𝐑𝐄𝐀𝐃: 𝐍𝐨 𝐝𝐞𝐥𝐚𝐲𝐬 𝐚𝐥𝐥𝐨𝐰𝐞𝐝 𝐨𝐧 𝟏𝟑𝐭𝐡-𝐦𝐨𝐧𝐭𝐡 𝐩𝐚𝐲—𝐃𝐎𝐋𝐄

Department of Labor and Employment (DOLE) Secretary Bienvenido E. Laguesma signed Labor Advisory No. 16, Series of 2025, on November 15, to remind private employers to release the mandated 13th-month pay on time, bringing hope for workers during the holiday season.

The labor advisory is issued pursuant to Presidential Decree No. 851 (1975), signed by then-President Ferdinand E. Marcos, Sr., which directs the timely release of the mandatory benefit, and reinforced by the current administration of President Ferdinand R. Marcos, Jr.

As we celebrate the much-anticipated Paskuhan Season at the University, we would like to inform the Thomasian community about the parking changes 𝐨𝐧 𝐍𝐨𝐯𝐞𝐦𝐛𝐞𝐫 𝟐𝟖, 𝟐𝟎𝟐𝟓 𝐚𝐧𝐝 𝐨𝐧 𝐃𝐞𝐜𝐞𝐦𝐛𝐞𝐫 𝟏𝟖, 𝟐𝟎𝟐𝟓.

𝐏𝐚𝐫𝐤𝐢𝐧𝐠 𝐬𝐥𝐨𝐭𝐬 𝐚𝐫𝐞 𝐥𝐢𝐦𝐢𝐭𝐞𝐝 𝐚𝐧𝐝 𝐚𝐯𝐚𝐢𝐥𝐚𝐛𝐥𝐞 𝐨𝐧 𝐚 𝐟𝐢𝐫𝐬𝐭-𝐜𝐨𝐦𝐞, 𝐟𝐢𝐫𝐬𝐭-𝐬𝐞𝐫𝐯𝐞𝐝 𝐛𝐚𝐬𝐢𝐬 𝐚𝐭:

𝐀. 𝐍𝐨𝐯𝐞𝐦𝐛𝐞𝐫 𝟐𝟖, 𝟐𝟎𝟐𝟓 (𝐅𝐫𝐢𝐝𝐚𝐲) │ 𝐎𝐩𝐞𝐧𝐢𝐧𝐠 𝐨𝐟 𝐂𝐡𝐫𝐢𝐬𝐭𝐦𝐚𝐬 𝐋𝐢𝐠𝐡𝐭𝐬 𝐚𝐧𝐝 𝐓𝐮𝐧𝐨𝐠 𝐓𝐨𝐦𝐚𝐬𝐢𝐧𝐨
- 𝐄𝐯𝐞𝐧𝐭 𝐕𝐞𝐧𝐮𝐞𝐬: Tunog Tomasino will be held at the Open Field near Osmeña Drive, while the Lighting of the UST Manila campus will be held at the Plaza Mayor.
- 𝐖𝐡𝐨𝐥𝐞-𝐃𝐚𝐲 𝐑𝐨𝐚𝐝 𝐂𝐥𝐨𝐬𝐮𝐫𝐞: Tamayo Drive and Arellano Drive will be closed to vehicular access for the whole day.
- 𝐀𝐟𝐭𝐞𝐫𝐧𝐨𝐨𝐧 𝐑𝐨𝐚𝐝 𝐂𝐥𝐨𝐬𝐮𝐫𝐞:
• The Millennium Gate (Gate 4) along España Blvd. may still be used as an entry point for vehicles from 6:00 a.m. until 1:00 p.m.
• Osmeña Drive and Quezon Drive will be closed to vehicular access from 2:00 pm onwards. Only authorized vehicles for emergency, security, and event logistics shall be permitted to enter the aforementioned streets.
- 𝐁𝐢𝐜𝐲𝐜𝐥𝐞𝐬 𝐚𝐧𝐝 𝐄-𝐒𝐜𝐨𝐨𝐭𝐞𝐫𝐬: Bicycles and e-scooters are permitted but must be parked only in designated racks.

𝐁. 𝐃𝐞𝐜𝐞𝐦𝐛𝐞𝐫 𝟏𝟖, 𝟐𝟎𝟐𝟓 (𝐓𝐡𝐮𝐫𝐬𝐝𝐚𝐲) │ 𝐈𝐧𝐠𝐫𝐞𝐬𝐬 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐔𝐒𝐓 𝐏𝐚𝐬𝐤𝐮𝐡𝐚𝐧 𝐂𝐨𝐧𝐜𝐞𝐫𝐭
- 𝐖𝐡𝐨𝐥𝐞-𝐃𝐚𝐲 𝐑𝐨𝐚𝐝 𝐂𝐥𝐨𝐬𝐮𝐫𝐞: Event Zones, such as Osmeña Drive (along the Open Field), Arellano Drive, Tamayo Drive, and Quezon Drive will be closed to vehicular access from 6:00 a.m. to 10:00 p.m.
- 𝐄𝐯𝐞𝐧𝐭 𝐬𝐞𝐭-𝐮𝐩: Heavy equipment, stage setup, and sound/lighting rigs will be moved into campus; internal roads must remain unobstructed.
- 𝐎𝐧-𝐜𝐚𝐦𝐩𝐮𝐬 𝐏𝐚𝐫𝐤𝐢𝐧𝐠 𝐋𝐢𝐦𝐢𝐭𝐚𝐭𝐢𝐨𝐧: Parking inside the campus will be highly limited; University staff & students are strongly advised to consider alternative transport.
- 𝐎𝐟𝐟𝐢𝐜𝐞 𝐃𝐞𝐥𝐢𝐯𝐞𝐫𝐢𝐞𝐬: Delivery trucks for offices will follow rerouted access through the Dapitan Gate only (until 10:00 a.m.).
- 𝐁𝐢𝐜𝐲𝐜𝐥𝐞𝐬 𝐚𝐧𝐝 𝐄-𝐒𝐜𝐨𝐨𝐭𝐞𝐫𝐬: Bicycles and e-scooters are permitted but must be parked only in designated racks.
