Social Innovation in Health Initiative - Philippines

Social Innovation in Health Initiative - Philippines A multi-stakeholder collaboration to advance community-based social innovation in health by strengthening the capacity of low-and-middle income countries.

Over the past century, great advances have been achieved by innovation in medical and scientific domains, leading to many new ways to support the diagnosis and treatment of disease. However, despite this progress and availability of means and methods to treat and cure disease, over 1 billion people globally are unable to receive the benefits of these proven and existing advances. This is due to the absence of inclusive, effective and affordable healthcare delivery systems. Now more than ever, a new lens is required by all actors to address these basic systemic, organisational and individual challenges that hinder our communities from achieving their optimal potential. A realisation from current approaches to improve healthcare delivery is the frequent failure of well-designed policies and programmes. One-size-fits-all strategies have failed to address the cultural and contextual nuances. They have often been centred on addressing the perceived and not the lived reality of people and communities. Sustainability and longevity of these interventions have been challenged and the desired impact has not been achieved. Moving into the next decade, underpinned by the Sustainable Development Goals, new approaches and methods are imperative to engage communities and all sectors in a collaborative identification, creation, and implementation process. Transformative change is possible. We have to challenge our existing paradigms, embrace new ways of doing and drive systemic progress through interventions and individuals. Community-based social innovation is a unique lens and approach to tackling complex healthcare delivery challenges. It combines best practices across a range of disciplines. It finds novel ways to implement comprehensive solutions by engaging and collaborating with actors across hierarchies and sectors. The outputs are in interventions and process: interventions that make healthcare delivery more inclusive, effective and affordable and a process that fosters internalised change in people. The outcomes are sustainable and scalable social innovation that strengthens health systems globally. (Van Niekerk, L; Halpaap, B; SIHI 2015)

The ISIH will nurture the social innovation in health ecosystem in the Philippines by supporting the development and scaling of local health solutions through research and capacity building activities to strengthen health systems and improve health outcomes.

The NTCAEHR will continue to advance capacity building in applied ethics in human research and advocate for ethical research as a cornerstone of national policies and funding priorities, as it has in the past 21 years.

With the approval of these new units, NIH now has 13 institutes and 6 centers, further expanding its capacity in health research, training, and capacity building.

This milestone reflects the continued efforts of NIH to expand its work and build a stronger health research community

The Social Innovation in Health Initiative (SIHI) Philippines was launched in 2017 with the support of TDR, the Special Programme for Research and Training in Tropical Diseases. Since then, it has been working to identify and advance social innovations in health in the Philippines through research, capacity strengthening, collaboration, and knowledge sharing. In 2024, SIHI Philippines transitioned to the Program for Social Innovation and Entrepreneurship in Health (PSIEH) under the Institute of Clinical Epidemiology, University of the Philippines Manila National Institutes of Health (UP Manila-NIH), and is now progressing toward institutionalization as an independent institute.
On August 8, 2026, the SIHI Global Secretariat, led by Dr. Meredith del Pilar-Labarda, together with representatives from SIHI Malawi, SIHI Philippines, SIHI South Africa, SIHI Uganda, and SIHI UNC, paid a courtesy call on UP Manila Chancellor Dr. Michael Tee at the Henry Sy Sr. Medical Sciences Building. The visit followed the Towards Unity for Health (TUFH) 2026 Conference, hosted by UP Manila from August 4 to 7, 2026, which included the SIHI Summit.
The delegation was welcomed by members of the UP Manila community, including Dr. Leslie Dalmacio, Vice Chancellor for Research and Extension; Dr. Marissa Alejandria, Director of the UP Manila National Institutes of Health; Dr. John Mark Velasco, NIH Deputy Director; and Dr. Mary Ann Lansang, SIHI champion.
The gathering provided an opportunity to exchange updates and perspectives on the continuing growth of SIHI, particularly its ongoing transition toward institutionalization within the NIH. It also strengthened the connection between the global SIHI network and UP Manila, as partners reflected on how social innovations can be further supported as sustainable approaches to improving health and promoting health equity.
More than a meeting, the courtesy call was a meaningful opportunity to reconnect with SIHIโ€™s shared purpose and the communities at the heart of its work. As SIHI continues to grow within the University, the discussions emphasized the importance of remaining grounded in its original purpose, serving communities, honoring the vision of those who came before, and ensuring that its roots continue to grow deeper.

For four days in Manila, health professionals, educators, students, researchers, and health experts from around the world did more than exchange ideas on health equity. They experienced the Philippines. They visited communities and health programs, listened to local experiences, joined discussions on the future of the health workforce, shared Filipino food, watched cultural performances, and built relationships that extended beyond the conference rooms. Through it all, one Filipino idea kept returning to the center of the gathering: Bayanihan.

The Network: Towards Unity for Health (TUFH) 2026 conference brought together 377 participants from 37 countries under the theme, โ€œBayanihan for Health Equity: Co-Creating Social Innovations for Responsive & Resilient Health Systems.โ€
