NO GENUINE INDEPENDENCE UNDER U.S.-MARCOS REGIME: STATEMENT OF PUP OFFICE OF THE STUDENT REGENT THIS HINDIPENDENCE DAY 2026

The PUP Office of the Student Regent, as the highest representative body of the Iskolar ng Bayan, affirm the following truth with full academic and political conviction that Philippine independence remains a myth so long as the nation's economy, politics, military, and culture remain under the firm and continuing grip of imperialist United States of America and its allied powers. We issue this statement to clarify the struggle ahead and to recommit ourselves to the unfinished project of genuine national liberation.

Economically, the country remains trapped by foreign debt, unequal trade agreements, and labor export that benefit the interests of other countries over Filipino workers and farmers. Politically, Philippine foreign policy consistently serves U.S. strategic objectives, with treaties like Enhanced Defense Cooperation Agreement (EDCA) and the Visiting Forces Agreement (VFA) subordinating national sovereignty to imperial interests. Additionally, the presence of U.S. bases and troops on Philippine soil under these agreements transforms the Armed Forces of the Philippines into a proxy force for American regional ambitions rather than a genuine defender of our territory. Culturally, the colonial mentality persists through an education system that privileges English over mother tongues and media that glorify U.S. lifestyles while marginalizing Filipino identity.

Therefore, the PUP Office of the Student Regent rejects the characterization of the Philippines as an independent nation while neocolonial structures persist across the country. We affirm that genuine independence must be won through the organized struggle of the Filipino people, led by the working class and peasants, including the Iskolars ng Bayan.

Genuine independence requires a nation free from intervention, and the will of the Filipino people is supreme. Genuine independence demands the nullification of the VFA and EDCA, the removal of all foreign troops and bases, and a defense posture that prioritizes territorial integrity and national interest over imperial proxy warfare. Genuine independence requires a national industry that truly serves the Filipino, a genuine land reform for our farmers, a nationalist, scientific, and mass-oriented education for the youth.

We declare that until such time as the Philippines achieves substantive independence—economic, political, military, and cultural—the PUP Office of the Student Regent will not participate in rituals that celebrate independence as a myth. Instead, we will organize for its realization.

Ngayong Araw ng Kalayaan, iniimbitahan ang mga Iskolar ng Bayan na ipagpatuloy ang ating laban para sa pambansang demokrasya at para itakwil ang dominasyon ng mga imperyalistang bansa sa ating bayan.

Hindi tunay na malaya ang Pilipinas kung hanggang ngayon ay malayang nakakapasok ang mga polisiya at proyekto ng US na lalong nagpapahirap sa sambayanan.

Noong May 5, nakita natin ang lantarang pambabastos ng US sa soberanya ng ating bansa sa pagpapalipad ng Tomahawk Missile na dumaan sa ilang bahagi ng bansa. Pinapakete ng US bilang isang regalo ang Pax Silica, ngunit sa katotohanan ay malaki lamang itong banta sa seguridad ng bawat isang Pilipino dahil ginagawang lunsaran ng mga gawaing pandigma ang Pilipinas.

Dagdag pa, idinaos din ang Balikatan Exercises 2026 para maglunsad ng pagsasanay sa ating bansa ang US, upang ihanda ang kaniyang militar sa gera at ihanda ang ating bansa bilang lunsaran ng digma sa pagitan ng iba pang imperyalista.

Hindi dapat pahintulutan ng mamamayang Pilipino ang pambabastos na ito. Hindi dapat maging lunsaran ng gera ang ating bansa, at dapat lamang na tutulan ng mamamayan ang gerang ganansya lamang ng iilan!

ADVISORY | PRINTING OF CERTIFICATE OF CANDIDACY (COC) FOR YEAR-END GRADUATIONS (JUNE 15 – JULY 15, 2026)

The PUP Office of the Student Regent (PUP OSR) respectfully informs all graduating students that the printing of the Certificate of Candidacy (COC) for Year-End Graduation will be conducted from June 15 to July 15, 2026.

All prospective graduates are required to ensure the following prior to printing their COC:
• Attainment of “Final Evaluation” status on PUPSIS for the Graduation Application
• Completion and official posting of all final grades

Please be advised that the Certificate of Candidacy (COC) is a mandatory document for inclusion in the official list of Candidates for Graduation. Failure to secure and print the said document within the prescribed period may result in complications regarding graduation eligibility.

