Philippine Association for Media and Information Literacy VISION
To be the leading organization in advocating Media and Information Literacy (MIL) in the Philippines. OBJECTIVES
1.

PAMIL is a professional organization of media and information literacy educators, trainers, practitioners, and advocates in the Philippines committed to empowering the society through MIL. MISSION
To promote Media and Information Literacy (MIL) as a lifelong learning skill in a knowledge-based economy and media-saturated Filipino society. To develop the Media and Information Literacy (MIL) skills of educators, trainers, advocates, and practitioners through conferences, workshops, seminars, and learning events;

2. To assist schools and other educational institutions in developing strategies in integrating MIL in the curricula;

3. To conduct studies on MIL geared towards promoting it as a content and a process in teaching-learning situations;

4. To participate actively in advocating MIL in the program and/or policy agenda of academic, government, non-government, and private organizations; and

5. To produce MIL learning materials and resources for MIL educators and trainers.

The Philippine Association for Media and Information Literacy (PAMIL), Inc. is pleased to announce the official voting period for the 11 nominees for the PAMIL Board of Directors for the 2027–2028 term.

🗳️ HOW TO VOTE

1. Check your eligibility.
Only officially registered PAMIL individual and institutional members for 2026 with certificate are eligible to vote for the members of the PAMIL Board of Directors.

2. Check your registered e-mail.
Individual members and official representatives of institutional members will receive the link to the Google Form electronic ballot through their registered e-mail addresses.

3. Complete the e-ballot.
Read through the profiles of all nominees before casting your votes. You may vote for a minimum of one (1) nominee and a maximum of eleven (11) nominees.

4. Submit your ballot.

APPLICATION AND RENEWAL FOR PAMIL MEMBERSHIP 2026 IS STILL ONGOING!

The membership is renewed annually on a calendar year. Thus, the membership fee that you will be paying will cover the period from January to December 2026.

Deadline of application is on October 31, 2026.

Confirmed membership applications after this date may be asked to defer their membership to the 2027 PAMIL Membership application window, which will be announced in late October or early November 2026, or once the date of the 9th National Forum for Media and Information Literacy is announced.

We shall also transition to the new official email address for PAMIL Membership applications, payment, and inquiries, which will be announced once the 2027 PAMIL Membership application opens.

MEET YOUR PAMIL BOARD NOMINEE

Maria Cecilia H. Rañola - Villegas
Program Head, AB Journalism, University of Rizal System - Angono

Maria Cecilia H. Rañola-Villegas is the Head of AB Journalism Program at University of Rizal System Angono. Currently, she is taking her Doctor of Philosophy in Communication at PUP. She finished her Master of Arts in Christian Education major in Curriculum and Instruction at PACE Graduate School of Christian Education. She earned units in MA in Journalism at Asian Institute of Journalism and Communication She obtained her Bachelor in Journalism at Polytechnic University of the Philippines. CEZ has served Vice President for External Affairs and member of the Board of Directors for Philippine Association for Media and Information Literacy (PAMIL). Also, Cez served as one of the founding members of Philippine Association for Communication and Media Research, Incorporated (PACMRI), a member of Philippine Communications Society (PCS) and other communication and media related organizations like Philippine Association of Communication Educators (PACE) in 2009 and Southeast Asian Media Studies Association (SEAMSA). Her research interests include gender development, women empowerment, cross cultural communication and media and information literacy. Her passion includes gardening, traveling to upland communities, writing literary pieces, watching Chinese drama and playing chess.

Cez is a mother to an ADHD kid named Freedom, a wife to a campus registrar, a friend to MIL advocates, a community extensionist for indigenous people and remains a Philippians 4:8 practitioner.

MEET YOUR PAMIL NOMINEE

Angelique Mira Ticlao
Assistant Professor, Lyceum of the Philippines University - Manila
Metro Manila

Mira Ticlao is a producer and educator with around 15 years of experience in the media industry, and 10 years in the academe.

She has built a strong track record in producing award-winning films. Among her notable works is Nakaw, which won Best Short Film at the Gawad Urian Awards in 2017 and was exhibited at the Cannes Film Festival Short Film Corner. Her short films Tubero and Dad-aan Na have likewise earned recognition locally and internationally. She also produced Sinag, a Samsung mobile film showcased at the brand’s first mobile film festival alongside works by renowned Filipino directors. Her latest short film, Mi Unico Hijo, received multiple recognitions at the 2024 South East Academy International Film Festival.

