The forthcoming Senate impeachment trial of Vice President Sara Duterte will be among the most important constitutional proceedings in recent Philippine history. Its legitimacy will depend not only on adherence to legal procedures but also on the confidence of the Filipino people that the process is fair, impartial and free from political influence.
For this reason, the Global Transparency and Transformation Advocates Network (GTTAN) respectfully urges the Senate to designate a presiding officer whose independence and neutrality are beyond reasonable question.
Many Filipinos continue to harbor serious concerns regarding Senate President Francis โChizโ Escudero's handling of the impeachment process during his tenure as Senate President. His actions have been widely criticized as contributing to delays in the proceedings. Moreover, a substantial segment of the public perceives him as politically aligned with the Duterte camp.

In proceedings of such profound national significance, ๐ฃ๐ฎ๐ฌ๐ญ๐ข๐๐ ๐ฆ๐ฎ๐ฌ๐ญ ๐ง๐จ๐ญ ๐จ๐ง๐ฅ๐ฒ ๐๐ ๐๐จ๐ง๐ - ๐ข๐ญ ๐ฆ๐ฎ๐ฌ๐ญ ๐๐ฅ๐ฌ๐จ ๐๐ ๐ฌ๐๐๐ง ๐ญ๐จ ๐๐ ๐๐จ๐ง๐. The Senate must therefore avoid any arrangement that could cast doubt on the integrity, fairness and credibility of the trial.
The Filipino people deserve an impeachment process that is transparent, impartial and worthy of public confidence. Whatever the outcome may be, it must be accepted as the product of a proceeding free from any appearance of bias or conflict of interest.
At a time when trust in public institutions is fragile, the Senate must take every reasonable step to strengthen, not weaken, public confidence in the rule of law.
