When suspicion replaces due process, and force is justified before facts are established, the boundaries of law are no longer theoretical. They are being tested in real time.

International Humanitarian Law exists for moments like these. It is not only legal language for times of peace. It is a binding set of principles that restrict conduct in armed conflict and demand the protection of civilians, even when accountability is inconvenient and situations are complex.

In the Philippine context, where armed conflict continues to raise difficult questions about distinction, proportionality, and the treatment of individuals in security operations, these legal standards are not optional references. They are obligations that must be upheld without exception.

One of the key fundamentals of parliamentary procedure is that only one person may speak at a time. Hence, unless recognized by the presiding officer, no one may take the floor while another member has it.

The PUP House of Parliamentarians, as the sole parliamentarian organization of the Polytechnic University of the Philippines, opens its doors to Senator Robin Padilla and offers him a free one-on-one workshop on parliamentary procedure so that he may better perform his mandate in the Senate.

As conversations on violence, accountability, and armed conflict continue to demand critical attention, the PUP House of Parliamentarians is honored to welcome 𝗗𝗿. 𝗦𝗼𝗹 𝗜𝗴𝗹𝗲𝘀𝗶𝗮𝘀 as speaker for 𝗜𝗛𝗟 𝟭𝟬𝟭: 𝗨𝗻𝗱𝗲𝗿𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗛𝘂𝗺𝗮𝗻𝗶𝘁𝗮𝗿𝗶𝗮𝗻 𝗟𝗮𝘄 𝗶𝗻 𝘁𝗵𝗲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲 𝗖𝗼𝗻𝘁𝗲𝘅𝘁.

Dr. Iglesias is an Associate Professor of Political Science at the University of the Philippines whose work centers on political violence, state violence, democracy, and autocracy. Her research on violence and impunity in the Philippines provides an important lens in understanding the realities of armed conflict and the continuing relevance of International Humanitarian Law in the Philippine context.