Adding to her growing body of work, Mira produced her first full-length feature film, The Wedding Dance, which was selected for competition at the Cinemalaya Film Festival 2024. Expanding her work in the global film community, she participated in Platform Busan in October 2023 as one of the Filipino delegates and FDCP scholars. She also joined the Visitors Programme of the Berlinale Co-Production Market, further strengthening her international network and development as a producer.

Currently, she’s working a short film from Negros written by late Dwight Gaston, Isa Ka Gab-i sa Prusisyon Sang Roque.

MEET YOUR PAMIL BOARD NOMINEE

Yhna Therese P. Santos
Assistant Professor, School of Library and Information Studies, UP Diliman
Metro Manila

Yhna Therese P. Santos is an assistant professor at the UP Diliman School of Library and Information Studies (UP SLIS) and a PhD in Communication candidate at the UP Diliman College of Media and Communication. She holds bachelor’s and master’s degrees in Library and Information Science from UP Diliman.

A licensed librarian, Asst. Prof. Santos placed ninth in the 2011 Librarian Licensure Examination. She has taught at UP SLIS for over fourteen years, handling courses in information literacy, reference services, indexing and abstracting, and information organization. She currently serves as the Quality Assurance Officer of UP SLIS and as a member of the UP Diliman Quality Assurance Committee. Her previous administrative roles include Graduate Program Coordinator and College Secretary of UP SLIS.

Her research focuses on critical media and information literacy and scholarly communication. Some of her recent work has appeared in Information Development, the Journal of Scholarly Publishing, International Information & Library Review, and Information Matters.

Asst. Prof. Santos is the immediate past chair of the Oceania Chapter of the Association for Information Science and Technology (ASIS&T). She is also a former president of the Philippine Association of Teachers of Library and Information Science, Inc. (PATLS) and a member and fellow of the Philippine Association for Media and Information Literacy (PAMIL).

MEET YOUR PAMIL BOARD NOMINEE

Kenneth Bernejay H. Porio
Freelance ICT Professional and Educator, Davao City
Davao Region

Kenneth Bernejay Porio is a freelance ICT professional, language translator, part-time teacher, and tutor based in Davao City, Mindanao, Philippines.

Born and raised in Davao City and graduated with a bachelor’s degree in Computer Science at the University of the Philippines Mindanao, and pursuing a master's degree in Computer Science at the University of the Philippines Diliman, he has been working in the IT and education sector for more than ten (10) years in his hometown in Davao and in Cebu. He leverages his passion for education and technology to empower individuals through media and information literacy (MIL).

He previously served as the Technical and Communication Support Specialist at the Mindanao Peacebuilding Institute Foundation, Inc., an Asian training institute based in Davao City, Philippines, that provides a space for people of diverse backgrounds to gather together, share and learn in a safe environment.

He was a Junior Product Manager of bld.ai, a global technology startup based in the United States, that offers enterprise Artificial Intelligence solutions to corporate clients around the world.

He taught as an Instructor at the University of the Philippines Cebu from 2024 to 2025, and at the Joji Ilagan International Schools in Davao City from 2017 to 2022. He has taught Computer Science courses, General Education courses specialized in ICT, and senior high school subjects, including Media and Information Literacy (MIL).

He previously worked in Children of Asia Philippines, an international nonprofit organization based in Cebu, from 2022 to 2024, where he trained student- beneficiaries in IT skills and conducted professional development programs for teachers and PTA members of the organization’s partner schools. His teaching background encompasses diverse subjects, including computer applications, online safety, and MIL, demonstrating a well-rounded understanding of technology's role in information consumption among the urban poor and marginalized communities.

Kenneth has been a dedicated member of the Philippine Association for Media and Information Literacy (PAMIL) since its inception in 2019. He has served the PAMIL Board of Directors in various capacities, including Public Information Officer, Regional Coordinator for Visayas and Mindanao, Director for Digital Platforms, and currently the Acting President. His involvement extends beyond leadership positions, actively participating in conferences and workshops, fostering a commitment to MIL development.

With his expertise in computer science and digital platforms, Kenneth aims to contribute to PAMIL's research and program development initiatives, particularly those that integrate MIL with ICT domains.
