation, robust output growth, and ample international reserves. The Philippine banking system maintained ample capital and liquidity buffers, ensuring its capacity to absorb potential losses while continuing to support economic activity. Additionally, financial markets exhibited no signs of asset price misalignments, while enjoying strong domestic investor participation.

The Philippine financial system remained stable in 2025. Banks are well-positioned to lend and have sufficient capital to absorb unexpected losses.

This is the key finding of the Financial Stability Coordination Council (FSCC) in the 2025 Financial Stability Report. The report also cited pockets of risks that warrant close monitoring.

FSCC Chairman and Bangko Sentral ng Pilipinas (BSP) Governor Eli M. Remolona, Jr. said financial regulators will continue to enhance coordination to manage these risks. "We will sharpen our coordination by defining when to escalate issues and by clearly communicating our assessment of our respective regulated entities,” he said.
