Bet Mo SNCAT is under TESDA by virtue of RA 9162 otherwise known as the General Appropriations Act of 2002.

SNCAT was converted into college on March 21, 1983 by virtue of Batas Pambansa Blg. 358 “An act converting the Mainit National Agricultural High School in the Municipality of Mainit, Province of Surigao del Norte, into a college of Agruculture and Technology to be known as the SURIGAO DEL NORTE COLLEGE OF AGRICULTURE AND TECHNOLOGY and appropriating funds therefore”. Since 1972 when it was created

as an agricultural school, it regularly offers technical courses and skills training services aside from its usual instruction, production, extension and research functions. As a long agri-fishery college in the province of Surigao del Norte, SNCAT is very instrumental in catering the training needs of agri-fishery and agro-industrial fields. In a bid to take part in the strengthening of the Technical Vocational Education and Training (TVET), SNCAT opted to be with Technical Education and Skills Development Authority (TESDA) by offering more technical courses that are responsive to the needs of the farmers, fisherfolks and other constituents of the community. Through this policy shift, it is generally perceived that SNCAT could be in better position to serve its clienteles, stakeholders, partners and providers more effectively and progressively. To date, the school is already operation in seven campuses in the mainland and island parts of Surigao del Norte offering 24 registered regular non-degree courses and short-term programs. In its pursuit to produce globally competitive students, instructors and trainors equipped with recent information and communication technology and better serve its prospective clienteles, the college tried its best to acquire internet connectivity in partnership with the Local Government Unit of Surigao City and luckily became a recipient of Techno-Gabay project through the Mangrove Farmers Information Technology Services (MFITS). Just recently, packages of ICT equipment were delivered to SNCAT-IMSF Day-asan Campus courtesy of Knowledge Networking for Enterprising Agricultural Communities or K-AGRINET. It likewise strengthens its linkages with the Caraga Consortium for Agriculture, Forestry and Resources Research Developmetn (caraga CARRD) to have easy and faster access on up-to-date agriculture. Section 1, Article XIV of the 1987 Constitution provides that; The State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all;

Sub-section 1, Section 2, Article XIV of the 1987 Constitution provides that; The state shall establish, maintain, and support a complete, adequate and integrated system of education relevant to the needs of the people and society; and sub-section 4; That the State shall encourage non-formal, informal, and indigenous learning systems, as well as self-learning, independent, and out-of-school study programs particularly those that respond to community needs.
