Women's Rights Online - Philippines WRO Philippines is part of the Women's Rights Online (WRO) research and advocacy network. However, there is a persistent, pernicious gender gap online.

The WRO network is comprised of women's rights and digital rights groups that aim to drive womenโ€™s empowerment through the web. The Internet and ICT are powerful tools to fight gender inequality and empower women around the world to claim their rights. WRO Philippines combines research, policy advocacy, and storytelling to tackle this challenge in the Philippines. We are part of the WRO network wo

For Cybersecurity Awareness Month, the Foundation for Media Alternatives launched a helpline where victims of technology-facilitated gender based violence (TFGBV) are assured a safe, confidential, and survivor-centered space. The helpline, managed by trained support staff who understand the complexities of TFGBV, provides confidential guidance to whoever needs it and will connect survivors to legal, psychosocial, and digital security resources.

Between January and June 2025, the Foundation for Media Alternatives (FMA) documented 57 new cases of online gender-based violence (OGBV) through media monitoring, survivor testimonies, and reports sent via its dedicated email channel.
Despite the harms they endured, many victim-survivors showed courage and determination in seeking justice and protection. With the support of concerned citizens and authorities, numerous cases were brought to agencies such as the PNP Anti-Cybercrime Group (PNP-ACG) and the National Bureau of Investigation (NBI), including its division primarily handling violence against women and children. Survivors also exercised their rights under laws like the Safe Spaces Act, filing civil complaints and taking personal steps to reclaim safety - reporting abusers to platforms, blocking offenders, or confronting them directly.

Their persistence and courage produced tangible outcomes, as survivorsโ€™ reports and cooperation with authorities prompted concrete law enforcement actions. These included coordinated entrapment operations, search and seizure of digital evidence, and the eventual arrest of perpetrators involved in various forms of online gender-based violence. These results not only delivered justice in individual cases but also demonstrated the collective power of survivors and advocates to challenge impunity, push institutions to act, and affirm that digital spaces must be made safer and more accountable.

The Philippine Commission on Women expresses deep concern over the alleged acts of sexual harassment committed by a member of the Manila City Council against a fellow councilor, as publicly disclosed during a regular session of the Sangguniang Panlungsod.

Sexual harassment and other gender-based offenses have no place anywhere, especially in public institutions. When committed by public officials, such acts become even more reprehensible, as they violate not only the rights of women but also the ethical standards that all public servants are sworn to uphold. Proven cases involving public officials may be treated as grave administrative offenses, which can result in suspension, dismissal, and sanctions, in addition to the penalties provided by laws.

Under the Safe Spaces Act (R.A. No. 11313) or the Bawal Bastos Law, gender-based sexual harassment in all spaces including workplaces and government institutions is punishable by law. This covers unwelcome remarks, gestures, or advances that demean, intimidate, or objectify women. Likewise, such behavior constitutes a violation of R.A. No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, which mandates public servants to perform their duties with professionalism, respect, and integrity. The intention of the offender is immaterial, according to the law. Thus, even if an accused claims that it was not his intention to sexually harass the victim, he remains guilty of sexual harassment under the law.

The Civil Service Commission (CSC) considers sexual harassment a grave administrative offense under CSC Resolution No. 01-0940 and the 2017 Rules on Administrative Cases in the Civil Service (RACCS). These policies make it clear that sexual harassment, whether between colleagues or otherwise, has no place in government service.

The PCW calls upon the City Government of Manila to ensure that these allegations are investigated promptly, fairly, and with due regard to the rights and welfare of all involved. While the PCW does not intervene in ongoing administrative or disciplinary proceedings, it underscores the duty of the concerned authorities to uphold womenโ€™s rights and ensure due process.

As Lingkod Bayan, all are called to act with integrity, live by the principles they uphold, and create a safe and respectful environment for women. All government institutions are likewise expected to strengthen their mechanisms for preventing and addressing sexual harassment in the workplace and to foster a culture of accountability, respect, and gender sensitivity. This includes the establishment of their respective Committee on Decorum and Investigation or CODI.

As the 18-Day Campaign to End Violence Against Women approaches, let us regard it not merely as an annual observance, but as a resounding call to confront the reality that violence against women persists โ€“ that no level of success, influence, or public service can shield women from the risks of harassment and abuse. It calls on everyone to help build a society where dignity and equality are upheld in all spaces.

FMA Launches Dedicated Helpline Email for Survivors of Technology-Facilitated Gender-Based Violence (TFGBV) on World Mental Health Day

In observance of World Mental Health Day, the Foundation for Media Alternatives (FMA) proudly launches a new, dedicated helpline email [email protected] offering a safe, confidential, and survivor-centered space for those affected by Technology-Facilitated Gender-Based Violence (TFGBV).

As digital spaces increasingly become sites of harm through cyberstalking, non-consensual image sharing, online harassment, doxxing, sextortion, and other forms of technology-facilitated abuse, survivors continue to face fear, stigma, and isolation. The mental and emotional toll of TFGBV is real and lasting. Through this initiative, FMA aims to help survivors find support, healing, and empowerment in reclaiming safety online.

A Safe Space in the Digital Age

The new TFGBV Helpline will:
โœจ๏ธProvide confidential guidance and psychosocial support for survivors of online abuse.
โœจ๏ธConnect survivors to legal, psychological, and digital security resources.
โœจ๏ธBe managed by trained support staff who understand the complexities of TFGBV and handle each message with empathy and care.

FMA commits to responding to messages within 24 to 48 hours (Mondayโ€“Friday). Survivorsโ€™ patience and understanding are deeply appreciated, as the team ensures each concern is addressed with sensitivity.
