Pie Mabanta-Fenomeno
President, SIGNIS Philippines
Metro Manila

Pie Mabanta-Fenomeno is a Development Communication Strategist and Educator who specializes in the science of social behavior change.

Currently, she serves as the Partnership and Resource Mobilization Manager for the Ramon Magsaysay Award Foundation and is the President of SIGNIS Philippines.

For over 16 years, Pie served in senior leadership at the Communication Foundation for Asia (CFA), rising from Head of Electronic Media to Executive Director until 2025. During this tenure, she steered the organization beyond traditional production, establishing it as a center for Training and Empowerment. She is the architect of the "Think Talk Take" workshop, a pioneering multisectoral design that successfully brought together Civil Society, the Academe, and Media practitioners to foster collaborative advocacy.

Pie distinguishes herself from typical media practitioners by marrying theory with grounded practice. She engages directly with communities—from the Alangan-Mangyan tribes to CaBustampro pastoral workers—ensuring that her strategies are not just "captured stories" but lived realities. Her work ranges from developing the Tibok-Pinoy modules for PPCRV to managing biodiversity conservation with USAID, proving that communication is a driver of social change.

She complements her strategic work with an award-winning creative portfolio. She produced the CMMA-winning music album Awit ng mga Bagong BIDA (born from a youth campaign on Good Governance) and the indie film Maskara. She also wrote and directed Mga Pastol sa Sabsaban (Best Long Film, Pasig CMMA) and the Tight Spaces Trilogy. This unique blend of "science and art" allows her to guide participants not just on what to say, but on the psychology of how to be heard.
