The Quezon City Association of the Deaf (QCAD) successfully held its first historic event in collaboration with Deaf senior citizen residents of Quezon City, while also warmly welcoming participants from outside the city. The event, titled “Post-New Year: BACK TO THE MEMORIES OF OIR SILENT WORLD,” took place on February 21, 2026, at the Komisyon sa Wikang Filipino office in Harvest Corporate Center, Cubao, Quezon City.

It was a joyful and meaningful gathering filled with engaging activities. Participants thoroughly enjoyed the 70s costume contest, raffles, games, and opportunities for social interaction.

One of the highlights of the program was the presentation by Dr. Liza Martinez, who shared a collection of old VHS videos that had been converted into digital format. These videos brought back treasured memories, allowing senior participants to reconnect with their past. Many also shared their lived experiences, including stories of working as Deaf employees in institutions such as the post office.

We extend our sincere gratitude to our generous sponsors: KAWA Philippines, OD OverDoughs, and Angel’s Burger for the food; the Komisyon sa Wikang Filipino for providing the venue; and the Quezon City Persons with Disability Affairs Office for the powdered milk support. We also thank Mr. and Mrs. Raniel Pabillare, Mx. Kristina Miranda, Mr. Frederic Pardo, Ms. Rowena Calvecillas, and Anonymous for their generous contributions of prizes, and Ms. Carolyn Dagani for the raffle items.

My name is Andre Francisco, and I am the Vice President for External Affairs of UP Supporting PWDs Through Exercise and Recreation (UP SUPER), a student organization from the University of the Philippines Diliman dedicated to advocating for inclusivity and accessibility for persons with disabilities.

Good afternoon! Apologies for the long delay, but just to recap our meeting last month, we discussed our desire to conduct an FSL workshop. Since then, we have found a community to help and have developed a three-day plan as requested by the Sta. Maria della Strada Parish - LNA Scholars (the chosen community). We would like to hire a speaker for each day of this workshop for these coming weeks.

Important details of the workshop:
1. To be conducted on Sundays (due to the availability of LNK Scholars)

QCAD President Ms. Carolyn Dagani attended the 2nd Regular Meeting of the Special Committee TWG on Persons with Disabilities, representing the Philippine Federation of the Deaf (PFD). She participated on behalf of the Quezon City Association of the Deaf (QCAD), an ordinary member organization of PFD.

During the discussion on House Bill No. 3671 (substitute bill), titled:
“An Act institutionalizing nationally declared and internationally aligned observances for the Filipino Deaf community, strengthening the promotion and development of Filipino Sign Language, recognizing Deaf history, culture and advocacy, and providing funds therefor.”

Unfortunately, there was no opportunity for proper discussion.

Although the committee invited comments, the approval process was rushed. A congressman immediately moved for approval without providing sufficient time for objections.

Both the QCAD–PFD representative, Carolyn Dagani, and the KWF representative, Patrick Ablaza, raised their hands to express their concerns. Mr. Ablaza even respectfully called attention and apologized for the urgency—yet our voices were not acknowledged.

The meeting then quickly proceeded to the next agenda.

This experience was deeply disappointing.

Nevertheless, we remain committed to standing firm and advocating for the rights of the Filipino Deaf community—especially our call for the recognition of Deaf Rights Month, not just Deaf Awareness Week.

QCAD President Carolyn Dagani and Secretary Dx Rafa Domingo attended the 11th Purple Action Day last March 2, 2026 at Liwasang Diokno, CHR SAAC Building, Commonwealth Avenue, Quezon City.

Deaf employees from QC PDAO also joined, together with various women’s organizations, in celebrating Women’s Month.

The students from UP Advocates for Literacy Education (UP ALE) invited President Carolyn Dagani and Vice President Jerome Tanimura of the Quezon City Association of the Deaf as resource signers for their ACLE 2026 at the UP College of Education last February 24, 2026.

There were 100+ students who attended, plus viewers on Facebook Live. We shared a short presentation about Filipino Sign Language (FSL) as a lifeline in education and also talked about RA 11106. Many of the students were not familiar with it, so it was great to raise awareness.

We also did a quick Deaf Awareness Orientation and started a basic FSL lesson. The students were very excited and eager to learn FSL signs!

Big thanks to UP ALE for inviting us and for the Certificate of Appreciation. Hoping for more collaborations in the future!

The Honor Society of Mapúa (HSM), Intramuros invited Deaf Guest Signers Ms. Carolyn Dagani from the Quezon City Association of the Deaf (QCAD) and Ms. Victoria Sakilayan from the Philippine Federation of the Deaf (PFD) for their event entitled “The Healing Formula: Filipino Sign Language as the Lifeline in Emergencies” held on February 16, 2026.

Around 50 students participated in the event and became more aware of the Deaf community and Filipino Sign Language (FSL). The two guest signers conducted an introductory FSL lesson and facilitated interactive pre- and post-activity situations where students could practice what they learned. The participants truly enjoyed the learning experience.

The event was a success.

Our grateful thanks to HSM for inviting QCAD and PFD, and to our FSL interpreters for providing both signing and voicing interpretation.

Warm greetings to all Deaf women across the Philippines and around the world.

Today, we stand in solidarity as we celebrate Deaf Women’s Month — a time to recognize the strength, leadership, resilience, and contributions of Deaf women in our communities.

Deaf women are leaders.
Deaf women are advocates.
Deaf women are educators, professionals, mothers, artists, and changemakers.

Yet we also acknowledge that Deaf women often face multiple barriers — barriers in communication, barriers in education, barriers in employment, and barriers in access to justice and protection. Deaf women experience not only gender inequality, but also linguistic and accessibility discrimination.

This month is a reminder that Deaf women’s rights are human rights.

We affirm the importance of access to Filipino Sign Language in all areas of life in schools, in healthcare, in government services, in workplaces, and in legal systems. Access to language means access to safety, dignity, and opportunity.

We recognize the leadership of Deaf women who continue to advocate for inclusion, who mentor young Deaf girls, and who build stronger Deaf communities.

To Deaf girls watching today:
Your voice matters.
Your language matters.
Your identity matters.

To institutions and allies:
Support Deaf women not only in words, but in action.
Ensure accessible programs.
Promote Deaf women into leadership roles.
Listen to Deaf women’s experiences and expertise.

As we celebrate Deaf Women’s Month, let us commit to:
• Promoting equal opportunities
• Ensuring safety and protection
• Advancing Filipino Sign Language access
• Strengthening Deaf women’s leadership

Together, we build communities where Deaf women are not marginalized, but empowered.

The 2nd day of the Stakeholders Consultative Planning Workshop on Disability-Inclusive Training was successfully conducted on February 10, 2026, at the M.I.C.E., Quezon City Hall. The activity focused on strengthening the capacity of barangays in developing a Disability-Inclusive Disaster Risk Reduction and Management (DRRM) Plan.

The workshop gathered sixteen (16 out of 142) Barangay Chiefs/Captains and representatives who actively participated in discussions centered on Disaster Risk Reduction (DRR) strategies and inclusive emergency preparedness. Key discussions highlighted how the Quezon City Disaster Risk Reduction and Management Office (QCDRRMO) collaborates with leaders with disabilities to address concerns on accessibility, safety, and inclusive response mechanisms for Persons with Disabilities (PWDs) before, during, and after disasters.

Participants shared best practices, identified gaps in accessibility, and explored inclusive planning tools to ensure that evacuation centers, communication systems, early warning mechanisms, and relief distribution processes are accessible and responsive to the needs of persons with disabilities.
