Manila Girl Scout Council helps Filipino girls and young women, from 4 to 21 years of age, by inspiring and guiding them to attain the ideals of womanhood in terms of citizenship, character and moral values. Manila Girl Scout Council has been called "The Show Window of Girl Scouting in the Philippines", the place, being the nation's capital and the base of the founder for her organizational work
long before it was formally organized. Anthony's Girl Institution: the Ermine and Marguerite troops of Loreto College - first troops that spearheaded Girl Scouting in Manila, then registered with the Girl Scouts of the United States of America. In 1946, after the war, it was reported in August issue of GS Magazine that there were 37 troops in Manila and many more leaders are preparing their troops for investiture. On October 6, 1946 (November 1946 issue of GS Magazine) the Brownie Pack of Loreto College had its investiture and was recorded as the first registered and invested pack throughout the country. On January 25, 1947, Council was formally organized and Heilmann, former Commissioner in Alexandria, USA, before coming to the Philippines. Winifred Frei, Natalia Beltran, Jeanne Doughtery, Eva Ponce and Sally Bernardo. The Secretary - Treasurer was Mrs. Alberta Fonacier.