Furthermore, all graduating students are strongly encouraged to settle any outstanding academic and non-academic deficiencies at the earliest opportunity to prevent delays or issues during the printing period.

For further clarification and assistance, students are advised to coordinate with their respective colleges or the concerned university offices.

UPDATE | COLLECTIVE ACTION TRIUMPH AND RESOLUTIONS FROM THE DIALOGUE ON HANDS-ON DEPARTMENTAL EXAMINATIONS

​The walkout protest staged by the Teknolohistas ng Bayan yesterday, June 10, achieved a historic victory. More than 200 students walked out to oppose the unreasoned and arbitrary policies regarding the Hands-On Departmental Examinations in CCIS, which followed weeks of unilateral academic calendar revisions and continuous rescheduling by the local administration without student consultation.

​Following this collective action, the Office of the Vice President for Academic Affairs (OVPAA) and the CCIS Local Administration formally acknowledged the lack of consultation and the adverse impact of the scheduling shifts, including the abrupt rescheduling of today's Second Year IT (OOP) Hands-On deptals.

​Consequently, the administration has laid down the following resolutions:

1. ​Departmental Examination Schedule. The First Year Hands-On deptals (ComProg2), Second Year Hands-On deptals (OOP), and the remaining Second Year Handwritten deptals will all be held next week. This upcoming week will be dedicated EXCLUSIVELY to Departmental Examinations to prevent academic overload.

2. ​Protection for Participants. All First-Year students who joined the walkout, as well as those who completed their deptals yesterday, are permitted to take or retake the examination next week. The administration guarantees that no student will receive a grade of zero (0) for participating in the peaceful protest to assert their rights.

3. ​Academic Load Adjustments. Second Year Handwritten deptals will proceed as originally scheduled. Additionally, the OVPAA will coordinate with instructors holding individual final outputs or assessments to move them to the final week of the semester, ensuring next week remains solely for deptals.

4. ​Extension of Deadlines. To grant professors adequate time to grade the departmental examinations, relevant offices will work to extend the deadline for the inputting of grades for non-graduating students.

5. ​On the Departmental Fee. Both parties agreed to prioritize the removal of the PHP 7.50 deptals fee, aiming to make the examinations entirely free next budget deliberation, consistent with the policy implemented in the College of Accountancy and Finance (CAF).

6. ​Mandatory Consultations. The administration is considering implementing regular and comprehensive student consultations prior to scheduling future deptals, specifically starting next academic year, to prevent unilateral policy updates.

​The CCIS Student Council extends its progressive gratitude to the PUP Sentral na Konseho ng Mag-aaral (SKM) President and the PUP Office of the Student Regent (OSR) for actively standing in solidarity and joining the local student body during this critical dialogue.

​Further, the CCIS Student Council clarifies that all scheduling changes are not final decisions made by the Council. Rather, the Council serves as a bridge to convey the diverse academic realities and conditions of First Year and Second Year (IT and CS) students.

​While these initial resolutions are a positive outcome of the dialogue, the Council and student representatives firmly maintain that the current departmental examination system is not a genuine metric for quality education. Historically, CCMIT/CCIS deptals have remained unchanged for decades instead of being decentralized to individual professors who understand their classes best.

​Furthermore, CCIS students lack adequate laboratories, facilities, and equipment for Hands-On deptals due to budget constraints, forcing the college to borrow resources from other departments.

​The continuous implementation of deptals remains highly questionable, especially as students have protested this policy for three years, culminating in yesterday's walkout. The PUP Administration, along with other colleges implementing similar policies, must immediately address this call for institutional academic reform.

​To thoroughly discuss these developments and outline our next steps, all students—particularly First-Year and Second-Year students—are strongly urged to attend the upcoming consultation.

TINGNAN | Kahapon, June 9, 2026, nakiisa ang PUP Office of the Student Regent sa mga Iskolar ng Bayan, at mariing ipinapahayag na ang Pride ay isang protesta sa pinangunahang pagkilos ng BAHAGHARI PUP.

Kasama ang mga Iskolar ng Bayan, mariing pinaninindigan ng PUP Office of the Student Regent na hindi dapat makulong sa selebrasyon ang Pride—ito ay isang patuloy na pakikibaka. Nakikiisa kami sa komunidad ng LGBTQIA+ sa pagsusulong ng pagkakapantay-pantay, pagtatanggol sa karapatang pantao, at pagbuo ng isang lipunan kung saan ang bawat isa ay maaaring mabuhay, matuto, at umunlad nang malaya mula sa diskriminasyon.

