| A STAND AGAINST PAX SILICA: PROGRESS MUST NOT BE AT THE EXPENSE OF THE FILIPINO PEOPLE

The FEU Central Student Organization recognizes the growing discussion surrounding the Philippines’ participation in the Pax Silica initiative and the proposed development of a high-technology industrial hub in New Clark City. While we recognize the opportunities this initiative may bring to the Philippines, we firmly believe that progress must not come at the expense of the Filipino people.

Pax Silica presents an opportunity for the Philippines to strengthen its position in the global technology industry. With its focus on semiconductors, artificial intelligence, advanced manufacturing, and critical supply chains, the initiative could attract investments, generate employment, develop Filipino talent, and contribute to the country’s long-term industrial development.

However, technological advancement and economic growth must not be pursued without regard for the people and communities who will experience severe consequences.

As the country moves toward greater participation in global technology and supply chains, it is equally important to ask who benefits from this progress and who may bear its costs. Questions surrounding land use, environmental sustainability, water and energy consumption, labor conditions, community displacement, and the country’s economic sovereignty deserve meaningful public discussion. Development cannot be measured solely by the amount of investment it attracts or the number of jobs it promises. It must also be measured by whether it creates dignified opportunities, strengthens local capacity, protects communities, and remains accountable to the Filipino people.

For the youth, this conversation is particularly significant. The decisions being made today will shape the economy, environment, and technological landscape that future generations will inherit. Filipino students and young professionals should not merely be prepared to become workers within a growing technology sector; they should be empowered to become researchers, innovators, entrepreneurs, policymakers, and leaders who can shape the direction of that sector themselves.

Our organization believes that the pursuit of innovation must go hand in hand with transparency, accountability, environmental responsibility, and meaningful community participation. The Philippines should welcome opportunities for technological advancement while also ensuring that the development would remain grounded in the national interest and will not come at the expense of Filipino communities.

Pax Silica must encourage a broader conversation about the kind of development the Philippines seeks to achieve.

FEUCSO stands for a future where innovation is inclusive, development is sustainable, and progress that leaves no Filipino behind.
