This study is being conducted in partnership with the POEA, OWWA, DepEd, and ILO. With the help of the Philippines Overseas Employment Administration (POEA), the Overseas Workers Welfare Administration (OWWA), the International Labour Organization (ILO), and the Philippines Department of Education (DepEd), this study focuses on understanding the impact of temporary migration on children and family
members left behind. Participation in this study will involve completing one 5-10 minute self-administered survey with a Facebook Messenger Chatbot. Following this initial 5-minute survey, should you be randomly chosen, we will further request consent from you and your children’s primary decision-maker or household head (when you are away) to each partake in a 30-minute phone survey. In compensation for the time to conduct the phone survey, we will provide you and your children’s primary decision-maker or household a 50 PHP cell phone load immediately upon the completion of the phone survey. There are no known or anticipated risks to you for participating. Although this study will not benefit you immediately, the results from this study will be used to provide data-driven evidence and guidance for policymakers in the POEA, OWWA, and DepEd. The policies we hope to inform and guide from this study all concern the well-being and welfare of OFW’s like you and their left-behind families. All of your responses will be held in confidence. Only the lead researcher and the research assistant who is responsible for research oversight and preliminary data cleaning will have access to your information. Moreover, all information will be stored in a state-of-the-art security and encryption cloud storage system. Any personally identifying information and contact information that is obtained will only be used to contact you and the primary decision-maker of your children for the phone survey and link the data collected via phone surveys to the administrative data about your children from the DepEd. Upon the completion of data collection, we will immediately erase all identifying information. In this way, the data set will be completely anonymized and it would be impossible to trace any of your responses or information back to you. Participation in this study is completely voluntary. You are free to decline to participate, to end participation at any time for any reason, or to refuse to answer any individual question. However, we emphasize that, without your contact information, we cannot send you the phone recharge card in case you win it.