Pinaninindigan namin na ang laban para sa karapatan ng LGBTQIA+ ay hindi mapaghihiwalay sa laban para sa abot-kaya at dekalidad na edukasyon, demokratikong espasyo ng mag-aaral, at katarungang panlipunan. Patuloy nating isinusulong ang dagdag na pondo para sa edukasyon, ang pagtutol sa bogus na NPU Bill, ang agarang pagpapatibay at pagpasa ng SOGIE Equality Bill, ang pagpapaigting ng gender-responsive at inclusive na mga patakaran sa loob ng Sintang Paaralan, at pananagutan mula sa mga nasa kapangyarihan sa lahat ng usaping may direktang epekto sa ating mga komunidad.

OFFICIAL STATEMENT OF FULL SOLIDARITY WITH CCIS STUDENTS AGAINST UNJUST AND ANTI-STUDENT EXAMINATION POLICIES

The PUP Office of the Student Regent stands in full and unyielding solidarity with the students of the College of Computer and Information Sciences (CCIS) and Teknolohista ng Bayan as they prepare to walk out today, 10 June 2026, against the CCIS administration's continued imposition of unjust, anti-student, and anti-education hands-on departmental examinations.

Let there be no mistake: this is not a simple student disruption but a justified act of resistance against a system that has long abandoned the welfare of the learners it claims to serve. For years, CCIS students have suffered under a departmental examination system that is arbitrary, disconnected from actual classroom instruction, and cruel in its consequences, marked by inadequate laboratory facilities, unconsulted and chaotic changes in exam arrangements, predatory examination fees collected despite poor services, and the relentless academic pressure imposed by a rigid and indifferent administration—hallmarks of an institution that has prioritized compliance over compassion.

The administration has been warned, as students have repeatedly engaged in dialogues, submitted appeals, and exhausted all democratic channels, yet the first day of these examinations will proceed today, June 10, as scheduled without a single meaningful reform or concession to student welfare—and that is not leadership but provocation. The Office of the Student Regent therefore declares its full support for the walkout protest today, recognizing it as a legitimate exercise of the students' fundamental constitutional rights to assembly and expression.

We demand the immediate and unconditional postponement of the first day of hands-on departmental examinations; a genuine review and reform of the departmental examination system conducted with mandatory student representation and consent; the abolition of all examination fees that place additional burden on students and their families; and the immediate upgrading of laboratory facilities and equipment to match the actual demands of instruction and assessment.

We call on all academic units across the PUP system to stand in solidarity with CCIS students, for the issue of unjust assessment systems is not isolated to one college but a university-wide sickness requiring a university-wide fight. We inform the administration against any form of retaliation, intimidation, or red-tagging against student leaders and participants in the walkout, as any disciplinary action taken against protesting students will be met with the full resistance of this Office, including legal and administrative remedies. We further direct the University Administration to sit down with student representatives on an equal footing rather than in mock dialogues that preordain outcomes, and publish a concrete timeline for systemic reforms within seven days.

The Teknolohistas ng Bayan are not asking for special treatment—they are asking for justice, for dignity, and for an education system that does not crush them under the weight of its own incompetence. Today, history will be written, and the Office of the Student Regent will be there not as spectators nor as mediators but as combatants in the same struggle.

Ngayong araw, pormal nang binubuksan ang nominasyon para sa susunod na Rehente ng Mag-aaral ng Politeknikong Unibersidad ng Pilipinas.

Sa gitna ng patuloy na krisis sa edukasyon at lipunan, higit kailanman ay kinakailangan ang isang lider-estudyanteng may malinaw na paninindigan, handang tumindig para sa demokratikong karapatan ng mga Iskolar ng Bayan, at may tapang na dalhin ang kanilang tinig sa loob at labas ng Lupon ng mga Rehente ng Sintang Paaralan.

Hinihikayat ang lahat ng Iskolar na magmungkahi ng mga karapat-dapat na nominado mula sa hanay ng mga Pangulo ng Konseho ng Mag-aaral sa buong PUP para sa paghahanap ng ika-20 Rehente ng Mag-aaral ng PUP.
